CC MINS 19800410 ADJ JNT M I N U T E S CITY OF RANCHO PALOS VERDES CITY COUNCIL RANCHO PALOS VERDES PARKS AND RECREATION COMMITTEE ADJOURNED COUNCIL MEETING/JOINT WORKSHOP APRIL 10, 1980 The meeting was called to order at 7 : 30 p.m. by Mayor Shaw in the Community Room, 30942 Hawthorne Blvd. Roll call was answered as follows : PRESENT: COUNCIL MEMBERS BACHARACH, DYDA, RYAN, HEIN, AND MAYOR SHAW COMMITTEE MEMBERS ROSENTHAL, GIBSON, AND CHAIR- PERSON SOLDOFF LATE ARRIVALS: COMMITTEE MEMBER ZAMOS 7 : 50 -p.m. ABSENT: COUNCILMAN BUERK COMMITTEE MEMBER MARANI Also present were Acting City Manager Sharon Hightower, Director of Parks and Recreation Maynard Law, and Administrative Aide Sari Mahakian. APPROVAL OF AGENDA . Councilwoman Hein moved, seconded by Councilman Dyda to approve the agenda with the following item addition: III A. Coastal Commission Vacancy (Ryan) The agenda was unanimously approved. I . Conceptual Designs for Del Cerro Park Councilman Dyda moved, seconded by Councilman Ryan that the City Council approve Concept Plan #3 as Phase I for Del Cerro Park. Councilman Dyda moved to amend the motion, seconded by Councilman Ryan to incorporate the sand volleyball and childrenst play area of Concept Plan #4 into Concept Plan #3. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk Councilman Dyda moved, seconded by Councilman Ryan that the Parks and Recreation Committee explore the alternatives for implementing a facility for Phase II which will provide the same kind of function as the Science Pods proposed in the Master Plan of Parks. The motion carried on the following roll call vote : AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk II . Conceptual designs for Point Vicente Park Councilman Dyda moved, seconded by Councilman Ryan that the interrupted cul de sac road with turn around parking area be incorporated in the rifle range site. Councilman Dyda moved to amend the motion, seconded by Councilman Ryan that the parking lot located at the northwest corner of the site be located closer to the Interpretive Center. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk Councilman Dyda moved, seconded by Councilman Ryan that as the dewater- ing system (slide area) may be a potential source of water, the Peridian Group should investigate projected operation and maintenance costs, capital investments and energy tradeoffs for the rifle range site. Councilman Ryan moved, seconded by Councilman Dyda to amend the motion stating that this investigation should be undertaken in Phase II of Construction Drawings . The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk Councilman Dyda moved, seconded by Councilman Ryan that the Interpretive Center be constructed adjacent to the lookout at the point. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk Councilman Dyda moved, seconded by Councilman Ryan that the Peridian Group be instructed to investigate the projected operation and main- tenance costs on the water system at the upper site , to be designed in Phase II of Construction Drawings. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk Councilman Ryan moved, seconded by Councilman Dyda that the sports complex (courts) be designed in a multipurpose, versatile scheme. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk Adjourned Council Meeting/Joint Workshop -2- 4/10/80 Councilman Dyda moved, seconded by Councilman Ryan that City Council approve the design concepts with amendments for Point Vicente Park and authorize staff to proceed with the schematic design phase as per the contract. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk III . Gifts for Parks Catalogue Councilwoman Hein moved, seconded by Councilman Dyda that staff be instructed to pursue the concept of the Gifts for Parks Catalogue; re-evaluate the style and content and implement suggested comments. The motion carried on the following roll call vote: AYES: Ryan, Dyda, Hein and Mayor Shaw NOES: None ABSENT: Buerk III A. Coastal Commission Vacancy Tabled ADJOURNMENT At 12 : 20 a.m. Mayor Shaw moved, seconded by Councilwoman Hein to adjourn.
