RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
MARCH 5, 1982
The meeting was called to order at 5:00 P.M. by Mayor Jacki Bacharach at the
Rancho Palos Verdes City Offices, notice having been given with affidavit
thereto on file.
PRESENT: HEIN, DYDA, SHAW & MAYOR BACHARACH
ABSENT: RYAN
Also present were City Manager Donald Guluzzy, Director of Planning Sharon W.
Hightower, Director of Parks & Recreation Maynard Law.
CONSTRUCTION MANAGEMENT Director Law presented the staff memo-
SERVICES FOR HESSE, POINT randum of March 4th which gave the back-
VICENTE & CLOVERCLIFF PARK ground on the City's system of design
(1201) contracts and the need now to provide
new separate contracts for construction management. In December 1981 requests for
proposals for construction management services were sent to seventeen firms; eleven
firms submitted proposals and a review committee selected four finalists from this
group. After thorough review, staff recommended that Kammeyer & Partners be retained
to provide construction management services for Point Vicente, Hesse Park (Phase I
and II), Clovercliff Park and Del Cerro Park for a not to exceed fee of $56,000 with
the intent that the staff present to the Council recommendations regarding additional
park construction services.
After Council discussion of the scope of responsibilities of the construction manager,
and whether this person would have authority to make changes, Councilwoman Shaw moved,
seconded by Councilman Dyda and carried that the Construction Staking Services and
Soils Engineering and Geologic Services be made a subcontract to the general contract.
Also,staff should negotiate an addendum to this proposed contract and make recommenda-
tion to Council.
Council then discussed if more inspection services were needed and what should be the
involvement of the architect, landscape architect and civil engineer in the projects.
Councilwoman Shaw moved, seconded by Mayor Bacharach to request staff to negotiate the
hourly rates for Park Planner/Landscape Architect Services, Architectural Services
and Civil Engineering Services for specific required services. The motion .carried.
Mayor Bacharach then moved, seconded by Councilwoman Hein to appoint Councilmembers
Hein and Dyda as an ad hoc committee to go over the scope of the Request for Proposal
and addendums for construction management services. The motion carried.
COMMITTEE & COMMISSION Commenting that staff was currently
APPOINTMENTS - EXTENSION OF preparing copy for the next issue of
APPLICATION DEADLINE the City's NEWSLETTER, Mayor Bacharach
11/ requested that the deadline for sub-
mittal of applications for committees and the commission be extended to April 23, 1982.
Councilwoman Shaw so moved, seconded by Councilwoman Hein and carried.
ADJOURNMENT At 6:30 P.M. the meeting was adjourned
on motion of Councilwoman Hein, seconded
by Councilman Dyda and carried.
