CC MINS 19800708 ADJ MINUTES ADJOURNED REGULAR MEETING WORK SESSION JULY 8, 1980 The meeting was called to order at 7:38 P.M. by Mayor Barbara Hein at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard, notice having been given with affidavit thereto on file. Roll call was answered as follows: 11/ AYES: RYAN, SHAW, BACHARACH, DYDA & MAYOR HEIN ABSENT: NONE Also present were Acting City Manager Sharon Hightower and Director of Public Works Charles Abbott. AGREEMENT FOR ENGINEERING SERVICES Councilman Dyda moved, seconded by Mayor FOR DESIGN OF PALOS VERDES DRIVE Hein and carried to include in this WEST (East Barrel) engineering contract a rights and data clause. Councilman Ryan moved, seconded by Councilwoman Bacharach and carried to form a sub- committee of Dyda and Ryan to meet with the two lowest bidders and staff on this job and bring back a recommendation to City Council July 15th, 1980. DISPOSITION OF ENVIRONMENTAL Acting City Manager Hightower reported COMMITTEE (1205) that the Council had adopted the 1980 Local EIR Guidelines and a procedure that transferred the duties of the Environmental Committee to the Planning Commission, however no formal action was taken to dissolve the committee. Councilwoman Shaw moved, seconded by Councilwoman Bacharach to dissolve the Environmental Committee. The motion carried four to one with Councilman Dyda voting in opposition. JULY 29th MEETING It was the consensus of Council to meet with the Parks and Recreation Committee on July 29th rather than with the Planning Commission as originally planned. Council- woman Shaw moved, seconded by Councilman Dyda to meet with the Parks & Recreation Committee on the 29th to discuss overall Parks & Recreation concerns and to discuss the planning of the Civic Center. The motion carried unanimously. It was the consensus of Council to determine at the July 10th meeting whether or not to hold a meeting on July 31 to discuss Hesse Park. COASTAL COMMISSION Councilwoman Shaw moved, seconded by Councilwoman Bacharach to authorize IIIminimum staff time to prepare letters by Councilman Ryan for mailing to other public agency Coastal Commissioners regarding local government concerns. The motion carried. SCHOOL DISTRICT - USE OF Mayor Hein reported that she had con- SURPLUS SCHOOL SITES (1201 x 306) tacted Dr. Norcross and School Board Member Hinchliffe expressing the City's interest in the Portuguese Bend and Ladera Linda school sites. The School District may go out for a second bid and negotiate with public agencies at the same time; the City has ten days to start negotiating. She then appointed Councilmembers Bacharach and Ryan as an ad hoc subcommittee to negotiate this matter with the School District. The sub- committee is to report back to the Council at the July 15th meeting. ABALONE COVE BEACH PARK It was the consensus of Council that the (1201) ad hoc committee of Hein and Dyda should begin negotiating with the County for City control of Abalone Cove Beach Park. Councilwoman Shaw will contact Supervisor Burke regarding the costs for dewatering. RECESS TO EXECUTIVE SESSION On motion of Bacharach, seconded by Mayor Hein and carried, at 10:15 P.M. Council recessed to executive session to discuss personnel matters.
