CC MINS 19771128 ADJ MINUTES CITY OF RANCHO PALOS VERDES CITY COUNCIL WORK SESSION - ADJOURNED MEETING NOVEMBER 28, 1977 The meeting was called to order by Mayor Ryan at 7:40 p.m. in the Community Room of the Palos Verdes Peninsula School District building at 30942 Hawthorne Boulevard. The roll call was answered as follows: PRESENT: DYDA, RUTH, MAYOR RYAN LATE ARRIVALS: BUERK (7:54 p.m.) , SHAW (7:59 p.m.) ABSENT: NONE ALSO PRESENT: DIRECTOR OF PLANNING SHARON HIGHTOWER, PLANNING COMMISSIONERS BACHARACH, HUGHES, AND McTAGGART COASTAL PLAN There was discussion of the coastal bluff (701) road. Councilman Dyda moved, Councilman Ruth seconded, to approve the bluff road concept. The motion passed with Councilman Buerk and Mayor Ryan dissenting. In discussion of access down the bluffs it was decided the City Attorney should be asked that if such accesses are improved, if unsafe, if that would cause liability to the City. The General Plan Amendments regarding density were deferred to December 8. Councilman Dyda moved, Councilwoman Shaw seconded, to incorporate the clustering limitations recommended by the Planning Commission into Sections U-71, U-74, and U-77. The motion passed with Councilman Buerk dissenting. There was discussion of the need for a Glossary. Councilman Buerk moved, Councilman Dyda seconded to include a Glossary of all terms which are limitations. After further discussion the motion was withdrawn. It was decided that Councilman Buerk will provide the staff with a list of terms for a Glossary and Council will approve the list prior to staff developing definitions. Staff will make a recommendation on Sections U-64 and U-81, guidelines or policies. There was discussion of needed revisions to the text of the Plan. Councilman Dyda suggested revisions needed to U-42, U-36, 1-4, and 1-8. It was decided that Council should talk to staff directly and give suggested revisions and staff will respond. The next work session will be December 8. PENINSULA COUNTY COMMISSION MEETINGS Mayor Ryan indicated that the first hearing (310) of the Commission will be held December 6 II/ on the Peninsula. On motion by Councilwoman Shaw, seconded by Councilman Dyda, and passed unanimously, a letter is to be sent to the Commission requesting that it not meet at times which conflict with the meetings of Peninsula governmental jurisdictions, including the three cities, the School District, and the Library District.
