CC MINS 19800729 ADJ M I N U T E S ADJOURNED REGULAR MEETING RANCHO PALOS VERDES CITY COUNCIL JULY 29, 1980 The meeting was called to order at 7:26 P.M. by Mayor Barbara Hein at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard, notice having been given, with affidavit thereto on file. Roll call was answered as follows: PRESENT: RYAN, SHAW, BACHARACH, DYDA & MAYOR HEIN ABSENT: NONE Also present was Acting City Manager Hightower. RECESS TO EXECUTIVE SESSION At 7:28 P.M. Council recessed to Executive Session for discussion of pending litiga- tion on motion of Councilman Ryan, seconded by Councilman Dyda and carried. RECONVENE At 8:15 P.M. the meeting reconvened with no action taken. Council then proceeded to meet with the Parks & Recreation Committee for a joint meeting. Roll call for Parks & Recreation Committee was answered as follows: PRESENT: ROSENTHAL, ZAMOS, STOTZ, & GIBSON ABSENT: SOLDOFF It was the consensus that the following items should be discussed: written and oral communications between Council and Parks & Recreation Committee, staff communication, and Parks & Recreation Capital Budget. Councilman Dyda moved, seconded by Councilwoman Bacharach, and carried that (1) the Mayor will communicate Council decisions to the Parks & Recreation Committee Chairman, Parks and Recreation Committee decisions will be communicated to the Council by the staff, with review by the Committee chairman-;and any separate staff recommendations, (2) staff will re- view and update the old park estimate report, and (3) Council and the Parks & Recreation Committee will hold another joint meeting in the near future. Councilman Dyda moved, seconded by Mayor Hein that staff is to send all current Parks and Recreation contracts to the Committee. (At 10:30 P.M. Councilman Ryan left the meeting.) RECESS TO EXECUTIVE SESSION The meeting was RECESSED at 10:45 P.M. to Executive Session for discussion of pending litigation, on motion of Councilwoman Shaw seconded by Councilman Dyda and carried. RECONVENE The meeting RECONVENED at 11:10 P.M. with no action taken. JOINT POWERS INSURANCE AUTHORITY Councilman Dyda moved, seconded by Council- (303) woman Bacharach and carried that staff be directed to send a letter to the Joint Powers Insurance Authority indicating the benefits of and recommending that the law firm of Richards, Watson, Dreyfuss & Gershon be employed in the matter of Fillers versus the City of Rancho Palos Verdes. JOINT POWERS ELECTION & BY-LAWS Councilman Dyda commented on his recommenda- (902) tions for the upcoming election of the board members and stated his opposition to the suggested changes in the by-laws. ADJOURNMENT The meeting was adjourned at 11:30 P.M. to July 31 at 7:30 P.M. for a work session on Civic Center planning.
