REGULAR MEETING
JULY 1, 1980
The meeting was called to order at 7:35 P.M. by Mayor Barbara Hein at the Palos Verdes
Unified School District Building, 30942 Hawthorne Boulevard. Following the Pledge of
Allegiance to the flag, roll call was answered as follows:

CEREMONIAL MATTER Mayor Hein presented Ray Mathys with a
proclamation in appreciation of his
leadership and civic dedication as Chairman of the Traffic Committee from April 18, 1978
through June 4, 1980. Councilwoman Bacharach was also presented with a proclamation in
appreciation of her term on the Planning Commission from April 17, 1977 through April
8, 1980.
APPROVAL OF AGENDA After deletion of Item No. 16 and addition
of agreement with American Girl Secretarial
Service, the amended agenda was approved on motion of Councilwoman Shaw, seconded by
Councilwoman Bacharach and carried.
WAIVER OF FULL READING OF Councilwoman Shaw moved, seconded by
ORDINANCES & RESOLUTIONS Councilwoman Bacharach and carried to
waive reading in full of all ordinances
and resolutions adopted at this meeting with consent to the waiver of reading to be deemed
to be given by all councilmembers after the reading of the title, unless specific request
was made at that time for the reading of such ordinance or resolution.

RESOLUTION NO. 80-52 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES REPEALING
RESOLUTION NO. 78-32 AND ADOPTING PROCEDURES IMPLEMENTING THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT, AND THE GUIDELINES OF THE SECRETARY FOR THE RESOURCES AGENCY, AS AMENDED
1980 was read by title and ADOPTED as amended on motion of Councilwoman Bacharach,
seconded by Councilwoman Shaw and carried.
HESSE COMMUNITY PARK The Parks & Recreation Director presented
APPROVAL OF SCHEMATIC PLAN the June, 1980 report prepared by the
(1201) Reynolds Environmental Group which
contained the recommendation that the
Council take the following actions to
maintain the current momentum of the park design process: (1) Approve the refined
Schematic Plan for Hesse Community Park; (2) Authorize staff and consultants to proceed
with the construction document phase per existing agreement; (3) request that staff and
the Parks and Recreation Committee bring back to the Council detailed recommendations
regarding specific improvements to be included in the various construction phases. This
to be done on or before completion of 50 per cent of the construction drawings stage,
estimated to be September, 1980; and (4) authorize staff to seek additional alternative
sources of funding assistance for the development of Hesse Community Park.
Additionally, the report outlined the public hearing process for the development of this
park, described the location and landform,and outlined the estimated costs.
Representing the consultant was Paul Edwards, Vice President of Reynolds Environmental
Group. He spoke about the noise study conducted to ascertain the impact on the neighbor-
hood and suggested.: retaining portions of the berm along Hawthorne Boulevard that continues
down along Locklenna and Verde Ridge Drive. He further explained how the multipurpose room
had been reduced and noted that there would be little visual impact on the neighborhood.
(At 8:25 P.M. City Attorney Coughlan was excused from the meeting.)
Mark Russell, representing Tom Moon & Associates, explained the features of the
multipurpose building: there will be no fixed seating, skylights will be used throughout
to make it energy efficient, the design will provide adequate security, and there will
be kitchen facilities.
Voicing their concerns about this park were the following residents: Jim Moore,
6810 Locklenna; David Liu, 6538 Verde Ridge; Ena Rosenquist, 6748 Los Verdes Drive;
A. Boyajian, 6650 Locklenna; Albert Schoenfield, 6502 Verde Ridge; Bud Olds, 3270
Crownview; Dwight Yoder, 6780 Verde Ridge; Agnes Moss, 6405 Chartres; Michael Burke,
3640 Vigilance; Margaret Flynn, 6733 Vallon Drive. Their comments dealt mainly with
locating the activity area too close to the edge of the park, if adequate parking was
provided, the type of fence between the park and the houses on Verde Ridge Drive, if
the multipurpose building was close enough to the street for handicapped and senior
citizen access, the type of night time activities, noise abatement, location of the
internal road, type of night lighting, if geologic problems exist in the area of the
tennis courts, maintenance costs, and if surplus school sites could be used for re-
creation activities.
RECESS At 9:55 P.M. Mayor Hein declared a recess.
At 10:10 P.M. the meeting reconvened with
the same members present.
AUDIENCE QUESTIONS Mildred Semmelroth, 29048 Palos Verdes
EQUESTRIAN RING-MIRALESTE Drive East, requested the Council con-
HIGH SCHOOL (1201) sider installing an equestrian ring on
the unimproved lot next to Miraleste High School.
Councilwoman Bacharach moved, seconded by Councilwoman Shaw to request that the Parks
and Recreation Committee review using this area as an equestrian ring. The motion
carried.
RESTRICTIVE PARKING ORDINANCE Thomas Turner, 6914 Vallon Drive, re-
(1801) quested that the Council consider
adopting an ordinance which would restrict
the number of parked cars at a residence to the number of licensed drivers in the family.
Any cars in excess of that would require off-street parking.
Councilwoman Shaw moved, seconded by Councilwoman Bacharach, and carried that this
suggestion of limiting the number of vehicles to the number of licensed drivers per
family in a residential zone be submitted to the ordinance subcommittee.

HESSE PARK (Contd.) Mrs. Margaret Flynn, 6733 Vallon Drive,
(1201) whose home is adjacent to Rancho Palos Verdes
Park, described some of the litter and
trespassing problems she has experienced since the park opened.
Councilwoman Shaw moved, seconded by Councilwoman Bacharach to approve the schematic
plans and authorize the staff to proceed with construction drawings; staff is to bring
back those drawings at the 50 percent stage for consideration of what is to be included
Phase I.
Council discussion then centered on what will be included in Phase I and whether the
suggestion to use surplus school sites for recreation activities should be explored.
Further discussion included concerns regarding the location of the internal road,
maintaining the berm on the corner of Hawthorne Boulevard and Verde Ridge, securing
the restroom area, if the proposed play equipment was sufficiently vandalproof, can
the ball courts be versatile instead of single purpose, cost of installing. specimen
size trees versus small trees. Council commented that approval of these plans should
not be interpreted as approval of all the details to be included in the design of the
park.
Larry Zamos, Chairman of the Parks & Recreation Committee, clarified what is included
in the construction drawings.
With the permission of the second, Councilwoman Shaw amended her motion to add that
a meeting will be arranged between the Council, the Parks and Recreation Committee,
and the consultants within the next month. The amended motion carried unanimously.
PUBLIC HEARINGS
VACATION OF WHITLEY COLLINS Mayor Hein declared the hearing open
(1408) on this request to vacate that portion
of Whitley Collins Drive between Crest
Road and west of Crenshaw Boulevard. The City Clerk reported that notice had been
published. Director Abbott presented the staff memorandum of July 1, 1980 which
contained the recommendation that the Council adopt the proposed resolution ordering
this vacation. Since it is necessary that Environmental documents be prepared for
this vacation, he suggested that the matter be continued.
Ray Seager, past president of the Del Cerro Homeowners Association, told the Council
that his association wants the road kept open and that a bikeway or pedestrian walkway
be installed.
David Alger, 1 Oceanaire Drive, said he felt the closure was not in keeping with the
General Plan and expressed concern about the multi-unit housing planned for that area.
Don Owen, representing Caymen Development, told the Council that if the road is
vacated this gives them some alternatives; Whitley Collins is a commercial sized
street and inappropriate for the residential development planned for that area.
Councilwoman Shaw moved, seconded by Councilwoman Bacharach to continue this hearing
until August 5th. The motion carried.
RECESS At 12:05 A.M. Mayor Hein declared a
recess. At 12:15 A.M. the meeting
reconvened.
DESIGNATION OF A PRIVATE Mayor Hein declared the hearing open
STREET AS CHAPARRAL LANE and the Clerk reported that notice had
(1408) been published. Director Abbott pre-
sented the staff report of July 1, 1980
which recommended that Council approve the designation of the subject street as Chaparral
Lane and instruct staff to proceed with notification of all concerned agencies.
Speaking in favor of this designation was Mary Ann Kipper, 28455 Cayuse Lane.
There being no further response to the Mayor's call for public testimony, she declared
the hearing closed.

AGREEMENT FOR ENGINEERING SERVICES Director Abbott presented the staff
FOR DESIGN OF PALOS VERDES DRIVE memorandum of July 1, 1980 which con-
WEST (1404) tained a list of all the bids submitted
for preliminary investigation and design
of Palos Verdes Drive West (east barrel) .
Council discussion then centered on the experience and cost of the low bidder Traffic
Safety Engineers and whether they were capable of doing this job.
Councilwoman Shaw moved, seconded by Councilwoman Bacharach to accept the proposal from
TSE to work on Palos Verdes Drive West and authorize the Mayor to enter into an agree-
ment with Traffic Safety Engineers Inc. for a firm-fixed price of $34,600. The motion
failed on the following roll call vote:

NOES: MAYOR HEIN
ABSENT: DYDA & RYAN
It was the consensus of Council to consider this item at the July 8th adjourned
meeting.
ADJOURNMENT At 1:30 A.M. Councilwoman Shaw moved,
seconded by Councilwoman Bacharach to
adjourn to July 8th, 1980 at 7:30 P.M. for an executive session to discuss personnel
matters. The motion carried.
