RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
JULY 28, 1981
The meeting was called to order at 7:30 P.M. by Mayor Bacharach, notice
having been given with affidavit thereto on file. Roll call was answered
as follows:
PRESENT: RYAN, SHAW, HEIN, DYDA & MAYOR BACHAR.ACH
ABSENT: NONE
Also present were City Manager Don Guluzzy, Director of Parks & Recreation
Maynard Law, Administrative Assistant Don Lorenzen, and Public Works
Director Carl Abel.
TM CABLEVISION Council presented a counter
(605) proposal to TM Cablevision
and discussed all of its
points with the company's representatives. It was concluded that TM would
come back with either an acceptance of Council's proposal or with a counter
offer.
CITY HALL SPACE NEEDS Administrative Assistant Don
Lorenzen presented the staff
report of July 27 outlining the Cost Options, Utility Connections, and
Demolition of existing Mess Hall to be used as portable building site.
After Council discussion, Councilwoman Shaw moved., seconded by Councilman
Dyda and carried that staff prepare a report encompassing the following:
(1) need for mess hall space and security for modulars, (2) space needs
for staff over the next three to five years, including layout, (3) feasibility
of flagpole site for location of structure, (4) cost for rearranging City Hall,
and (5) cost of P&R building renovations (ceiling and doors) , including a
security system. This report to be presented to council at the August 4th
meeting.
ADDITIONS TO BUDGET City Manager Guluzzy presented
(602) his memorandum of July 28, 1981
containing a list of changed
and/or additional budget items
for adoption: (1) P.V. Drive East Pavement Markers - $55,000 (Public Works) ;
(2) Recorder/Transcriber for Council Meetings - $535 (Non-Dept.) ; (21) Peninsula
Joint Public Works Study - $8,000 (Non-Dept.) ; and (22) Chamber of Commerce -
$500 (Non-Dept.) Councilwoman Shaw moved, seconded by Councilman Dyda and
carried to approve item numbers (1) , (2) , and (21) , but reject Number 22.
All other items on the list to be considered with the Parks and Recreation
Department budget.
PARKS AND RECREATION BUDGET Ladera Linda Part Time Rec. Leader -
(602 x 1201) & Pt. Vicente/Ladera Linda Full Time
Rec. Coordinator - Council approved
a budget of $7,641 on motion of
Councilwoman Hein, seconded by Councilwoman Shaw and carried for the part time
staff for Ladera Linda.
Director Law presented a list of RPV park cost estimates: (1) plant "Carissa
Grandiflora" - $1,280; (2) Relocate picnic tables (inhouse) ; (3) Plant tree
grove along golf course fence - $450; (4) Current Tree Grove - trimming and
removing at a minimum cost of $3,000 or maximum of $4,080; and (5) Installa-
tion of gates at RPV Park - $2,000. Councilwoman Shaw moved, seconded by
Councilman Dyda and carried to approve 1, 2, 3, and 5 and consider No. 4 at
the August 4th meeting.
Parks & Recreation Building Security System It was the consensus of Council
to consider this item with the
City Hall modular expansion.
Fees Councilwoman Shaw moved, seconded
by Councilwoman Hein and carried
to approve staff recommendation
to reduce user fee subsidies.
Abalone Cove Beach Park Councilman Ryan moved, seconded
by Councilman Dyda and carried to
authorize $750 to conduct a one-
month study of the beach traffic patterns; write a letter to the County express-
ing an interest in acquiring this site on or before April 1, 1982, and authorize
the Parks and Recreation staff and Committee to prepare a report on the take-
over of Abalone Cove Beach Park. This report to be presented to Council by
January 1, 1982. The motion carried 4-1 with Councilwoman Shaw voting in opposition.
Contract Manager Councilman Dyda moved, seconded by
Councilman Ryan and carried to
authorize staff to begin recruit-
ment for a contract manager for park development as soon as possible.
ADJOURNMENT At 10:30 P.M. the meeting adjourned
to July 29 at 7:30 P.M. for a
Housing Committee Meeting. The
motion was made by Councilwoman Hein seconded by Councilwoman Shaw and carried.
