REGULAR ADJOURNED MEETING
MARCH 14, 1979
The meeting was called to order at 7:40 P.M. by Mayor Ken Dyda at the Palos Verdes
Peninsula Unified School District Building, notice having been given with affidavit
thereto on file. Following the Pledge of Allegiance to the flag, roll call was
answered as follows:

LATE ARRIVALS: BUERK @ 7:42 P.M. & RYAN @ 9:30 P.M.
DISCUSSION OF GEOTECHNICAL Mr. Richard Lung, an engineering geologist
REVIEW OF FINAL REPORT representing Leighton & Associates,
DRAFT OF ABALONE COVE summarized their March 13, 1979 Geotechnical
LANDSLIDE INVESTIGATION Review of Final Report Draft of the Abalone
(1801) Cove Landslide Investigation.
GEOLOGIC HAZARD ABATEMENT City Attorney Coughlan reviewed the pro-
DISTRICTS posed legislation regulating Geologic
(1801 x 901) Hazard Abatement Districts which will be
forwarded to Assemblywoman Marilyn Ryan
and Senator Bob Beverly for introduction as emergency legislation.
RECESS: At 8:30 P.M. Mayor Dyda declared a brief
recess.
The following residents appeared before the Council:
Lawrence Horan, 28 Narcissa; Lisa Doyno, 3 Plumtree; Milton Smith, 7 Ginger Root Lane;
Robert McJones, 1 Lime Tree; Robin Williams; Jean Curtis, 5 Cinnamon Lane; Dave Ruth,
40 Cinnamon Lane; and Mary Sheridan, 21 Sweetbay Road.
(Councilman Ryan arrived @ 9:30 P.M. and was present for the remainder of the meeting.)
RECESS: Mayor Dyda declared a brief recess at
9:30 P.M. The meeting reconvened
at 9:45 P.M.
CITY DISASTER FUND Councilman Ryan summarized his memorandum
(1801) x (401) of February 20, 1979 which described his
11/ proposal to provide means to establish a
Rancho Palos Verdes Disaster Fund. The
fund, which would be a form of self-insurance for residents, would be financed through
a one-time assessment of $50 per single family residence. After the initial assess-
ment, no further assessments could be made without an unanimous vote of the City Council
declaring that a state of emergency exists. In such cases, the Council could appro-
priate additional monies out of the General Fund reserves knowing that they could
be recouped through another assessment.
Mayor Dyda appointed Councilman Ryan as a subcommittee of one to review and consider
the alternatives.
Councilman Ryan requested that the Landslide Subcommittee (Hein/Dyda) review the
moratorium boundaries on the west side including the Seaview area.

ANTENNA ORDINANCE Councilman Buerk moved, seconded by
(1801) Councilman Ryan, and unanimously carried,
to direct the City Attorney to draft an
ordinance allowing antennas to 40 feet
and provide for a special permit for those over 40 feet based upon the following
criteria: view impact, need for height to reasonably receive and transmit, and
the right of the Council to condition such on location, height, nesting, array, etc.
Councilman Buerk moved, seconded by Councilman Ryan, and unanimously carried, for
the City Attorney to draft the ordinance within two weeks. The Antenna
Subcommittee is to then report back to the Council with its comments within two
weeks after receipt of the draft.
ADJOURNMENT: Councilman Ryan moved, seconded by
Councilwoman Hein to adjourn the
meeting at 11:00 P.M. The motion carried
unanimously.
