WORK SESSION
JUNE 21, 1980
The meeting was called to order at 8:10 A.M. by Mayor Barbara Hein at the Palos Verdes
Unified School District Building, 30942 Hawthorne Boulevard, notice having been given
with affidavit thereto on file. Roll call was answered as follows:
PRESENT: BACHARACH, SHAW, DYDA & MAYOR HEIN
ABSENT: RYAN
Also present were Acting City Manager Sharon Hightower, Parks & Recreation Director
Maynard Law and Associate Civil Engineer Gordon Siebert.
Councilman Dyda moved, seconded by Councilwoman Shaw to take official Council action
at this meeting. The motion carried on a three - one vote with Mayor Hein abstaining.
Bob Hall from Prima Associates gave an overview of their space requirements study
for the Civic Center. Bette Davis, also of Prima, reported on the following major
issues:
1. Personnel Projections - No space for Public Works maintenance
crews under contract operations.
2. Space Standards - No changes to standards indicated in report.
3. Space Standard Application - It was the consensus of Council that 120 ft.
offices were inadequate; 180 ft. Directors' office minimal.
Councilwoman Shaw moved, seconded by Councilman Dyda and carried
unanimously, that the Treasurer's office, Deputy City Clerk,
Community Relations Officer and the Public Works Supervisor's
offices be expanded to a maximum of 180 feet.
One Conference Room should have training flexibility.
4. Council Chambers - Councilman Dyda moved, seconded by Councilwoman
Bacharach and unanimously carried, to accept the first three recom-
mendations on Page 126 of Prima's report.
Parking Requirements - Prima is to review the space allotted for
parking.
Prima is to do additional work on Chamber arrangement.
5. Maintenance Facility - It was the consensus of Council to delay
discussion of this matter.
6. Community Building - Councilwoman Shaw moved, seconded by Council-
man Dyda that this building should be on parkland and to postpone
additional discussion of this matter. The motion carried on a three -
one vote with Mayor Hein voting in opposition.
It was the consensus of Council to meet on Wednesday, June 25th at
7:30 P.M. to continue discussion of the Civic Center.
LEGISLATION AB2376 - Councilwoman Shaw moved, seconded
(306) by Councilwoman Bacharach to support this
legislation and to contact Senator Beverly
informing him of this support. The motion carried unanimously.
RECESS TO EXECUTIVE SESSION At 12:05 P.M. on motion of Councilwoman
Shaw, seconded by Councilman Dyda and carried,
Council recessed to executive session to
discuss personnel matters.
RECONVENE & ADJOURNMENT At 12:15 P.M. Council reconvened with no
action taken and immediately adjourned to
Wednesday, June 25, 1980 at 7:30 P.M. on
motion of Councilwoman Bacharach, seconded
by Councilman Dyda.
