CC MINS 19770523 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting May 23, 1977 The meeting was called to order at 7:45 p.m. at the Palos Verdes Peninsula Unified School District Building, 30942 Hawthorne Boulevard, notice having been given with affidavit thereto on file. Roll call was answered as follows: PRESENT: COUNCILMEMBERS: Shaw, Dyda, Ruth, Buerk and Mayor Ryan ABSENT: COUNCILMEMBERS: None Also present were City Manager Leonard Wood, Administrative Assistant Trish Hanelin, Director of Planning Sharon Hightower, Administrative Services Officer George Wunderlin, Community Services Officer Tom Bandy, Director of Public Works Dennis P iku s, and Mary Thomas , Park Director. CITY ATTORNEY ATTENDANCE It was moved by Councilman Dyda, seconded by AT PLANNING COMMISSION Councilwoman Shaw and carried, to request WORK SESSION that the City Attorney attend the Planning (103) Commission Public Hearing on May 31, 1977. CITY NEWSLETTER It was moved by Councilman Dyda, seconded by (1107) Councilman Ruth and carried, that the City Newsletter not 'include articles about indi- vidual Councilmember's activities except under extraordinary circumstances. The Newsletter Subcommittee indicated its desire to review articles for the News- letter before they are printed. BUDGET The Councilmembers agreed to devote the first (601) budget work session to an overview of the budget and discussion of philosophy. City Manager Wood reviewed the budget message and the highlights of each depart- mental budget. The following items were requested: - Councilman Buerk requested an explanation of the Environmental Services Depart- ment philosophy of offsetting the cost of certain planning positions with appli- cation fees and a description of how many positions are covered by such fees. - Councilman Dyda requested that consideration be given to putting money in reserve each year in anticipation of decreased revenues in 1980. - Councilman Buerk requested an update of the long-range capital finance program. - Councilman Dyda requested that the budget narratives include an explanation of the major expenditures in the Special Departmental and Capital Outlay categories. He also requested an explanation of major deviations over or under the 1976-77 budget. - Councilman Dyda requested a status report on the City's sick leave program. The Council set June 9, 1977, as the date for the next budget work session. ADJOURNMENT At 10:30 p.m. Councilman Dyda moved to ad- journ the meeting.
