CC MINS 19820504 MINUTES RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING MAY 4, 1982 The meeting was called to order at 7:45 P.M. by Mayor Jacki Bacharach at the Palos Verdes Peninsula School District Building, 30942 Hawthorne Boulevard. After the Pledge of Allegiance to the flag, roll call was answered as follows: PRESENT: HEIN, DYDA, SHAW, & MAYOR BACHARACH LATE ARRIVAL: RYAN @ 10:00 P.M. Also present were City Manager Donald Guluzzy, City Attorney Steve Dorsey, Director of Public Works Carl Abel, Director of Planning Sharon W. Hightower, Director of Parks & Recreation Maynard Law, Director of Administrative Services Kiti Laisure, and Acting City Clerk Marilyn Smith. APPROVAL OF AGENDA Councilwoman Shaw moved, seconded by Councilman Dyda and carried to approve the agenda as presented. RESOL. NO. 82-30 - PERTAINING RESOLUTION NO. 82-30 OF THE CITY COUNCIL TO THE MIRALESTE DRAIN (303 x 604) OF THE CITY OF RANCHO PALOS VERDES PERTAIN- ING TO THE MIRALESTE DRAIN was presented by title and ADOPTED on motion of Councilman Dyda, seconded by Councilwoman Shaw and carried. ABALONE COVE BEACH PARK - Parks & Recreation Director Law presented CONTRACT AGREEMENT FOR MAINTENANCE the staff memorandum of April 30 which 11/ & PARKING LOT OPERATIONS (1201) summarized Council's action to-date on assuming operational control of Abalone Cove Beach Park and responded to Council's direction that staff investigate alternate means of acquiring the necessary parking lot capital items. Staff recommended the following: (1) That the Council authorize the Mayor and City Clerk to execute a two-year agreement with Specialty Maintenance Co. , Inc. for an amount not to exceed $63,720 per year to provide maintenance and parking lot services at Abalone Cove Beach Park and, further, as part of the same agreement, purchase the necessary parking lot capital equipment in 1982-83 for an amount not to exceed $11,500. (2) That funds for said project be ap- propriated in the 1981-82 and 1982-83 operating budgets with funds to come from parking lot revenues and general fund reserves, as necessary, to balance the Abalone Cove Beach Park budget program. (3) Direct staff to establish measurable standards of performance with Specialty Maintenance Co. Inc. for all maintenance services as contained in Item No. 1 in the Specifications (maintenance functions) . Council then discussed certain provisions of the specifications of this contract, and the hours of operation of the park. Councilman Dyda moved, seconded by Mayor Bacharach that the hours be established from 8:00 A.M. until dusk during the summer season (June 17th to Labor Day) . That the hours for the balance of the year be addressed =at the end of summer. The motion carried. After additional Council discussion of the maintenance agreement, parking revenues, vandalism, and the cost of the cash register and asphalt for the parking lot, it was the consensus of Council to discuss this matter further at the May 15th Work Session. AUDIENCE QUESTIONS Ralph Jester, 20 Narcissa Drive, presented Council with a protest signed by residents of his neighborhood regarding the use of property located at 5500 Palos Verdes Drive South. Mr. Jester was advised that Council was going to discuss this matter at a Closed Session later in the meeting. RECESS At 9:10 P.M. Mayor Bacharach declared a recess. At 9:20 P.M. the meeting reconvened with the same members present. ORDINANCE NO. 154 - RELATING TO City Manager Guluzzy briefed the Council PARKING ON STEEP GRADES on this matter and told the Council that (1103 x 1502) signs did not have to be posted in order to enforce the City's code. Section 1, 3304, was amended to read: "No person shall park an unattended vehicle on any highway when. . . ." COUNCIL -3- MAY 4, 1982 ORDINANCE NO. 154 OF THE CITY OF RANCHO PALOS VERDES REGULATING PARKING ON STEEP GRADES AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE was read by title. Councilwoman Shaw moved, seconded by Councilwoman Hein, to waive further reading and INTRODUCE ORDINANCE NO. 154. The motion carried. RESOL. NO. 82- 31 —RECEIPT, RESOL. NO. 82-31 OF THE CITY COUNCIL POSSESSION, & UTILIZATION OF OF THE CITY OF RANCHO PALOS VERDES CRIMINAL OFFENDER RECORDS (1202) REGARDING RECEIPT, POSSESSION AND UTILIZATION OF CRIMINAL OFFENDER RECORD INFORMATION FOR EMPLOYMENT AND LICENSING PURPOSES was read by title and ADOPTED on motion of Councilman Dyda, seconded by Councilwoman Hein and carried. LEGISLATION SB2037 - Residential Care Facilities. It was the consensus of Council to discuss this matter at a later meeting. STATUS REPORT Council briefly discussed the Status Report contained in the agenda package. No action was taken. ITEMS REMOVED FROM THE CONSENT CALENDAR RESOL. DESIGNATING THE After discussion of this proposed COUNTY OF LOS ANGELES AS resolution, it was the consensus of AGENT FOR SERVICE council to get more specific information on this matter. (At 10:00 P.M. Councilman Ryan arrived at the meeting.) RECESS TO CLOSED SESSION At 10:00 P.M. Council recessed to a Closed Session to discuss matters of pending litigation. The motion was made by Councilman Dyda, seconded by Councilwoman Hein and carried. RECONVENE At 10:20 P.M. the meeting reconvened with all members present. HIXON ESTATE (303) On motion of Councilwoman Shaw, seconded by Councilman Dyda and carried, the City Attorney was instructed to investigate possible legal action against Mrs. Nixon. GOLDEN COVE DEVELOPMENT (1203) Council briefly discussed the staff memorandum of May 4, 1982 which reviewed the General Plan Amendment process for this application. No action was taken. SCHEDULE OF INTERVIEW FOR Council scheduled interviews for May 10, COMMITTEE/COMMISSION APPLICANTS 15, 17, 18, and 24. ADJOURNMENT At 12:00 A.M.
