REGULAR ADJOURNED MEETING
JANUARY 30, 1979
The meeting was called to order at 7:55 P.M. in the Community Room at 30942
Hawthorne Blvd. Notice having been given with affidavit thereto on file.
Roll call was answered as follows:
PRESENT: BUERK, HEIN, RYAN, SHAW, AND MAYOR DYDA
11/ ABSENT: NONE
Also present were City Manager Leonard Wood and Director of Planning
Sharon W. Hightower.
CODE AMENDMENT NO. 1 - ANTENNAES
Council decided to complete its determination of permit procedures, criteria,
etc. by reviewing the Planning Commission recommended amendment (dated July 26, 1977) .
It was moved by Councilman Buerk, seconded by Councilwoman Hein and approved
(4-1) to have Category 2 of antennaes subject to the conditional use permit.

Motion died for lack of a second.
It was moved by Councilman Buerk, seconded by Councilwoman Shaw and approved
to include Sect. 9614, B, 2, C, (1) , (a) as a sub-criterion to the conditional
use permit findings, but reading "will not impair".
It was moved by Councilwoman Hein, seconded by Councilwoman Shaw to approve (4-1)
to amend the preceeding motion to read "will not significantly impair".
It was moved by Councilwoman Shaw, seconded by Councilwoman Hein and approved to
include (1) (b) as a sub-criterion, but reading "view impairment".
It was moved by Councilman Buerk, seconded by Councilwoman Hein to add as a
sub-criterion that the area does not have underground utilities. After dis-
cussion of legal interpretations the motion was withdrawn and it was decided
to discuss the issue of aesthetics of a neighborhood with the City Attorney
at the next meeting.
It was moved by Councilwoman Shaw, seconded by Councilman Buerk and approved
to modify the Category 2 definition so that free-standing antennaes must nest
to 30 ft. or less in height unless such a condition causes significant view
impairment in 'Which case the Planning .Commission shall .specify the .nesting height.
It was moved by Councilwoman Shaw, seconded by Councilwoman Hein and approved
to include (1) (d) as a sub-criterion, but reading "view impairment".
It was moved by Councilman Buerk, seconded by Councilwoman Shaw and approved
to include 2, e and have staff write a provision including non-conforming
antennaes also.
It was moved by Councilwoman Shaw, seconded by Councilman Buerk and approved
to include 4, a - d.
It was moved by Councilwoman Shaw, seconded by Councilman Ryan and approved
(4-1) to include Sect. 9614, B, J, but reading "12 sq. ft." and "conditional
use permit".
It was moved by Councilman Ryan, seconded by Councilwoman Hein and approved
to include Sect. 1614, B, 8.
It was moved by Councilman Ryan, seconded by Councilwoman Shaw to include
Sect. 9614, B, 9, but reading "12 sq. ft." and striking last sentence. It
was moved by Councilman Buerk, seconded by Councilwoman Shaw and approved to
amend the motion by adding "non-conforming antenna structures shall be discon-
tinued when the ownership of property changes". The main motion was approved
as amended. It was agreed that the provision might fit elsewhere in the
ordinance.
Staff is to re-draft the ordinance.
