RANCHO PALOS VERDES CITY COUNCIL
SPECIAL MEETING
June 27, 1978
The meeting was called to order by Mayor Dyda at 7:40 p.m. at the Unified School
District building 30942 Hawthorne Boulevard. Roll call was answered as follows:
PRESENT: Buerk, Hein, Ryan and Mayor Dyda
ABSENT: Shaw
Also present were City Manager Wood, Administrative Services Officer Wunderlin and
Administrative Assistant Hanelin.
Mayor Dyda presented a brief overview of Senate Bill 154. City Manager Wood then
discussed the possible impact of Senate Bill 154 on the City.
It was moved by Councilman Ryan, seconded by Councilman Buerk that, since the City
is obligated to the Palos Verdes Peninsula Unified School District for the purchase
of two unused school sites in the amount of $641,000, the City Manager be directed
to establish an encumbered balance to provide for the payment of these capital
commitments. Roll call vote:
AYES: Buerk, Hein, Ryan, and Dyda

It was moved by Councilman Ryan and seconded by Councilwoman Hein that since the.
City of Rancho Palos Verdes has successfully concluded two years of negotiations
with the Federal Government and is committed to the purchase of civic center land
and has made a substantial deposit toward the purchase of that land, the City Man-
ager be directed to establish an encumbered balance in the amount of $405,000
for the payment of this obligation. Roll call vote:
AYES: Buerk, Hein, Ryan, and Dyda

It was moved by Councilman Ryan and seconded by Councilwoman Hein that the City
Council reiterates its policy as provided in the 1976-77 and subsequent budgets,
to encumber $100,000 per year for litigation in view of the fact that there is
over $120 million of outstanding litigation against the City. On roll call vote:
AYES: Buerk, Hein, Ryan, and Dyda
NOES: none
It was moved by Councilman Buerk and seconded by Councilman Ryan that the City
Council reiterate its policy as provided in the 1976-77 and subsequent budgets
to encumber $100,000 per year to provide for the anticipated decline in revenues
related to the state subventions in 1980. Roll call vote:
AYES: Buerk, Hein, Ryan, and Dyda
NOES: none
SPECIAL DISTRICTS Councilman Buerk requested that staff call
(1201) the special park and recreation districts
to alert them to the possible problems
raised by Senate Bill 154.
Councilwoman Hein also requested that staff determine the extent of the City's re-
sponsibilities for special districts under the provisions of Senate Bill 154.
It was moved by Mayor Dyda, seconded by Councilman Ryan, that the City replace its
periodic review of fees and assessments and adopt a policy of increasing all fees
and assessments, including but not limited to business license and environmental
excise tax, each year by the average Gross National Product deflator for the last
four quarters available.

The motion carried unanimously.
Staff was directed to prepare the necessary Ordinances and Resolutions for Council
approval on June 29.
Staff was also directed to have the City's ledgers show, where appropriate, the
actions taken during the meeting.
At 9:15 p.m. , it was moved by Councilman Ryan, seconded by Councilwoman Hein to
adjourn to 6:00 p.m. on Thursday, June 29, in the City Council chambers.
The motion carried unanimously.
