ADJOURNED REGULAR MEETING
RANCHO PALOS VERDES CITY COUNCIL/TRAFFIC COMMITTEE
SEPTEMBER 30, 1981
The meeting was called to order at 7:30 P.M. by Mayor Jacki Bacharach, notice having
been given with affidavit thereto on file. Roll call was answered as follows:
PRESENT: HEIN, RYAN, DYDA, SHAW & MAYOR BACHARACH
ABSENT: NONE
Traffic Committee members Mathys, Chapsky and Grotz were also present. Additionally,
City Manager Donald Guluzzy and Lomita Sheriff's Station Commander Captain Denny
Emerson were in attendance.
PALOS VERDES DRIVE EAST- Council and the Committee discussed the
SPECIAL OVERTIME REQUEST traffic problems experienced in certain
areas of the City; of particular concern
was speeding along Palos Verdes Drive East. Cost for providing increased surveillance
by the Sheriff's Department was discussed and it was the concensus that additional
patrolling should be provided along Palos Verdes Drive East, Hawthorne Boulevard, Palos
Verdes Drive South and Crest Road. Councilman Dyda moved, seconded by Councilman Ryan
and carried to authorize a sum not to exceed $5,000 for a special experimental program
in traffic control for three months covering at least four major streets of significant
statistical hazards to be funded from the contingency appropriation. The Sheriff's
Department will follow-up with special reports.
DUI GRANT The City Manager reported that because of
Federal cutbacks, no funds would be available
for this program.
TRAFFIC COMMITTEE FUNCTIONS
& RESPONSIBILITIES (1206 x 1502) Council and the Committee discussed the
functions, duties and responsibilities of
the Traffic Committee as outlined in the City Manager's description. Minor amendments
were made and it was concluded that the description would be retyped and distributed to
the Council and the Committee. Additionally, it was agreed that a three month projection
of scheduled subjects would be provided to the Traffic Committee and the Parks and
Recreation Committee by department heads.
FILM PERMITS (1804) Discussion then followed regarding the
arrangements necessary to provide filming
within the City. Councilman Dyda moved,
seconded by Councilman Ryan and carried that no film permits be given without a two week
notice for residential streets until the City has adopted an ordinance or resolution
setting a policy for such filming.
TREE TRIMMING ALONG PALOS Discussion then followed regarding trimming
VERDES DRIVE EAST of trees along Palos Verdes Drive East and
whether the City could legally require citizens
to cut back bushes and trees if they were
traffic hazards.
The suggestion was made that the City send a list of approved trees to local nurseries
explaining that these are for parkway use. Also, this matter should be considered a
possible item for the City's NEWSLETTER.
BIKEPATHS (112) After discussion of the current state of
continuity of the design and connection of
the City's present bikeways, it was the general
consensus that the Traffic Committee should appoint a subcommittee to bikeways and report
back to the Council.
ADJOURNMENT At 11:00 P.M. Council adjourned to October 5
at 7:30 P.M. on motion of Councilman Dyda,
seconded by Councilman Ryan, and carried.
