ADJOURNED REGULAR MEETING
MARCH 31, 1982
The meeting was called to order at 7:30 P.M. by Mayor Jacki Bacharach at Miraleste
High School, notice having been given with affidavit thereto on file.
PRESENT: HEIN, RYAN, SHAW, DYDA & MAYOR BACHARACH
II/ ABSENT: NONE
Also present were City Manager Donald Guluzzy, Director of Planning Sharon W.
Hightower, Director of Public Works Carl Abel, Director of Community Services
Tom Bandy, Director of Parks and Recreation Maynard Law, Administrative Assistant
to the City Manager Julie Christensen, Administrative Services Director Kiti
Laisure and City Clerk Mary Jo Lof thus.
The following were also in attandance:
Lieutenant Ben Hatfield from the Lomita Sheriff's Station, Captain Ery Nelson of
the Miraleste Fire Station and L.A. County Assistant Fire Chief Ray Brunstrom.
Council then proceededHto answer questions from members of the audience
regarding various subjects:
Pt. Vicente Park - Jean Merkle, 6 Packet Road, expressed concern about some in-
cidents that had taken place at this park and suggested extra surveillance by
the Sheriff's Department.
Undergrounding of Utilities - Bill Smith, 3419 Deluna Drive, requested information
about the procedure for undergrounding utilities in his area.
Alcoholic Rehabilitation Facility - Expressing their opposition to this use of
the house on Crownview Drive were the following residents of the area: Bill
Thomas; Bill Stevenson, 39848 Knoll View Drive; Jane Goldberg, Crownview Drive;
Mr. & Mrs. Williams, 29841 Knoll View Drive; Hal Stoll, Knoll View Drive; Bernard
Kastin; Elaine Van Amburgh, 29959 Knoll View; and Mark Lyman, 29844 Knoll View
Drive.
View Blockage - Stan Erickson, Deluna Drive, said that his neighbor's trees are
blocking his view. Chuck Howeson also talked about view blockage caused by trees
and antennas. He also expressed concern about the fire hazard of untreated shake
roofs.
Don Block, Deluna Drive, also talked about the fire hazard presented by the tall
pine trees and suggested that deed restrictions be used to prevent their planting.
George Schmiedeke, 3116 Crownview Drive, also talked about view blockage.
Additionally, he inquired about the future use of Miraleste Elementary School
and slurry sealing the streets in the Miraleste Hills area.
Utility Costs - Representing the Southern California Utility Protest Council was
Debbie Clempa who requested that members of the audience attend the Edison Company
rate increase hearing to be held at the Public Utilities Commission in Los Angeles
on April 1st.
Equestrian Ring - Pat and Adrian Gunther, 28981 Palos Verdes East inquired about
the progress being made in using the City owned lot near the entrance to Miraleste
High School as a riding ring. They felt this facility was necessary because there
is no place to ride horses during the rainy season. Ms. Gunther said that there
should be additional equestrian crossing signage at Palos Verdes Drive South.
Later in the meeting, Fred Boetcher, Colt Road, also inquired about the use of
this lot for an equestrian ring. He said that the residents of the area would be
willing to improve it .for this purpose.
Intersection of Palos Verdes Drive East & Miraleste Elementary School - Shirley
Henderson, 30337 Palos Verdes Drive East told the Council that she felt a
traffic light was necessary at the intersection in front of the school.
Miraleste Fire Station - Mike Gray, 4125 Miraleste Drive, suggested using
the City owned lot on Palos Verdes Drive East near the entrance to Miraleste
High School for the new fire station in that area.
Intersection of Palos Verdes Drive East & Miraleste Drive - A resident of
Crownview expressed her concern about the hazardous traffic conditions at
this intersection.
ADJOURNMENT At 9:35 P.M. the meeting adjourned
to 6:00 P.M. April 6 for a closed
session to discuss matters of
litigation.
