ADJOURNED REGULAR MEETING
MAY 22, 1980
The meeting was called to order at 7:30 P.M. by Mayor Barbara Hein at the
Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard,
notice having been given with affidavit thereto on file. Roll call was an-
swered as follows:

SELECTION PROCEDURE FOR Council discussed the selection process
COMMISSION & COMMITTEE MEMBERS for committee and commission members and
(106) it was the consensus to proceed with the
present selection process and make
appointments at the June 4, 1980, Council Meeting. The future selection process
will be referred to a subcommittee to consider the process to be used in the future.
1980-81 FISCAL YEAR BUDGET The work session was convened in the
(602 x 1102 x 1202) Council Chambers at 8:50 P.M. with the
same members present.
Also present were Acting City Manager Sharon W. Hightower, Administrative Services
Officer George Wunderlin, Community Services Director Tom Bandy, Acting Director of
Planning Gary Weber, Director of Parks & Recreation Maynard Law and Assistant Direc-
tor of Public Works Alan Jelten.
Acting City Manager Hightower gave an overview of the proposed budget for fiscal
year 1980-81 and Administrative Services Officer Wunderlin summarized the revenues.
Council then proceeded to discuss the following general items: (a) That they be
informed about projects that have been accomplished over the years relative to the
amount of budget expended; that being under budget does not mean anything by itself.
(b) General Fund Revenues-Property Taxes and State Surplus categories need foot-
note explanation. (c) Public Works Department should put all maintenance projects
under Maintenance and not Construction. (d) The Acting City Manager is to report
back on potential to compress Civic Center planning schedule in order to begin
architect selection immediately to get design sooner in the event of the availability
of Federal monies. (e) Council should carefully review its own Conference/Meeting
Budget and consider policy on sending Commission and committee members to meetings.
(f) Actual expenses vs. per diem.
Councilman Dyda moved, seconded by Councilwoman Shaw, to adopt a policy whereby
Council expense reports shall be submitted within the following calendar month, be-
ginning July 1980 , failure to do so results in forfeiture of expense compensation.
The motion carried on a three - one vote with Mayor Hein voring in opposition.
Councilwoman Shaw moved to adjourn at 11:00 P.M. The motion died for lack of a
second.
Council then reviewed the budget on an exception basis with the following items
requiring staff follow-up. Additionally, several work changes were made to the
Message portion. (a) Page 4, Treasurer, staff to identify future types of in-
vestments contemplated and report back to Council before implementation. (b)
Parks & Recreation Department should include separate page showing user fees by
program. (c) Page 6, Clarify wording on Parks & Recreation grants for operation.
(d) Page 7, Delete Parks & Recreation brochure from Community Services and add to
Parks & Recreation.
ADJOURNMENT At 11:35 P.M. Councilman Dyda moved,
seconded by Councilwoman Shaw to adjourn
to Tuesday, May 27, 1980, at 7:30 P.M.
The motion carried.
