CC MINS 19820510 ADJ MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING MAY 10, 1982 The meeting was called to order at 6:30 P.M. by Mayor Jacki Bacharach at the City Offices, notice having been given with affidavit thereto on file. PRESENT: REIN, SHAW, & MAYOR BACHARACH LATE ARRIVAL: RYAN @ 9:00 P.M, DYDA @ 9:55 P.M. COMMITTEE/COMMISSION APPLICANTS Council interviewed applicants (106) for committee and commission appointment. No action was taken. The following people were present: City Manager Don Guluzzy, Public Works Director Carl Abel, Associate Civil Engineer Gordon Seibert, Traffic Engineer Hui Lai, Traffic Committee members Bartz, Grotz,and Mathys. NORTHROP PALOS VERDES RESEARCH Traffic Committee members presented & TECHNOLOGY CENTER (1203 x 1503) their lists concerning this Center: the impact on traffic conditions within Rancho Palos Verdes, the number of employees at this location, how this additional traffic would add to the hazardous conditions already existing on Crest Road, and how this increased traffic might affect accessibility of emergency vehicles :particularly during the peak hours. Duncil then discussed if an EIR had been done on this project, and if adequate parking was being provided for employees of the center. Staff was instructed to determine if an EIR had been performed. It was the conSensus of Council that the Public Works Department meet with the City of Rolling Hills Estates Public Works to determine exactly what the con- sequences would be if this project were permitted to be built as planned. This information would be presented to Council at the May 18 meeting. (At 9:00 P.M Councilman Ryan arrived.) OPERATING BUDGET FOR FISCAL Administrative Services Director YEAR 1982-83 Laisure presented the staff memorandum containing the pro- posed budget figures for each of the City departments. Council requested that all future budget worksheets be dated. City Council - The recommended budget of $14,000 was accepted by Council. City Manager - The annual salary of $16,329 for an additional analyst was eliminated. Cit y Attorney - Council discussed City Attorney fees and how these could be reduced. It was the consensus that City Attorney matters be placed first on the agenda so he could be excused earlier. Also, that legal matters be lumped together at perhaps one meeting per month instead of having the attorney attend g P resentative be excused from representative Council meetings .and the City Attorney's p attending staff agenda meetings. Council requested that the City Manager screen phone hone calls by Council and staff to the City Attorney. This way it can be determined if an issue has already been discussed with the attorney. The City Manager was directed to send a memorandum to staff and the Council stating that no contact should be made with the City Attorney without first advising him and, further that the City Manager maintain a log of telephone calls and correspondence going to the City Attorney. Public Works - The suggestion was made that Council consider curtail the sidewalk rebuilding and tree maintenance program because of lack of funds. Council requested a breakdown of the budgeted items. (At 9:55 P.M. Councilman Dyda arrived.) Parks & Recreation - Council requested a breakdown of all budgeted items and also asked that the Gift Catalog be submitted to them as soon as available. Council requested that the Parks & Recreation Director check the status of the grant money for Pt. Vicente Park as to any deadlines for its use. Environmental Services - No action was taken on this item. Community Services - It was the consensus of Council that the NEWSLETTER was a very worthwhile expenditure. Administrative Services - Council requested a breakdown of all budgeted items. Non-Departmental - Council requested a breakdown of all budgeted items. Public Safety - The suggestion was made that the Community Relations Officer be used only on a part-time basis. Council next discussed the Juvenile Diversion program and if matching funds could be made this year. Although Council felt that this is a worthwhile project, concern was expressed as to whether support could be given this year. PERSONNEL (1202) Council proceeded to discuss the proposed Personnel Ordinance. It was the consensus of council that no such ordinance be adopted at this time. Councilman Dyda moved, seconded by Councilwoman Shaw and carried that the City Manager research prior Council action and develop a current list of policies and benefits for all classes of City employees. ADJOURNMENT On motion of Councilwoman Shaw, seconded by Councilman Ryan and carried, Council adjourned to May 15 at 8:00 A.M. to interview Commission and Committee applicants.
