RANCHO PALOS VERDES CITY COUNCIL
REGULAR MEETING
MAY 5, 1981
The meeting was called to order at 7:30 P.M. by Mayor Jacki Bacharach at the Palos
Verdes Unified School District Building. After the Pledge of Allegiance, roll call
was answered as follows:

Also present were City Manager Donald Guluzzy, Director of Public Works Charles Abbott,
Director of Parks & Recreation Maynard Law., Director of Planning Sharon W. Hightower,
Community Services Director Tom Bandy, Administrative Services Officer George Wunderlin,
and Deputy City Clerk Mary Jo Lofthus.
APPROVAL OF AGENDA Mayor Bacharach announced that Items E -1
(CUP No. 41) and E -5 (Flex Time) would be
continued to May 19th. Resolution 81 -35
(City Selection Committee) was added to the agenda. The agenda as amended was approved
on motion of Councilman Dyda, seconded by Councilwoman Hein and carried.
WAIVER OF FULL READING OF Councilman Dyda moved, seconded by Council -
ORDINANCES & RESOLUTIONS woman Hein and carried to waive reading in
full of all ordinances and resolutions
adopted at this meeting with consent to the
waiver of reading deemed to be given by all members of Council after reading of the title
unless specific request was made at that time for reading of such ordinance or resolution.

Councilman Dyda moved, seconded by Council-
woman Hein to approve the Consent Calendar
as follows:

RESOLUTION NO. 81 -33- ADOPTED RESOLUTION NO. 81 -33 OF THE CITY
REGISTER OF DEMANDS COUNCIL OF THE CITY OF RANCHO PALOS VERDES
ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE
SUM OF $511,320.42, DEMAND NUMBERS 9536 THROUGH 9620.
RESOLUTION NO. 81 -34
ADOPTING THE 1981 SUPPLEMENT
TO THE UNIFORM STANDARD SPECIFICATION
ADOPTED RESOLUTION NO. 81 -34 OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES
ADOPTING THE 1981 SUPPLEMENT TO THE UNIFORM
STANDARD SPECIFICATIONS FOR PUBLIC WORKS
CONSTRUCTION.
The motion to approve the Consent Calendar carried on the following roll call vote:

COUNCIL COMMITTEE & STANDING Councilman Dyda moved, seconded by Council -
COMMITTEE APPOINTMENTS woman Hein and carried to adopt the Mayor's
(306) recommendations for Council committees.
RESOLUTION NO. 81 -35 RESOLUTION NO. 81 -35 OF THE CITY COUNCIL
CITY SELECTION COMMITTEE OF THE CITY OF RANCHO PALOS VERDES APPOINT -
(306) ING A MEMBER AND ALTERNATE MEMBER OF SAID
COUNCIL OF SAID CITY TO THE CITY SELECTION
COMMITTEE PURSUANT TO PART 3 OF DIVISION 10 OF THE PUBLIC UTILITIES CODE was presented
by title and ADOPTED on motion of Councilwoman Hein, seconded by Councilman Dyda and
carried.
PENINSULA SENIOR ADVOCACY City Manager Guluzzy summarized the letter
CENTER from the Peninsula Seniors Advocacy Center
(305) requesting interim funding of $4,000.
Representing the Center was Edith Mayerson, 28825 Trailriders, who told the Council
that they are now in the process of applying for grants from private foundations.
Additionally, the City of Rolling Hills Estates has indicated a willingness to donate
some money. She said that they would also need a letter of support from the City.
This letter will be submitted with the application for the grants.
Also speaking in favor of funding the Center was Linda Broder, President of the League
of Women Voters, who told the Council that the League has written a letter of support
and provides the Center with the use of their office.
After Council discussion, Councilman Dyda moved, seconded by Councilwoman Hein to
approve $2,000 interim one -time appropriation from unappropriated reserves to the
Peninsula Seniors Advocacy Center subject to the Center obtaining some donation from
the majority of Peninsula cities. Also, that the City write a letter showing support
for the Center. The motion carried on the following roll call vote:

PARKS & RECREATION COMMITTEE
RESIGNATION OF DR. SUE SOLDOFF

Councilman Dyda moved, seconded by Council-
woman Hein and carried to accept with regrets
the resignation of Dr. Susan Soldoff from
the Parks & Recreation Committee.
Referring to the Council policy regarding appointments to committees and commission,
Council set June 5th as the deadline for submitting applications to fill this vacancy.
Council requested that this matter be brought back to them at the June 16th meeting.
REGIONAL POLICE Councilman Dyda gave a brief status report
on the budget being prepared for the regional
police. He said that both he and the City
Manager will be meeting with the Sheriff's Department to discuss the budget.
EXCLUSIONARY RULE - SCA 7 Councilwoman Hein noted the receipt of a
(306) letter from Charles D. Emerson of the L. A.
County Sheriff's Department requesting support
for this legislation. Mayor Bacharach read the letter aloud for the benefit of those in
attendance.
After discussion of how appropriate it was for the Council to support this Amendment
and if there was enough information upon which to make a decision, Councilman Dyda
moved, seconded by Councilwoman Hein to send a letter of support to our representatives
and also to committees that may be hearing this Bill. The motion carried on a 2 - 0
vote with Mayor Bacharach abstaining.
REOPEN AGENDA Councilman Dyda moved, seconded by Council-
woman Hein and carried to reopen the agenda.

woman Hein and carried to consider Item E -3 as the next item of business and to add the
Road Deed with Palos Verdes Properties requested by the City Attorney.

CODE AMENDMENT NO. 11 - Director Hightower summarized the staff
LOT AREA MEASUREMENT report on this proposed code amendment
(1801) dealing with how lot areas are measured.
The Planning Commission recommended that
Council initiate this Code Amendment No. 11 and request that the Planning Commission
hold a public hearing.
Councilwoman Hein so moved, seconded by Councilman Dyda and carried.
DEL CERRO PARK

development of Tract No. 32110.
Director Law briefed the Council on this
request by Burrell, Ltd. to coordinate the
landscaping of Del Cerro Park with the
Tim Burrell, 4038 Exultant Drive, explained to the Council that he would like to proceed
with the landscaping of this area as quickly as possible, and that it would cost him
approximately $5,000.
After Council discussion of the estimate the City had received to do this work and how
it compared with Mr. Burrell's estimate, Councilman Dyda moved seconded by Councilwoman
Hein to authorize the Mayor to enter into an agreement with Burrell, Ltd. for a cost not
to exceed $5,000 for the installation of sprinklers and landscaping as shown on the
irrigation plan. The motion carried on the following roll call vote:

At 8:42 P.M. the Mayor called a brief recess.
The meeting reconvened at 8:52 P.M. with the
same members present.
ROAD DEED FROM PALOS The City Attorney presented a road deed
VERDES PROPERTIES received from Palos Verdes Properties stating
(1411) that it affected that portion of Crenshaw
Boulevard adjacent to Tract No. 32110. He
recommended that Council accept the Road deed and authorize the Mayor to execute same.
Councilman Dyda so moved, seconded by Councilwoman Hein and carried.
CITY MANAGER STATUS REPORT
City Manager Guluzzy stated that this Status
Report was presented for Council's information
only and no action was necessary.
LEGISLATION Councilman Dyda moved, seconded by Council -
(306) woman Hein and carried to accept the City
Manager's recommendation to oppose SB 423,
SB 436 and support SB 680. Council requested that on future reports concerning legisiation
that staff indicate the date of the League bulletin being referenced.
TRACT NO. 38848 - REQUEST TO GRADE Since the applicant was unable to come to the
PRIOR TO RECORDATION OF FINAL MAP meeting, Councilman Dyda moved, seconded by
(1411) Councilwoman Hein and carried to continue
this matter to the May 19th meeting.
