RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
July 21, 1982
The meeting was called to order at 7:40 P.M. by Mayor Jacki Bacharach at the
School Administration Building located at 30942 Hawthorne Boulevard, notice
having been given with affidavit thereto on file.
PRESENT: REIN, RYAN, SHAW, DYDA, AND MAYOR BACHARACH
ABSENT: NONE
Also present were City Manager Donald Guluzzy, Director of Planning Sharon W.
Hightower, Director of Public Works Carl Abel, Administrative Services Director
Kiti Laisure, Director of Parks and Recreation Maynard Law, and Associate Civil
Engineer Gordon Seibert.
Mayor Bacharach noted a discrepancy in the June 30, 1982 minutes approved by
Council on July 20, 1982: the minutes should read that Council approved items
3, 7, 9 and 10 for a total of $6,700. Correction approved on motion of Council-
woman Shaw, seconded by Mayor Bacharach and carried.
DISCUSSION IN 82-83 OPEKAIING BUDGET Administrative Services Director
(a) 82-83 OBJECTIVES/NEW PROGRAMS Kiti Laisure presented the follow-
(602) ing new programs to the Council,
and they were voted on as follows:
Council rejected Page 1, Accounting/Budget Administration; Page 2, Business
Licenses; Page 3, Business Licenses; Page 4, Audit. Page 7, Accounting/Budget
Administration is to be considered as an objective in March, 1983. Page 6,
Accounting/Budget Administration is in progress at this time. Page 5, Risk
Management - it was the consensus that staff should pursue this item.
City Manager Donald Guluzzy presented the following new programs, and they were
voted on as follows:
The Council rejected Page 12, Supervise the Parks Development Construction Program;
Page 13, Oversee Implementation of Public Works (J.P.A.) . Page 8, Comprehensive
Personnel System, was postponed, and Page 15, Prepare a Charter for Council Con-
sideration, was to be put on the September City Council agenda. Page 10, Inte-
grated City Hall Word Processing Systems, is pending a subcommittee report.
Page 14, Oversee Implementation of Housing Programs, was approved by Council.
The Council approved Page 16, Emergency Preparedness, and asked Director Abel
to add emergency generator connection to his contract with consultant for under-
grounding.
Recess from 8:30 P.M. to 8:35 P.M.
Director of Planning Sharon W. Hightower presented the following new programs to
the Council, and they were voted on as follows:
The Council approved Page 18, Development Criteria Lists; Page 22, Coastal Permits;
Page 27, Records Storage Study; Page 31, Home Occupations (Alternative 1) , and;
Page 32, Business License Enforcement.
The Council requested that Page 17, Trails Plan, and Page 25, Review of Planning
Fees, be completed. Page 28, Building & Safety/Subdivision Services, is pending,
and; Page 29, Computer Use Study, is pending a report and is to be connected with
Administrative Services computer study.

Councilman Dyda moved, seconded by Councilman Ryan and carried to instruct the
City Manager to prepare a Request For Proposal for Building and Safety services.
EVALUATION OF RJA Councilman Ryan moved, seconded
(1204) by Councilwoman Shaw and carried
to accept the evaluation of RJA.
No Objections. So ordered.
The Council requested that a work session for the Budget be put on the August 3,
1982 agenda.
It was the consensus that Councilwoman Shaw would present this item at a later
meeting.
