WAIVER OF FULL READING OF Councilman Buerk moved, seconded by ORDINANCES & RESOLUTIONS Councilman Ryan, to waive reading in full of all ordinances and resolutions adopted at this meeting with consent to the waiver of reading to be deemed to be given by all members of Council after the reading of the title, unless specific request was made at that time for the reading of such ordinance or resolution. The motion carried unanimously. CONSENT CALENDAR After removal of the minutes of December 11, 1978, Register of Demands and CETA Subgrant, the consent calendar was approved on motion of Councilman Ryan, seconded by Councilwoman Hein, and un- animously carried. RESOLUTION 79-4 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES SETTING THE TIME AND PLACE FOR A PUBLIC HEARING TO DETERMINE WHETHER PUBLIC NECESSITY, HEALTH, SAFETY, OR WELFARE REQUIRES THE FORMATION OF AN UNDERGROUND. UTILITY DISTRICT IN THE AREA ALONG AND ADJACENT TO HAWTHORNE BOULEVARD AND CERTAIN POLE LINE EASEMENTS was ADOPTED on motion of Councilwoman Shaw, seconded by Councilman Ryan and carried unanimously. PARK SITE NAMES Parks and Recreation Director Law presented (1201) the Committee's memorandum of December 29, 1978 which recommended names for the Upper and Lower Nike Sites. The name suggested for the Upper Nike Site was Vista Del Grande and Tierra de la Brisa for the Lower Nike Site. Committee Chairman Al Rosenthal told the Council that the Committee felt that these names were appropriate for these two sites. After a brief discussion of the suggested names, Councilman -Ryan moved, seconded by Councilman Buerk, to table this matter until the Council Work Session on January 8, and that members of Council should suggest other appropriate names. The motion carried unanimously. COUNCIL AND PARKS & RECREATION Parks and Recreation Director Law presented COMMITTEE JOINT WORK SESSION the Committee memorandum of December 29, (1201) 1978 which suggested two dates for a joint meeting with the Council. Councilwoman Shaw moved, seconded by Councilwoman Hein to set Saturday, February 8, 1979 for a joint meeting with the Parks and Recreation Committee. The motion carried un- animously. ORDINANCE NO. 112 Mayor Dyda declared the hearing open and PROVIDING FOR SANITARY SEWERS the Clerk reported that notice had been (1402) duly published. Administrative Services Officer Wunderlin summarized the Staff memorandum of December 6, 1978 which responded to Council's instruction to review the impact of the Federal Anti- inflation guidelines on the adoption of this ordinance. This report concluded that the adoption of this ordinance did not come under the Federal Anti-inflation guidelines since the amendment to County Ordinance No. 6130 was adopted on July 30, 1978 prior to the issuance of the Federal guidelines. Since there was no response to the Mayor's call for public testimony, he declared the hearing closed. City Attorney Coughlan left the meeting. Councilwoman Shaw moved, seconded by Councilwoman Hein, to authorize the Mayor to sign the CETA Subgrant. The motion carried unanimously. HOMEOWNERS INFORMATION Acting City Manager Hightower briefed the PAMPHLET - SCOPE OF WORK Council on the preparation, contents, dis- (1203) tribution, budget, cost and Staff avail- ability to prepare this pamphlet which was discussed at the November 29th Joint Meeting with the Planning Commission. Council then discussed the adequacy of the one page sheet; cost of printing and method II/ of distribution. Councilman Buerk moved, seconded by Councilwoman Hein, to try and interest the Chamber of Commerce to sponsor such a pamphlet. After considerable discussion, the motion -failed on -the following roll call vote: AYES: NONE NOES: RYAN, BUERK, SHAW, HEIN & MAYOR DYDA Councilwoman Shaw moved to table this matter. The motion was seconded by Councilman Ryan and carried unanimously. REVISED COUNTY BEACH ORDINANCE Community Services Officer Tom Bandy briefed (109) the Council on the proposed revisions to the existing County Beach Ordinance. All beach cities in the County have been asked to review the proposed revisions and submit their suggestions by January 15th in order that the uniform ordinance can be adopted by the Board of Supervisors by April 1, 1979. The areas which represented significant additions to the ordinance were identified as follows: Enforcement, hanggliders, fireworks, alcoholic beverages and fish and game regulations. Staff recommended preparation of a written response to the Beach Department outlining the comments listed in the memorandum and that the Mayor be authorized to forward these comments to the other Beach Cities in Los Angeles County encouraging them to provide input to the County to insure a comprehensive response. Councilman Buerk moved to adopt Staff recommendations. The motion was seconded by Councilwoman Shaw and carried unanimously. MINUTES OF DECEMBER 11, 1978 Councilwoman Hein moved, seconded by Councilman Ryan, that the minutes of December 11, 1978 be adopted as presented. The motion carried unanimously. RESOLUTION NO. 79-5 RESOLUTION NO. 78-5 OF THE CITY COUNCIL REGISTER OF DEMANDS OF THE CITY OF RANCHO PALOS VERDES ALLOW- (1504) ING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $664,101.57, DEMAND NUMBERS 5742 THROUGH 5779 was read by title and ADOPTED on motion of Councilman Ryan, seconded by Councilwoman Hein. The motion carried on the following roll call vote: AYES: RYAN, SHAW, HEIN AND MAYOR DYDA NOES: BUERK Councilman Buerk said he felt the price paid for the house on Rue de la Pierre was too high; that the terms of the escrow did not allow the City any escape, and was not in accordance with what he had originally voted for.
