RANCHO PALOS VERDES CITY COUNCIL
Special Meeting
February 22, 1977
The meeting was called to order at 8:00 A.M. at Rancho Palos Verdes City Hall, 30940
Hawthorne Boulevard, notice having been given with affidavit thereto on file. Roll
Call was answered as follows:
PRESENT: COUNCILMEMBER: Ryan, Ruth, Dyda & Mayor Buerk
ABSENT: COUNCILMEMBER: None
Also present were City Manager Leonard G. Wood, Director of Planning Sharon W. Hightower,
Director of Public Works Dennis Pikus, Administrative Services Officer George Wunderlin,
Community Services Officer Tom Bandy and Captain Richard Foreman of the Los Angeles County
Sheriff's Department.
Council met in work session to discuss mid-year budget status. Additionally, the staff
was requested to consider and investigate the following:
ADMINISTRATIVE SERVICES . Self-insurance program without pooling.
. Preparation of form letter for registered
voters who requested Spanish voting literature.
. Safekeeping of vital records.
COMMUNITY SERVICES . Proposed Council/Parks & Recreation
Committee work session.
. Ways to take some of the financial burden
off dog owners and consider using San Pedro
pound facilities.
PLANNING . Send draft of Coastal Specific Plan to all
homeowners' associations.
. Develop measurement for amount of staff time
devoted to current planning activities.
. Determination of what decisions can now be
made by staff without going to Planning
Commission.
PUBLIC WORKS . Repair of chuck holes on Silver Spur.
. Arrangement of meeting to discuss changes
in contracts. (Councilmembers Dyda and Buerk.)
Preparation of memo outlining milestones
for Palos Verdes Drive West project.
CITY MANAGER . Initiate staff work on alternatives to fire
district.
COUNCIL OBJECTIVES . Each councilmember to list five to ten possible
objectives for FY 77-78 for discussion after
next City Council meeting.

SHERIFF'S DEPARTMENT Check into problems of late reporting of auto
burglaries.
Check into reasons for high traffic index
for January.
• Obtain crime statistics from comparable
communities to compare trends.
• Compare statistics over more than two-year
period.
▪ Develop program to increase enforcement
re trucks on Hawthorne Boulevard to
prevent runaway vehicles.
Prepare study for three or four city
region.
• Investigate ratio of time spent by county
unites in various cities.
ADJOURNMENT At 9:36 Councilman Dyda moved, seconded by
Councilman Ruth to adjourn the meeting.
