CITY COUNCIL/PARKS & RECREATION COMMITTEE WORKSHOP
AUGUST 12, 1980
The meeting was called to order at 7:30 P.M. by Mayor Barbara Hein, notice having been
given with affidavit thereto on file. Roll call was answered as follows:
PRESENT: SHAW, DYDA, BACHARACH & MAYOR HEIN
ABSENT: RYAN
Also present were Parks and Recreation Committee members Rosenthal, Stotz, Zamos and Gibson
and Acting City Manager Sharon Hightower and Director of Parks and Recreation Maynard Law.
HESSE PARK (1201) Council discussed specific design concerns, the
Verde Ridge rear yard fencing, and past committee
discussions and actions.
Verde Ridge Rear Yard Fencing - Councilman dyda moved, seconded by Mayor Hein and carried
that a fence be constructed along the northern perimeter of the park site. The size and
type of fence to be determined as part of the design process.
Mayor li an moN c,d, seconde by Councilwoman Bacharach that there should be planting along
the side of the fence for security as well as aesthetic purposes. The motion carried
three - one with Councilwoman Shaw voting in opposition.
Noise Berms on Hawthorne Blvd. - Council then discussed the berms as they exist in the plans
and the noise study. It was the consensus of Council that the berms as shown in the plans
were sufficient and that the prime consideration should be given to the views to and from the
park site for traffic safety purposes.
Security and Vandalism (Multi-purpose building - lower restroom) - After discussion of the
problem of vandalism and methods for dealing with it, Council recommended that staff prepare
a report for their consideration.
Lighting (Scope or requirements) - Councilwoman Shaw moved, seconded by Mayor Hein that the
lighting poles on the service road be eliminated except for the stub-outs. Councilwoman
Bacharach moved, seconded by Councilman Dyda to amend the motion and add stubbing where ap-
propriate all the way down the park site. The amendment carried. The motion as amended car-
ried.
Multi-use of Hard Court Areas - The general consensus of the Council was to make the hard
court areas large enough so that when trends change the City would be able to convert the
courts to another type of activity.
Plant Material size concerns - Council discussion revolved around size of plantings, irriga-
tion systems and long term operation and maintenance costs. It was the general agreement
that this issue should become part of the study at the 50% completion stage.
Design Construction Policies - Council discussed the design process and it was agreed that
the Parks & Recreation Committee and the City Council will review the construction documents
at or before the 50% completion stage.
Phasing - Council instructed the Reynolds Group to come back at the 50% completion stage
with several scenarios.
ADJOURNMENT: At 11:00 P.M. Council adjourned to August 14, at
7:00 P.M. for a personnel session on motion of
Councilman Dyda, seconded by Councilwoman Shaw
and carried.
