CITY COUNCIL
Adjourned Meeting
November 10, 1977
The meeting was called to order at 7: 36 p.m. in the Council Chamber
at 30942 Hawthorne Blvd.
PRESENT: Buerk, Dyda, Ruth, Shaw, Mayor Ryan
ABSENT: None .
Also present were Director of Planning Hightower, Associate Planner Davis.
AGENDA APPROVAL It was the concensus of the Council
to add three items to the agenda:
property tax assessment issues, Peninsula Racquet Club lights testing, and
HCDA Urban County participation.
TAX ASSESSMENT ISSUES Discussion included if the City should
join the Hermosa Beach suit against
the County Assessor or file a broader void tax suit. Councilman Buerk
moved, Dyda seconded, to request the City Attorney to provide data on
the Hermosa Beach suit at the November 15 meeting and to comment on the
inequity of a law suit for social costs, and to authorize the Mayor to
send a letter to the Board of Supervisors suggesting that the candidates
for assessor should be considered relative to their position on assess-
merit practices (the letter to be reviewed by the City Attorney) . The
motion passed unanimously.
There was a motion by Councilman Dyda, seconded by Mayor Ryan, and passed
unanimously, that the City Attorney also discuss an approach to assess-
ment practices regarding interval and ratio relative to selling price to
augment the Hermosa Beach suit or to join other cities in a void tax
suit based on discrimination by process.
HOUSING AND COMMUNITY DEVELOP- Director of Planning Hightower dis-
MENT ACT URBAN COUNTY cussed the 1978-79 program and re-
PARTICIPATION quested a Council decision on
whether the City should participate.
The amount of potential funding is not known. There was a motion by
Councilman Dyda, seconded by Councilwoman Shaw, and passed unanimously
to authorize the Mayor to sign the Cooperation Agreement if the clause
that the Council objected to last year is not included.
I COASTAL PLAN Council continued to review policies
and made the following changes :

Preparedness Plan considers hazards
of the City' s coastline.
