RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
DECEMBER 9, 1981
The meeting was called to order at 7:40 P.M. by Major Jacki Bacharach at
the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard
notice having been given with affidavit thereto on file. Roll call was
answered as follows:
PRESENT: RYAN, HEIN, DYDA, SHAW & MAYOR BACHARACH
ABSENT: NONE
Also present were Parks and Recreation Committee members Zamos and Gibson,
the City Manager and the Deputy City Clerk.
City Manager announced that PEMS' would not be discussed at this meeting.
ORDINANCE NO. 144 -CONSOLIDATION ORDINANCE NO. 144 OF THE CITY
OF GENERAL MUNICIPAL ELECTION (501) OF RANCHO PALOS VERDES ESTABLISHING
A GENERAL MUNICIPAL ELECTION DATE
was presented by title. Councilman Dyda moved, seconded by Councilman
Ryan to waive further reading and INTRODUCE ORDINANCE NO. 144. The motion
carried on a four - one vote with Councilwoman Hein voting in opposition.
ABALONE COVE BEACH Director Law presented the staff
PARK (1201) report of October 26, updated
December 7th, outlining
the physical description and condition of Abalone Cove Beach Park and the
committee's report of December 8, 1981.
After Council discussion, Councilman Dyda moved, seconded by Councilman
Ryan and carried to instruct the staff to begin staff level negotiations
with the intent to take over Abalone Cove Beach Park by April 1, 1982
and use the old agreement as the basis for negotiations.
Councilman Dyda moved, seconded by Councilwoman Shaw and carried that
staff should prepare a "bare bones" budget and list of minimum
operational expenditures, including the director's time. Additionally,
this budget should include a rough order of magnitude for outside
companies such as People Services to provide services.
Essential Services - Councilwoman Shaw moved, seconded by Councilwoman
Hein to install a public pay telephone at the park. The motion carried
unanimously.
Revenue Projections - Councilman Dyda moved, seconded by Councilwoman
Hein and carried to delete #5 (Summer walkons - 108 days/20.51/.50 )
from the revenue projections.
Revenue/Expenditure Summary - Mayor Bacharach move, seconded by
Councilwoman Shaw and carried to change the total under Expenditures
(2) to $96,010 and the total under "positive/negative operations
by cost to $39,686.
ADJOURNMENT At 11:00 P.M. the meeting
adjourned on motion of Council-
woman Shaw, seconded by Councilman Ryan and carried.
