RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
OCTOBER 5, 1981
The meeting was called to order at 7:30 P.M. by Mayor Jacki Bacharach at the Palos Verdes
Unified School District Building, notice having been given with affidavit thereto on file.
Roll call was answered as follows:
PRESENT: SHAW, DYDA, & MAYOR BACHARACH
ABSENT: HEIN & RYAN
Also present were City Manager Donald Guluzzy and Administrative Assistant Julie Christensen.
REFUSE COLLECTION Administrative Assistant Christensen presented
(605) the staff memorandum of October 2nd which
presented a background on this matter and the
alternatives available to the City.
Council then discussed complaints received, possible revenue to the City should a franchise
be implemented and service level and rates. Also discussed was the need to review business
license fees to include the study of wear and tear on city streets by various categories of
trucks.
Councilwoman Shaw moved, seconded by Councilman Dyda and carried that staff study the
possibility of charging fees based on truck weight and categories to see if this will truly
reflect the City's costs for road maintenance.
Discussion of the five year notification period to present refuse collectors then ensued
and Councilwoman Shaw moved, seconded by Councilman Dyda to contact the refuse companies
serving the City and notify them that we are considering establishing a franchise for
refuse collection within the next five years.
Councilman Dyda moved, seconded by Councilwoman Shaw and carried that staff develop an
approach for notifying the community of the possibility of changing refuse companies in
a neighborhood; staff should identify a mechanism to act as a clearinghouse and determine
the cost thereof. This report to be brought back to Council at the first meeting in
November.
ADJOURNMENT At 8:30 P.M. the meeting was adjourned on
motion of Councilman Dyda, seconded by
Councilwoman Shaw and carried.
