The meeting was called to order at 7:35 P.M. by Mayor Ann Shaw at the Palos
Verdes Peninsula Unified School District Building, 30942 Hawthorne Boulevard.
After the Pledge of Allegiance to the flag, roll call was answered as follows:

With the permission of the second, Councilman Buerk amended the motion by adding the
provision that we eliminate the requirement for the geology report from a homeowner as
soon as the City's geologist states categorically that no such report is needed provided
the slide is stabilized. The amendment carried unanimously.
The main motion carried on a three-one vote, with Councilman Ryan voting in opposition.
RECESS: At 9:15 P.M. the Mayor declared a recess. At
9:40 P.M. the meeting reconvened.
POINT VICENTE WALKWAY Council resumed discussion of this matter.
(1404) Reference was made to the motion in the
November 7, 1978 minutes requesting the
formation of a special district for the
administration of maintenance costs for this walkway.
Council discussion followed on the merits and costs of such a special district.
Councilman Dyda moved, seconded by Mayor Shaw, to amend the motion to refer back to
Staff for review of the policy on assessment districts that are for specific uses
and/or neighborhoods. The amendment carried unanimously.
The main motion carried unanimously.
LAW SUIT AGAINST LAFCO BY Councilman Buerk moved, seconded by Councilman
CITIZENS AGAINST FORCED Dyda that the City join the Citizens Against
ANNEXATION Forced Annexation in their law suit against
(105) LAFCO to invalidate the provisions of MORGA
which do not give citizens of the City the
right to vote on this annexation. The City would become a plaintiff in name only
and would not be involved in any expenditure of City funds.
Council discussion then followed regarding the terms under which the City should join
in this suit; its effects on the November 6th election and whether the case would be
heard prior to that date. Concern was expressed that perhaps the suit encompassed more
than just constitutional issues and the suggestion was made that the City Attorney
should review it to see if it went beyond that scope.
Councilman Ryan moved, seconded by Councilman Dyda to table this matter until the
Council meeting of August 21st. The motion carried on a three-one vote, with Council-
man Buerk voting in opposition.
PUBLIC HEARING:
REVIEW OF REVENUE SHARING FUNDS Mayor Shaw declared the hearing open and the
USE & ADOPTION OF 1979-80 Clerk reported that notice had been given.
EXPENDITURE BUDGET

Following an explanation and summarization of the Staff reports of August 2, and
July 31, 1979, by City Manager Wood, Council proceeded to discuss the proposed
resolution outlining the expenditure budget for Fiscal Year 1979-80.
Councilman Dyda moved, seconded by Councilman Buerk and unanimously carried to delay
consideration of Item No. 420-500 (Sheriff) until the Council meeting of August 21st
pending review of the Sheriff's Contract Law Enforcement Costs.
Ken Edwards, 6002 Flambeau Road, representing the Rancho Palos Verdes Amateur Radio
Association requested that the Council budget $500 for an emergency communications
radio station to be located at City Hall.
It was the consensus of Council to delay consideration of this expenditure until Staff
has prepared an emergency procedure and determines whether or not this equipment is
necessary.
Council Meeting -4- 8/7/79
Agnes Moss, 6405 Chartres Drive, representing the Palos Verdes Peninsula Community
Center Association, requested that the Parks & Recreation budget include funds for
senior citizen activities.
Council discussion then centered on the support the City should give for the
therapeutic and senior citizen programs; the availability of grants for a senior
citizens center, and the effects of losing CETA personnel in the Parks & Recreation
Department. The suggestion was made that perhaps there should be a re-evaluation
of the Parks & Recreation staffing.
STUDENT & THE LAW Mayor Shaw moved, seconded by Councilman Dyda
(1705) to offer this course at Palos Verdes High as
well as Miraleste for one year. The motion
carried unanimously. Councilman Buerk moved
to amend the motion that this support be given with the proviso that we ask the
School District to fund this program thereafter. The amendment was seconded by Council-
man Dyda and carried unanimously.
FIRE STUDY Councilman Dyda moved, seconded by Councilman
(603) Buerk to proceed with Phase II of the Fire
Service Study estimated at $30,000. The
motion carried unanimously.
MILEAGE ALLOWANCE Mayor Shaw moved, seconded by Councilman Ryan
(1202) and unanimously carried to increase the mile-
age allowance to l7 per mile. Additionally,
for every lk per gallon increase that the
mileage allowance be increase 14 per mile.
STREET STANDARDS Councilman Dyda suggested that some funds be
(1403) put in the budget for review of the alignment
of the right-of-way along Palos Verdes Drive
East along that one section of Via Frascati.
Some conflicts still exist and they should be reviewed by somebody other than the
subcommittee. It was the consensus of Council to consider this budget item at the
next Council meeting.
There being no response to the Mayor's call for additional testimony, she declared
the hearing closed.
RESOLUTION NO. 79-69 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING

moved, seconded by Mayor Shaw to adopt RESOLUTION NO. 79-69 as amended. The motion

Council discussion of the agreement included: addenda referred to in the agreement,
the extent of development of the park, and the amount of money the City was committed
to spend for this development.
AUDIENCE QUESTIONS Jay Gaillard, 26940 Basswood, told the Council
about an incident at his home involving the
Sheriff's Department.
City Manager Wood said that the Sheriff's Department was preparing a report on the
matter and recommended that when it is issued that Mr. Gaillard, the members of the
Public Safety subcommittee and a representative from the Sheriff's Department meet
to discuss the incident.
Councilman Buerk moved, seconded by Councilman Dyda, to adopt the City Manager's
recommendation. The motion carried unanimously.
CRENSHAW BOULEVARD REPAIR PROJECT Councilman Dyda moved, seconded by Councilman
(1404) Ryan to authorize Staff to advertise for bids
for this repair project. The motion carried
on the following roll call vote:
AYES: RYAN, BUERK, DYDA AND MAYOR SHAW
NOES: NONE
ABSENT: HEIN
ITEMS REMOVED FROM THE CONSENT CALENDAR:
MINUTES - City Hall Expansion: Council requested that
JULY 10, 1979 the record be checked to establish the second
on Councilwoman Hein's motion to instruct
Staff to prepare a request for proposal for
Planning and Architectural services for a City Hall complex. Councilman Dyda moved,
seconded by Councilwoman Shaw, and unanimously carried to approve the minutes as
amended.
JULY 17, 1979 Point Vicente Park: Page 4, last line, last
paragraph, strike the word "protection" and
insert "notice". Mayor Shaw moved, seconded
by Councilman Dyda to approve the minutes as amended. The motion carried unanimously.
JULY 19, 1979 Council requested that the minutes reflect
that Council recessed to Executive Session
with no action taken.
ADJOURNMENT At 12:45 A.M. Mayor Shaw moved, seconded by
Councilman Ryan and unanimously carried to
adjourn.
