ADJOURNED REGULAR MEETING
MARCH 31, 1981
The meeting was called to order at 6:30 P.M. by Mayor Barbara Hein at the
Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard,
notice having been given with affidavit thereto on file. Roll call was
answered as follows:
PRESENT: SHAW, DYDA, BACHARACH AND MAYOR HEIN
ABSENT: RYAN
Also present were the following members of the Traffic Committee: Arline Grotz,
Ray Mathys, Dave Diestel, and Irmgard Chapsky. William Bartz arrived at 7:30 P.M.
COUNCIL - TRAFFIC COMMITTEE DISCUSSION (1502)
The Council & the Traffic Committee discussed Committee activities, functions, and
communications between the two groups. It was agreed, however, that the understandings
verbalized at the meeting would be written up by the Mayor & submitted to both groups
for verification.
At 8:30 P.M. Council concluded their discussion with the Committee on motion of Council-
woman Shaw, seconded by-Councilman Dyda and carried.
Council then proceeded to meet with City Manager Donald Guluzzy, Director of
Community Services Tom Bandy, Director of Parks & Recreation Maynard Law,
and Director of Planning Sharon W. Hightower.
EASTVIEW ANNEXATION The City Manager presented the
(105) February 26, 1981 memorandum which
contained a chronological sequence
of events on the annexation and listed the legal, fiscal, policy, and implementa-
tion considerations should the annexation be approved.
After Council discussion of these items, Councilman Dyda moved, seconded by
Councilwoman Bacharach to implement the following should the annexation be
approved: (1) conduct a meeting with the Eastview homeowners; (2) deliver
information packages to the residents;(3) publish a special edition of the
City's NEWSLETTER outlining all of the City's services; and (4) adopt an in-
terim zoning policy. The motion carried 4 - 0.
Councilman Dyda moved, seconded by Councilwoman Shaw to negotiate an agreement
with CALTRANS for maintenance of Western Avenue. The motion carried 4 - 0.
Councilwoman Shaw moved, seconded by Councilman Dyda to have the City Manager
meet with County - City Coordinator Joseph Gardner as expeditiously as possible
and settle the issue of property tax exchange. The motion carried 4 - 0.
The City Manager then presented the March 30th memorandum which provided up-
dated information on revenues and expenditures for the Eastview area.
Councilman Dyda moved, seconded by Councilwoman Bacharach that staff update the
revenues and expenditures listed in the March 30 memorandum and submit to Council.
The motion carried 4 - 0.
REORGANIZATION (1202) City Manager Guluzzy presented a
summary of his reorganization plan
to the Council. After Council discussion, it was the consensus that the City
Manager should prepare a line -staff organization chart along with costs and
present to Council during the week of April 6.
HOUSING ELEMENT (1203) Associate Planner Ann Negendank
presented the March 31, 1981 memo-
randum which contained information extracted from a January 21, 1981 letter re-
ceived from the California Department of Housing and Community Development (HCD)
and staff recommendations for approach and process. This information was to
provide Council with an overview of the substantative requirements of AB2853
for the contents of the Housing Element amendment.
After Council discussion, Councilwoman Shaw moved, seconded by Councilman Dyda
to approve the concept of the draft working papers. The motion carried 4 - 0.
Councilwoman Shaw moved, seconded by Councilwoman Bacharach to approve the concept
of the Housing Committee consisting of the Planning Commission and the City
Council as committees of the whole. The motion carried 4 - 0. Staff will
draft rules procedure.
Councilwoman Bacharach moved, seconded by Councilwoman Shaw to request staff to
set up housing issue seminars as feasible. The motion carried 4 - 0.
Councilwoman Shaw moved, seconded by Mayor Hein to authorize staff to prepare
a survey and a plan of distribution. The motion carried 4 - 0.
ADJOURNMENT At 11:30 P.M. Council adjourned to
8:30 A.M. on Saturday, April 4th at
the Salvation Army, Crestmont
Facility. The motion was made by Councilwoman Bacharach, seconded by Councilwoman
Shaw and carried 4 - 0.
