RANCHO PALOS VERDES CITY COUNCIL
REGULAR ADJOURNED MEETING
APRIL 24, 1978
The meeting was called to order at 7:40 P.M. in the Community Room, 30942 Hawthorne
Boulevard. Roll call was answered as follows:
PRESENT: BUERK, HEIN, AND MAYOR DYDA
ABSENT: RYAN, SHAW (7:42 P.M.)
ALSO PRESENT: DIRECTOR OF PLANNING HIGHTOWER
TREE TRIMMING CODE AMENDMENT Council discussed the January 19th draft
(1801 x 1407) and the letter from the Planning Commission.
Shaw arrived 7:42 P.M.
Mayor Dyda suggested some changes to the draft, adding "horizon" as a view and
that the percentage of impairment should be less.
Council decided to discuss the approach relative to four types of problems: New
areas, City trees, existing areas with no impairment yet, and existing areas
with impairment.
New Areas: It was agreed that trees should not be planted or allowed to grow
which would impair views and that a suggested list of trees might be used. Views
should be defined and have City enforcement but the use of CC&Rs should be checked
with the City Attorney to see if homeowners' associations could trim trees and put
a lien on the property.
City trees: It was decided to have a test period on City trees to test how the
process might work.
Recess was called at 9:34 P.M.
Reconvened at 9:39 P.M. with the same members present.
It was decided to use the Environmental Committee to conduct the test, using the
draft criteria and making suggestions for change if indicated. The test would
begin July 1, for six months. There should be an article in the Newsletter.
Council will draft a resolution or minute action to establish this function and
include the charge to the Committee to evaluate the draft criteria, examine
alternatives, attempt to find acceptable solutions for neighborhoods, and make
recommendations to Council. The complaining party would pay for the work as
in the draft amendment.
Shaw departed at 10:15 P.M.
It was decided that the Planning Commission should be notified that Council wants
to test the draft on City trees only and the Commission should wait until the
test is completed before proceeding.
It was the feeling of Mayor Dyda and Councilman Buerk that the City Attorney
feels that existing impairment cannot be enforced.
Another work session will be set at the next regular meeting.
The meeting was adjourned at 10:54 P.M.
