CC MINS 19800731 ADJ MINUTES ADJOURNED REGULAR MEETING RANCHO PALOS VERDES CITY COUNCIL JULY 31, 1980 The meeting was called to order at 7:40 P.M. by Mayor Barbara Hein at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard, notice having been given with affidavit thereto on file. Roll call was answered as follows: PRESENT: BACHARACH, DYDA & MAYOR HEIN . LATE ARRIVALS: SHAW @ 7:45 P.M. and RYAN @ 8:35 P.M. Also present was Acting City Manager Sharon W. Hightower. AGENDA APPROVAL In addition to discussion of the City Hall RFP, it was the consensus of Council to discuss the following items: Friendship Park (Mayor Hein) and Pt. Vicente Park (Bacharach). CITY HALL RFP Councilwoman Shaw moved, seconded by (1109) Councilman Dyda and carried to approve the Design Brochure and RFP to be dis- tributed to selected architects. FRIENDSHIP PARK Mayor Hein commented on the still un- (1201) resolved problems of this park and reported on a meeting which was held July 30th. Councilman Dyda moved, seconded by Councilwoman Shaw and carried to authorize the Mayor to send a letter to Supervisor Burke requesting that the City be kept informed, that communications have been less than perfect and that residents of the area still have concerns about this park. Copies of this letter are to be sent to Carmen Perez,Deputy to the supervisor of the Fourth District, County Parks & Rec. Dept. and the affected homeowners. PT. VICENTE PARK Councilwoman Bacharach questioned the (306) letter sent to Rolling Hills requesting use of their Nejedly Park Bond money. It was the consensus of Council that any letters going to other agencies concerning policy issues be approved by the City Manager. CHANGE IN AGENDA Councilwoman Bacharach moved, seconded by Councilman Ryan and carried to re- open the agenda. The following items were added: date of meeting to discuss Hesse Park and process, discussion of Seaview problem and Rancho Palos Verdes Park vandalism. HESSE PARK MEETING It was the consensus of Council to ten- tatively schedule a meeting for August 12th. POLICY REGARDING WORK SESSIONS Councilman Dyda moved, seconded by (306) Mayor Hein that it be Council policy that work sessions should involve only those subjects previously decided upon. Councilwoman Shaw offered a substitute motion, seconded by Councilwoman Bacharach and carried that it be Council policy that adjourned meetings should have prepared agendas and that no additions be made unless they are time critical. Councilwoman Shaw moved, seconded by Councilwoman Bacharach and carried, that for ad- journed or other meetings, when a continued item is to be discussed, but it was not continued to a specific time, that persons who spoke on the issue at previous meetings be notified and a press release sent whenever feasible. SEAVIEW PROBLEMS By Council consensus, it was decided (1801) that the Mayor will give the NEWS a press release regarding the cracks in the street. The sub-committee will meet with the homeowners association on Saturday afternoon and with Councilman Crocker of Rolling Hills. The sub-committee will also start work on a possible overall geology study, library of geology reports, tracking problems, etc. . ADJOURNMENT At 10:18 P.M. Council adjourned to Executive Session Saturday August 2nd at 9:00. A.M. for discussion of per- sonnel matters.
