M. by Mayor Ann Shaw at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard. After the Pledge of Allegiance which was led by Girl Scout Troop No. 41, roll call was answered as follows: II/ AYES: RYAN, HEIN, DYDA & MAYOR SHAW ABSENT: BUERK Also present were City Attorney Patrick Coughlan, City Manager Leonard Wood, Director of Planning Sharon Hightower, Director of Public Works Maynard Crowther, Community Services Officer Tom Bandy, Administrative Services Officer George Wunderlin and Deputy City Clerk Mary Jo Lof thus. APPROVAL OF AGENDA The following items were added to the agenda: Amendments to the 1979-80 Adopt- ed Budget, Abalone Cove Beach (Ryan) , Coastal Commission (Ryan) , Purchasing from L. A. County (Hein) and Pt. Vicente Coast Guard Station (Shaw) . Item No. 14 was removed. Councilman Dyda moved, seconded by Councilman Ryan to approve the amended agenda. The motion carried unanimously. WAIVER OF FULL READING OF Councilman Dyda moved, seconded by RESOLUTIONS & ORDINANCES Councilman Ryan and unanimously carried to waive full reading of all ordinances and resolutions adopted at this meeting with the consent to the waiver of reading to be deemed to be given by all members of the Council after the reading of title unless specific request was made at that time for such ordinance or resolution. The development would contain common open space, recreation facilities, private access, and installation of required infrastructure improvements. The zoning on the property is Residential Multiple Family, 12 units per acre. After consideration of the project, the Planning Commission approved Conditional Use Permit No. 49 and recommended approval of the tentative tract map. Staff recommended that the Council approve the tentative tract map, subject to the conditions listed in Exhibit "A" of the draft resolution. Council discussion then centered on the effects of moving this project over with a zero lot line concept on the south property line. This would block, the unsightly view of the opening in the garage of the adjacent apartment building; moving it to the zero lot line would also provide additional corridor space on the north side. Representing the owner was Hanson Ho, 13431 Pumice Street, Norwalk, who objected to moving the project because it would interfer with the pedestrian entryways on the south side of the building. He suggested the use of landscaping to block the view of the garage. There being no response to the Mayor's call for additional testimony, she then declared the hearing closed. Additional discussion followed regarding the zero lot line proposal, the effects this move would have on the design of the units, the fact that the plot plan would have to be revised and that a variance would have to be requested to accomplish this change. Councilman Ryan moved, seconded by Councilwoman Hein to send this tract map back to the Planning Commission for consideration of the zero lot line proposal and the necessary variances. Also, that the fees for such variances be waived. The motion failed on a two - two vote with Councilman Dyda and Mayor Shaw voting in opposition. The proposed RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING TENTATIVE TRACT NO. 36345 was read by title. In discussing the provisions of Exhibit "A" to the proposed resolution the following changes were made. Councilwoman Hein moved, seconded by Councilman Dyda and un- animously carried to amend No. 17 as follows: ". . . be processed through the City Engineer prior to . . ." Councilwoman Hein moved, seconded by Councilman Dyda and unanimously carried to amend No. 25 (a) and (b) as follows:". . . be determined in accordance with the guidelines of the Street Standards Study." The motion to adopt the proposed resolution failed on a two - two vote with Council- members Hein and Ryan voting in opposition. Councilman Ryan moved, seconded by Councilwoman Hein, and unanimously carried to table this matter until the next meeting. RECESS At 9:00 R.M. Murphy, Chairman of the & DISPOSITION OF SURPLUS _ Citizens for Quality Education, ex- SCHOOL SITES (1401) - plained that his committee was formed to monitor the disposition of the sur- plus school sites. He requested that a representative from the city attend the March 19, 1980 meeting being held to discuss preliminary recommendations for the use of the schools scheduled for closure on July 1, 1980. The motion carried unanimously. RESOLUTION REGARDING NO Council discussed the traffic hazards STOPPING ON CREST ROAD in this area and the accidents that have (1502) occurred there in recent years. Mayor Shaw moved, seconded by Councilman Dyda that "No Stopping" signs be posted on both sides of Crest Road from Ganado to Rolling Hills City line. Discussion then followed on whether this met with the Traffic Com- mittee's recommendations and whether this matter should be sent back to them and brought back to Council at the April 1st meeting. Mayor Shaw then offered a substitute motion to table this matter until the next meeting. The motion was seconded by Councilwoman Hein and carried unanimously. RECESS TO EXECUTIVE SESSION At 10:30 P.M. Councilman Dyda moved, seconded by Councilwoman Hein and un- animously carried to adjourn to executives session for discussion of pending litigation. Council reconvened at 11:25 P.M. AGREEMENT WITH THE CITY OF ROLLING Councilwoman Hein moved, seconded by HILLS ESTATES (1203) Councilman Dyda to authorize the Mayor to sign an agreement with the City of Rolling Hills Estates. The motion carried unanimously. AGINS VS.
