MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING JUNE 30, 1982 The meeting was called to order at 8:25 p.m. by Mayor Jacki Bacharach at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard , notice having been given with affidavit thereto on file. PRESENT: DYDA, HEIN, RYAN, SHAW, BACHARACH ABSENT: NOTE Also present were City Manager Donald Guluzzy, Director of Public Works Carl Abel, Associate Civil Engineer Gordon Siebert, Charles Abbott from MA, Director of Parks & Recreation Maynard Law, Mary Thomas from Parks & Recreation Staff, Director of Planning Sharon Hightower, Associate Planner Ann Negendank, Director of Adminis- trative Services Kiti Laisure, and Acting City Clerk Marilyn Smith. DISCUSSION OF REVISED CIP (602) - 601) It was moved by Councilman Dyda, seconded by Councilwoman Shaw that the City set aside Federal Revenue Sharing Funds in 4983-005 to acquire the School District Building with any expenditures subject to prior Council approval:Me The mot ion carried on a four - one vote with Councilman Ryan voting in opposition. (1503) It was moved by Councilwoman Shaw, seconded by Mayor Bacharach that the City accept the bond from Ralph's Market in the amount of $47,60 0 to be used at the corner of Hawthorne Boulevard and Crest Road for a signal light. After the light is installed and the fees paid, any remaining money is to be returned to Ra.lph's Market. The motion carried on a four - one vote with Councilman Ryan voting in opposition. (601) It was moved by Councilman Dyda, seconded by Mayor Bacharach that the Council authorize staff to rehear the Federal Revenue Sharing funds in order to identify that portion required to cover the cost for changes on the Hesse Park building. The motion carried on a three two vote with Councilmembers Ryan and Hein voting in opposition. (1405) It was moved by Mayor Bacharach, seconded by Councilwoman Shaw that the City Budget retain funds to install a signal light at Montemalaga/Silver Spur. The motion failed on a three - two vote with Councilmembers Ryan, Dyda and Hein voting in opposition. OPERATING BUDGET (1405) PUBLIC WORKS: Mr. Abbott explained to Council that there was inadequate information available with regard to how long streets should go without being re-slurry sealed. RJA had proposed a 7 year cycle for slurry seal, the City manager had recommended extending the cycle to 10 years. It was then moved by Councilman Ryan, seconded by Councilman Dyda that the budget reflect $160,000 in the Operating Budget for slurry seal repair. The motion carried. Council asked Mt. Guluzzy to look into the computer costs and cost of living adjust- ments recommended by RJA. This matter will be addressed at another meeting. It was moved by Councilwoman Hein, seconded by Councilman Ryan that pothole repair expenditures be raised to $40,000. The motion carried on a three - two vote with Councilmembers Bacharach and Shaw voting in opposition. Curbs and sidewalks were then discussed. Councilman Ryan moved, seconded by Councilwoman Shaw that the Curbs & Sidewalk allocation be eliminated. The motion failed on the following rol l call vote: AYES: SHAW & RYAN NOES: DYDA, REIN, & MAYOR BACHARACH It was then moved by Cauncilwoman Hein, seconded by Cauncilman Ryan that the City's participation in the curbs and sidewalk program be limited to one-quarter ($17,000) in FY '82-83. The motion passed on the following roll call vote: AYES: RYAN, HEIN, & SHAW NOES: DYDA & MAYOR BACHARACH PARKS & RECREATION: (1201) It was moved by Councilman Dyda, seconded by Councilman Ryan that $6,957 be budgeted for Parks & Recreation and direct staff to operate a docent program to augment staff. Nbt ion unanimously passed. It was moved by Councilwoman Shaw, seconded by Councilman Ryan that $6,654 remain in the budget for the Hesse Park Staff. Motion unanimously passed. Director Law informed the council that Staff wished to have Ladera Linda Park open on a regular basis similar to the proposed Hesse Park staffing. It was moved by Councilman Dyda, seconded by Councilwoman Bacharach that monies be budgeted for a full time person and a part-time person to operate the Ladera Linda Community Center in the amount of $16,468 and, further, that the park retain its current operating hours. Mot ion passed unanimously. Referring to the list of Capital Equipment items for Ladera Linda Community Center, it was then moved by Councilwoman Shaw, seconded by Councilwoman Hein that Itemris 3,2, 4,5,6,7,8,9 and 10 budgeted for the Ladera Linda Community Center be budgeted for a total of $6,700. Motion passed unanimously. Ms. Thomas informed Council that Ladera Linda was in desperate need of parking lot lights. Councilman Dyda asked Staff to submit to Council a proposal on what expen- ditures were needed at Ladera Linda and haw much revenue the programs at Ladera Linda would generate. With this information, Council could then determine what monies to budget for this park. Council also asked the Parks & Recreation Staff to review their staffing for a possible reorganization and reclassification. Council directed the Public Works staff to do a Value Engineering Study on Point Vicente Park. SHERIFF'S AGREEMENT (1206) Council asked Staff to make a list of the Community Relations Officer's duties to determine if that position was truly effective to the City's needs. It was then moved by Councilman Ryan, seconded by Councilman Dyda that the Community Relation Officer be eliminated from the Sheriff's Agreement. The motion failed on a three - two vote with Councilmembers Shaw, Hein, & Bacharach voting in opposition. r It was then moved by Councilwoman Hein, seconded by Councilwoman Shaw that the Sheriff's Agreement be approved.
