CC MINS 19810901 M I N U T E S RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING SEPTEMBER 1, 1981 The meeting was called to order at 7:40 P.M. by Mayor Jacki Bacharach at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard. He too felt that with more time he would be able to get more signatures. Both of the petitions were submitted to Director Bandy. In response to Mr. Locke's inquiry, Council advised that the engineering for the swale in Klondike Canyon was still valid. After Council discussion of the proposed recommendation, it was suggested that an additional condition be added to the staff recommendations as follows: (4) All formation costs will be itemized and charged to the district. Councilwoman Hein moved, seconded by Councilman Dyda and carried to adopt recommendation numbers 1, 2, 3, and 4. PALOS VERDES DRIVE EAST - Referring to the letter received from BIKEWAYS & WALKWAYS Sue Brieholtz, Councilwoman Shaw described (112) the concerns listed in that letter and inquired of staff if these changes could be done in conjunction with the improvement scheduled for that area. After Council discussion of the cost of installing these sloped curbs, maintenance of the curb cuts, and if these suggestions had been presented to the Traffic Committee, Councilman Dyda moved, seconded by Councilwoman Shaw and carried to refer this letter to the Traffic Committee. Council suggested that Mrs. Brieholtz be informed that the matter would be coming before the Traffic Committee. RECESS At 9:00 P.M. the Mayor declared a brief recess. The meeting reconvened at 9:15 P.M. with the same members present. CITY COUNCIL CHAMBERS Mel Hughes, 28017 San Nicolas commented that he was in favor of the new set up in the Council Chambers. ABALONE COVE - REPAIR OF Councilman Dyda presented his memorandum PALOS VERDES DRIVE SOUTH of September 1st outlining the District's (1801) negotiations for well easements, income and operating costs, presented a status report, and a list of the priorities of the district. He then moved, seconded by Council- woman Hein and carried that staff come back at the earliest possible time with a recommen- dation and estimate of the costs for making temporary repairs to Palos Verdes Drive South with respect to the drainage problem. Council then discussed the engineering, how much of the road needs to be raised, if this work could be done before the rainy season and the exact area to be repaired. POLICE SOLICITATIONS Referring to a letter sent by the City (310) of Rolling Hills to the Palos Verdes Police Association, Councilwoman Shaw moved, seconded by Councilman Dyda and carried to send a similar letter. JUVENILE DIVERSION PROJECT Referring to the August 24th letter from (1705) the South Bay Juvenile Diversion Project requesting matching funds of $298.15, Councilwoman Shaw moved seconded by Councilwoman Hein to send $298.15 to the Diversion Project. The motion carried on the following roll call vote: AYES: SHAW, DYDA, HEIN & MAYOR BACHARACH NOES: NONE ABSENT: RYAN FIRE INSURANCE STUDY Councilman Dyda presented his memorandum (603) of September 1st listing his comments on the study prepared by the California Contract Cities Association. After discussion of the pros and cons of these comments, Councilwoman Shaw moved, seconded by Mayor Bacharach to put this matter on the September 15th agenda. CITY COUNCIL -3- 9/1/81 MUNICIPAL DATA SERVICES Councilman Dyda presented for Council information his memorandum of Sept- ember 1st noting his comments on the advantages and disadvantages of this system now being contemplated for use by the City. SOUTH BAY CORRIDOR STUDY Councilman Dyda requested that this EXTENSION OF JOINT POWERS item be placed on the next agenda. AGREEMENT (1505) KLONDIKE CANYON GROUND MOVEMENTS Councilman Dyda presented excerpts AUGUST 13, 1981 MEETING from a briefing given at the August (1801) 13, 1981 meeting with the residents of Seaview and the Portuguese Bend Club. DISTRICT ATTORNEY SERVICES Noting that there probably will be (103) cutbacks in services provided to contract cities by the District Attorney's office, Councilwoman Shaw inquired if the City Attorney could handle cases that the DA's office had no interest in pursuing. She said that the DA is willing to have a preliminary meeting to discuss such an issue. It was the consensus of opinion that the City Manager should meet with the DA to discuss such an arrangement. REQUEST FOR EXEMPTION FROM Associate Planner Thompson presented MORATORIUM - the staff memorandum of September 1, LOT LINE ADJUSTMENT 1981 outlining this request for an (1801) amendment to the Moratorium ordinance to allow for the filing of a lot line adjustment. Staff recommended that Council direct staff to prepare an amendment to the landslide moratorium ordinance to permit the filing of this lot line adjustment. Councilwoman Shaw moved, seconded by Councilman Dyda and carried to approve the staff recommendation. PORTUGUESE BEND CLUB LEASEHOLDERS - Associate Planner Thompson presented REQUEST FOR MORATORIUM EXEMPTION the staff memorandum of September 1, (1801) 1981 which explained that the Portuguese Bend Leaseholders are currently under a lease agreement with Palos Verdes Properties. They wish to purchase the property they now lease which will require an amendment to the moratorium ordinance. Staff recommended that Council discuss the issues and direct staff to further investigate this request. Councilman Dyda moved, seconded by Councilwoman Hein and carried that staff discuss the issues with the affected property owners and bring back some appropriate language for the amendment to the moratorium. Speaking on behalf of the Leaseholders Association was John McCarthy, 105 Spindrift, who told the Council that the leaseholders have a purchase agreement with Palos Verdes Properties, but it has never been consummated because of the moratorium. Representing Palos Verdes Properties was Monte Brower, who told the Council that his company wants to work towards accomplishing this sale. PAVEMENT MARKING CONTRACT - Director Abel presented the September 1 YEARLY STRIPING staff report which described the traffic (1404) striping/marking services provided by Los Angeles County for maintenance and by private contractors for construction work. Staff recommended that Council authorize the Mayor to enter into a yearly traffic striping/marking contract with Traffic Operations Inc. at a cost not to exceed $20,282. After Council discussion of the cost of this proposal versus using only the County, the criteria for using the County or private companies, bit proposals received, and prepara- tion of the engineering estimates, Council suggested putting in the extensions on all bids received. Councilwoman Shaw moved, seconded by Councilman Dyda that Council adopt staff recommen- dation. The motion carried on the following roll call vote: AYES: HEIN, SHAW, DYDA, & MAYOR BACHARACH NOES: NONE ABSENT: RYAN (At 10:28 P.M. the City Attorney was excused from the meeting.) STATUS REPORT Councilwoman Hein moved, seconded by Councilman Dyda and carried that the City Manager examine No. 25 on the status report (Disaster Planning) and report back to the Council with recommendations on possible action. LEAGUE OF CALIFORNIA CITIES Mayor Bacharach moved, seconded by Council- MEETING man Dyda and carried to authorize Council- woman Hein as the official alternate or in her stead Councilwoman Shaw will be the secondary alternate to represent the City at the upcoming League Meeting to be held on Thursday, September 3rd. SECOND COUNCIL MEETING Councilman Dyda moved, seconded by Council- IN OCTOBER woman Hein and carried to hold the Council meeting on October 21st instead of Oct- ober 20th. MIRALESTE DRAIN It was the consensus of Council to hold a community meeting on October 14th with residents in the Miraleste area to discuss the proposed assessment district. 11 11 11 # If 11 II 1/ II ITEMS REMOVED FROM THE CONSENT CALENDAR: PENINSULA PUBLIC Paragraph No. 9 of the second page of the WORK STUDY proposed Professional Services Agreement (1204) for a study for Delivery of Public Works Services for Peninsula Area Cities and Palos Verdes Peninsula Unified School District was amended by adding the following: "Rancho Palos Verdes, Rolling Hills Estates and the Peninsula Unified School District each shall pay a maximum of $8,000 of the total contract costs." Councilman Dyda moved, seconded by Councilwoman Shaw to approve the agreement as amended.
