RANCHO PALOS VERDES CITY COUNCIL
REGULAR ADJOURNED MEETING
SEPTEMBER 11, 1979
The meeting was called to order at 7:30 P.M. by Mayor Ann Shaw at the Palos Verdes
Unified School District Building, 30942 Hawthorne Boulevard. Following the Pledge
of Allegiance to the flag, roll call was answered as follows:
PRESENT: RYAN, HEIN, DYDA & MAYOR SHAW
LATE ARRIVAL: BUERK AT 7:40 P.M.
Also present were City Manager Leonard Wood, Director of Planning Sharon Hightower,
Administrative Services Officer George Wunderlin and Director of Public Works Dennis
P ikus.
ABALONE COVE SLIDE AREA John Treatheway briefed the Council on the
(1801L efforts of the non-profit corporation
formed by the residents of the Abalone
Cove Slide area.
Councilman Dyda moved, seconded by Councilwoman Hein to authorize Mayor Shaw to
send letters to Assemblywoman Ryan and State Senator Bob Beverly thanking them for
their assistance regarding Senate Bill Nos. 1203 and 1195. The motion carried
unanimously.
Council then proceeded with discussion of the subcommittee definition report.
The following motions were made by Councilman Dyda, seconded by Councilwoman
Hein and carried unanimously. Staff and City Attorney- are to investigate and
report back on the following:
1. Delete the term "existing foundation" from the Development
Code and Council will make new policy.
2. Approve definitions 1 through 5 of subcommittee report. All
homes on active slide must be occupied or undertake meaningful
actions to restore within one year of damage.
3. Reconstruction and restoration must be limited to the same
square footage as the original home.
4. Setbacks shall be waived for reconstruction.
5. Building Code shall be enforced consistent with City ordinances
and policies.
11/ 6. Expansions and additions to homes will be considered after
staff reports back.
COASTAL PLAN Council discussed the Coastal Commission's
staff report and the strategy to be followed
in pursuing approval of the City's Local Coastal Plan.
RECESS At 9:15 P.M. Mayor Shaw declared a brief
recess. The meeting reconvened at 9:25 P.M.
REORGANIZATION OF PUBLIC Director Pikus presented the staff report
WORKS DEPARTMENT covering the reorganization of the Public
(302) Works Department. Councilman Dyda moved,
seconded by Councilman Ryan, to authorize
staff to hire an Associate Civil Engineer and Assistant Civil Engineer and a part
time clerk typist; the report data is to be retrieved annually and reviewed by
Council at budget time. The motion carried on a four - one vote with Councilman
Buerk voting in opposition.
RECESS TO EXECUTIVE SESSION At 11:30 P.M. the meeting recessed to
executive session for discussion of
personnel matters. The meeting reconvened at 11:10 A.M.
RESOL. NO. 79-73 RESOLUTION NO. 79-73 OF THE CITY COUNCIL
ADOPTING CERTAIN SALARY OF THE CITY OF RANCHO PALOS VERDES
INCREASES (1202) ADOPTING CERTAIN SALARY INCREASES FOR
REGULAR, FULL-TIME CITY EMPLOYEES FOR
FISCAL 1979-80 was read by title. Councilman Dyda moved, seconded by Councilwoman
Hein to ADOPT RESOLUTION NO. 79-73. The motion carried unanimously.
RESOL. NO. 79-74 RESOLUTION NO. 79-74 OF THE CITY COUNCIL
ESTABLISHING VARIOUS OF THE CITY OF RANCHO PALOS VERDES
EMPLOYEE RULES & REGULATIONS (1202) AMENDING RESOLUTION NO. 77-69 WHICH
ESTABLISHES VARIOUS EMPLOYEE RULES,
REGULATIONS AND BENEFITS was read by title. Councilman Dyda moved, seconded by
Councilman Ryan to ADOPT RESOLUTION NO. 79-74. The motion carried unanimously.
ADJOURNMENT At 1:30 A.M. Councilman Ryan moved,
seconded by Councilman Dyda and unanimously
carried to adjourn.
