RANCHO PALOS VERDES CITY COUNCIL
REGULAR ADJOURNED MEETING
JULY 11, 1978
The meeting was called to order at 7:36 P.M. by Mayor Ken Dyda in the Palos
Verdes Unified School District Building, 30942 Hawthorne Boulevard, notice
having been given with affidavit thereto on file.
Following the Pledge of Allegiance to the flag, roll call was answered as
follows:
PRESENT: BUERK, SHAW, HEIN AND MAYOR DYDA
LATE ARRIVAL: RYAN @ 7:50 P.M. •
It was the consensus of Council to adjourn the meeting at 10:30 P.M.
WAGES AND SALARIES Councilman Buerk moved, seconded by
(1202) Councilwoman Shaw, that in order to
qualify for the City's share of
State surplus, the City not grant any cost of living increases.
With consent of the maker and the second, Mayor Dyda requested the motion be
amended to allow the City to match any COLA that is given to State employees.
The motion as amended carried on the following roll call vote:
AYES: BUERK, SHAW, HEIN AND MAYOR DYDA
NOES: NONE
ABSENT: RYAN
(At 7:50 P.M. Councilman Ryan arrived.)
Councilman Buerk moved, seconded by Councilwoman Hein, to retain the Merit
Pool as shown in the 1978-79 Proposed Budget. The motion carried unanimously.
CONFERENCES AND MEETINGS Councilman Buerk moved, seconded by
Councilwoman Hein, to reduce expendi-
tures for all departments to $9,790.
The motion carried on the following roll call vote:
AYES: RYAN, BUERK, HEIN AND MAYOR DYDA
NOES: SHAW
Mayor Dyda moved to amend the motion by reducing the budget to $8,280. The
amendment was seconded by Councilman Ryan and carried on the following roll
call vote:
AYES: RYAN, BUERK, HEIN AND MAYOR DYDA
NOES: SHAW
Councilman Ryan moved, seconded by Councilwoman Hein, that a letter be sent
to California Contract Cities Association and the League of California Cities
supporting day meetings on weekends as opposed to weekdays to free Council and
staff time. The motion carried on the following roll call vote:

NOES: SHAW
MILEAGE Councilman Buerk moved, seconded by
Councilman Ryan to adopt the City Manager's
recommendation to hold the 1977-78 budget of $4,190. The motion carried
unanimously.

BOOKS AND PERIODICALS Councilwoman Hein moved, seconded by
Councilman Buerk to adopt the $1,000
budget. The motion carried unanimously.
CITY MANAGER Councilman Buerk moved, seconded by
Councilwoman Hein to cut the Administrative
Assistant Position by 25%.
Councilman Shaw moved to amend the motion to reduce this position by 10% on
a trial basis. The amended motion was seconded by Councilman Ryan and carried
unanimously.
CITY ATTORNEY Mayor Dyda moved, seconded by Councilman
Ryan, to have longer recesses and use them
for Executive sessions. Matters not requiring the City Attorney would be heard
after he left. The motion carried unanimously.
PUBLIC WORKS Intern: Councilman Buerk moved, seconded
by Councilwoman Shaw to adopt the
City Manager's recommendation to transfer one CETA Aide from the Parks and
Recreation Department to Public Works. The motion failed on the following
roll call vote:
AYES: BUERK AND SHAW
NOES: RYAN, HEIN AND MAYOR DYDA
Councilman Buerk moved, seconded by Hein to amend the motion to make the job
task-oriented and use CETA personnel for specific tasks. (This amendment
was later withdrawn.)
Councilman Ryan moved, seconded by Councilwoman Shaw, to retain one half-time
intern in Public Works. The motion carried on a three to two vote.
Traffic Committee Meetings: Councilman
Ryan moved, seconded by Councilwoman Hein, to continue the monthly Traffic
Committee meetings. The motion carried unanimously.
Capital Outlay: Councilman Ryan moved,
seconded by Councilwoman Hein, to adopt
the City Manager's recommendation to cut capital outlay budget to $300.00.
The motion carried unanimously.
Special Departmental Expenses: Councilman
Ryan moved, seconded by Councilwoman Hein
to reduce this budget to $600.00. The motion carried unanimously.
Advertising and Publications: Councilman
Buerk moved, seconded by Councilman Ryan to eliminate the $100 budget for this
item. The motion carried unanimously.
Rental of Property and Equipment: Councilman
Buerk moved, seconded by Councilwoman Hein, that the City Manager should report
back with a revised recommendation on this item. The motion carried unanimously.
ENVIRONMENTAL SERVICES Personnel (Code Inspector and Assistant Planner
Councilwoman Shaw moved, seconded by
Councilwoman Hein, to retain the Assistant Planner and Code Inspector positions.
The motion carried unanimously.
Intern: Councilman Buerk moved, seconded
by Councilman Ryan to eliminate the intern in the Environmental Services Depart-
ment. The motion carried unanimously.
Overtime: Councilman Ryan moved seconded
by Councilwoman Hein, to reduce the overtime to the 1977-78 level of $550.00.
The motion carried unanimously.
Special Departmental Expenses: Councilman
Ryan moved, seconded by Mayor Dyda to reduce this item to $5,300.00. The motion
carried unanimously.
Council Meeting 898 July 11, 1978
Capital Outlay: Councilman Ryan moved,
seconded by Councilman Buerk, to eliminate
equipment required for new building. The motion carried unanimously.
COMMUNITY SERVICES Intern: Councilman Ryan moved, seconded
by Councilwoman Shaw, to retain the
existing full time intern. The motion carried unanimously.
Information Brochures: Councilman Buerk
moved, seconded by Councilman Ryan to retain the $1500.00 budget for this item.
The motion carried unanimously.
Newsletter: Councilman Buerk moved,
seconded by Councilwoman Shaw, to retain the Newsletter at its present level.
With the permission of the maker and the second, Mayor Dyda moved, seconded
by Councilman Buerk, and carried on a 4-1 vote, to amend the motion to limit
the Newsletter to six pages and pursue formation as a non-profit corporation to
take advantage of the lower postage rate.
The motion as amended carried unanimously.
Advertisements: Councilman Buerk moved,
seconded by Councilman Ryan, to eliminate the budget for this item. The motion
carried unanimously.
Logo Awards and Plaques: Councilman Buerk
moved, seconded by Councilwoman Shaw, to retain the budget of $1200.00 for this
item.
Community Contributions: Councilman
Buerk moved, seconded by Councilwoman Shaw to eliminate Community Contributions.
The motion carried unanimously.
South Bay Juvenile Diversion: Mayor Dyda
moved, seconded by Councilwoman Hein to approve authorization of $5,300 contin-
gent upon enough support from other cities to make it a viable program.
The motion carried unanimously.
Community Services Personnel: Councilwoman
Shaw moved, seconded by Councilman Ryan, to fill both the Clerk-typist and
CETA receptionist. The motion carried unanimously.
ADMINISTRATIVE SERVICES Overtime: Councilwoman Shaw moved,
seconded by Councilman Buerk to accept
the recommendation to reduce overtime to $150.00. The motion carried unani-
mously.
Special Departmental Expenses: Councilman
Ryan moved, seconded by Councilwoman Shaw to reduce the budget for this item to
$1,100.
Mag Card: Councilman Buerk moved, seconded
by Mayor Dyda to approve the retention of the Mag Card and have staff report
back in 6 months with recommendation on cost effective word processing system.
The motion carried unanimously.
PARKS AND RECREATION Special Departmental Expenses: Reduction
to $5,970 approved.
Advertising and Publications: Councilman
Ryan moved, seconded by Councilwoman Shaw to reduce this budget by 25%. The
motion carried unanimously.
Training: Councilman Buerk moved, seconded
by Councilman Ryan to eliminate the budget for this item. The motion carried
unanimously.
POLICY REGARDING TUITION Mayor Dyda moved that education courses
and training seminars leading to degree
or certification be reimbursed at two-thirds of cost and upon achievement of
degree or certification, employee would get the raminder of reimbursement. The
motion was seconded by Councilman Buerk and carried unanimously.
The City Manager was requested to report back to Council with such a policy.

Maintenance and Operations: Councilwoman
Shaw moved, seconded by Councilman Buerk to retain the budget for this item.
The motion carried unanimously.
Vacation Programming: Councilman Buerk
moved, seconded by Councilman Ryan to drop programming during Christmas and
Easter vacation breaks on school playgrounds. The motion carried
unanimously.
After School Recreation: Councilman
Buerk moved, seconded by Councilman Ryan to drop the after school recreation
program at Mira Catalina. The motion carried unanimously.
Councilwoman Hein moved, seconded by Councilman Ryan, to defer adjournment
until completion of the Parks and Recreation budget. The motion carried
unanimously.
Miraleste High School Teen Program:
Councilman Ryan moved, seconded by Council-
woman Shaw, to retain this program at Miraleste High School. The motion carried
unanimously.
Therapeutic Recreation Program: Councilman
Ryan moved, seconded by Councilwoman Shaw, to maintain this program on a current
funding basis. Councilman Buerk moved to amend the motion by requesting staff
to try and increase volunteer level to reduce budget expenditure in next budget
year. The motion was seconded by Councilwoman Hein. The motion failed on a 2-3
vote.
Day Camp: Councilman Ryan moved, seconded
by Councilwoman Hein to convert this program to a user-fee basis. The motion
carried unanimously.
COASTAL SPECIFIC PLAN WORK SESSION Councilman Hein moved, seconded by Councilman
Ryan, to schedule a Coastal Plan Work
Session for July 26. The motion carried
unanimously.
ADJOURNMENT At 10:30 P.M. Councilwoman Shaw moved,
seconded by Councilwoman Hein, to adjourn
the meeting. The motion carried unanimously.
