RANCHO PALOS VERDES CITY COUNCIL
WORK SESSION
August 8, 1977
The meeting was called to order at 7:45 P.M. by Mayor Ryan at the Palos Verdes
Unified School District Building, 30942 Hawthorne Boulevard. Roll call was
answered as follows:
PRESENT: SHAW, RUTH, DYDA, BUERK, AND MAYOR RYAN
ABSENT: NONE
Also present were City Manager Leonard Wood, Administrative Services Officer
George Wunderlin, Planning Director Sharon Hightower, Public Works Director
Dennis Pikus, and Administrative Assistant Trish Hanelin.
AGENDA: Additions to the agenda included Mayor's attendance at Roberti Bill
Hearing (Ryan) ; Comments on the Draft Urban Development Report (Dyda) ;
Status of Nike Site Negotiations (Ruth); and setting of hearing dates
for Coastal Plan and antenna ordinance (Hightower) .
COASTAL SPECIFIC PLAN: Associate Planner Larry Davis reviewed the major
(701) revisions to the draft Coastal Plan that had been
made by the Planning Commission. Councilman Dyda
suggested that the Council limit its discussion to
questions of clarification that would assist the Council in preparing for the
public hearing. Councilwoman Shaw suggested using the General Plan as the base-
line in discussing proposed differences in the number of dwelling units between
the draft Coastal Plan and the Planning Commission revisions.
The City Council requested that the City Attorney be asked to provide answers
to the following questions:
1. Does the Abalone Cove school site belong to the State or to the School District?
2. What are the legal questions/procedures in designating the school site as
agricultural land?
3. Can the City impose a moratorium on portions of land within the coastal
zone to allow further study on the question of agricultural designations
and on developing a mechanism for density transfers?
4. Could the moratorium apply to more than just the school site?
5. What findings should be made to support the density proposals in the
Coastal Plan?
Councilman Dyda suggested that statements, numbers, charts and expressions be
carefully defined. For example, the plan should define what is meant by
"capacity" in reference to traffic volume. He also suggested that all state-
ments that contain strong adjectives be supported by factual data. Finally,
he suggested that all charts, figures and tables in the Plan be placed immedi-
ately following their first mention in the text.
Councilman Buerk requested that the support documents for Planning Commission
findings be made available as back-up to the Plan.
Hearing Dates: The City Council set Tuesday, August 30th as the
date for the public hearing on the Coastal Plan.
If one meeting is not adequate, the hearing will
be continued to September 22. The September meet-
ing will also include a public hearing on the
proposed antennae ordinance.

STAFF SALARY RANGES: Administrative Services Officer George Wunderlin
(1202) reviewed the staff report on proposed salary
ranges. Councilman Dyda then discussed a proposal
he had prepared which recommended the establish-
ment of regular salary grades.
Mayor Ryan requested that staff prepare an analysis of Councilman Dyda's
proposal for discussion at the August 16 Council meeting. The staff analysis
is to include an analysis of the budgetary impacts of the salary range proposal.
Cost of Living The City Council directed staff to bring in its
Allowance: proposal for a cost of living allowance (COLA) .
Finally, staff was asked to select several cities
comparable to Rancho Palos Verdes and some private
industries in order to provide a comparison of
total benefit packages.
BUILDING EXPANSION: The City Council accepted for review the staff
(302) report on building expansion.
ROBERTI BILL: Mayor Ryan indicated that the California Contract
(310) Cities Association had asked him to testify on
the Roberti Bill at a hearing in Sacramento on
Tuesday, August 16th.
Upon motion of Councilman Dyda, seconded by Councilwoman Shaw, and carried
unanimously, the Mayor was authorized to represent the City Council in testify-
ing in opposition to the Roberti Bill.
DRAFT URBAN DEVELOPMENT Councilman Dyda distributed his comments on the
STRATEGY: Draft Urban Development Strategy and requested
(306) that staff and Council submit their comments to
him by Wednesday, August 10.
Upon motion of Councilman Buerk, seconded by Councilwoman Shaw, and carried
unanimously, the Council expressed strong opposition to the Draft Urban
Development Strategy Reports' proposed restrictions on local decision-making
authority.
GSA/NIKE SITE Councilman Ruth indicated that he, City Manager
NEGOTIATIONS: Wood, and Planning Director Hightower would meet
(1109) with GSA in San Francisco on August 12th to discuss
acquisition of the site.
ADJOURNMENT: At 10:30 P.M. , Councilwoman Shaw moved, seconded
by Councilman Dyda, and unanimously carried, to
adjourn to the regular meeting on August 16th.
