CC MINS 19800527 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL REGULAR ADJOURNED MEETING MAY 27, 1980 The meeting was called to order at 7:30 P.M. by Mayor Barbara Hein at the Palos Verdes Unified School District Building, notice having been given with affidavit thereto on file. 11/ PRESENT: SHAW, BACHARACH, DYDA & MAYOR HEIN LATE ARRIVAL: RYAN @8:34 P.M. Also present were Acting City Manager Sharon W. Hightower, Administrative Assistant Julie Christensen, Administrative Services Officer George Wunderlin, Community Services Director Tom Bandy, Director of Parks and Recreation Maynard Law, Director of Public Works Maynard Crowther. CIVIC CENTER PLANNING City Manager Hightower summarized the SCHEDULE (1109) provisions of the Public Works Act of 1976, its proposed extension and poten- tial effects on the planning of the Civic Center. It was the consensus of Council that the City Manager should prepare a "fast track" time line on the construction of the Civic Center in the event a Public Works Employment Bill is passed in the near future. It was determined to meet on June 16th with Prima Associates to discuss the timeframe for construction of the Center. Councilman Dyda moved, seconded by Councilwoman Shaw to instruct staff to proceed along the lines outlined by the City Manager. The motion carried unan- imously. PUBLIC WORKS MAINTENANCE/ Councilwoman Shaw moved, seconded by CONSTRUCTION PROJECTS (1405) Councilwoman Bacharach to adopt the substituted P. 63 of the proposed budget. (Councilman Ryan arrived at this time.) This page will be discussed at- a future time. The motion carried unanimously. PARKS & RECREATION It was the consensus of Council to USER FEES discuss this matter at the May 29th session. BUDGET REVIEW QUESTIONS (1102 x 1202) Page 19 - Councilwoman Bacharach moved, seconded by Councilman Dyda to main- tain the per diem at $30.00 per day. The motion carried unanimously. Page 25 - Mayor Hein appointed an ad hoc committee (Bacharach and Dyda) to review the City Attorney's contract. 11/ -Council Agenda It was the agreement of Council that the Acting City Manager and Mayor Hein should investigate the concept of a more "fluid" agenda. page.I2 - Councilman Dyda moved, seconded by Councilwoman Shaw to delete $2,500 for an anemometer from the Major Expenditure budget for the Parks and Recreation Department. The motion carried on a three - two vote with Councilmembers Hein and Ryan voting in opposition. Council requested the Director to prepare a more detailed explanation of Energy Conservation grant. Council reiterated its intent to actuate the disbandment of the Environmental Committee at the June 17th Council meeting. LANDSCAPING OF HAWTHORNE BLVD. Councilman Dyda moved, seconded by (1405) Councilman Ryan to direct the Mayor to send a letter to the County requesting that they contribute $10,000 towards landscaping Hawthorne Boulevard between Shorewood and Granvia Altamira. The motion carried on a four - one vote with Councilwoman Shaw abstaining. ADJOURNMENT At 12:00 A.M. Councilman Dyda moved seconded by Councilwoman Shaw to adjourn the meeting to Thursday, May 29th at 7:30 P.M. for further discussion of the proposed budget. The motion carried. NAYOR SHARON W.
