CC MINS 19810610 ADJMINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING JUNE 10, 1981 The meeting was called to order at 7:15 P.M. by Mayor Jacki Bacharach, notice having been given with affidavit thereto on file. Roll call was answered as follows: PRESENT: HEIN, RYAN, SHAW, DYDA & MAYOR BACHARACH Also present were City Manager Donald Guluzzy, Director of Public Works Charles Abbott, Parks & Recreation Director Maynard Law,and City Attorney Patrick Coughlan. RECESS TO CLOSED SESSION Council immediately recessed to a closed session to discuss matters of pending litigation on motion of Councilman Dyda, seconded by Councilwoman Hein and carried. RECONVENE At 8:00 P.M. the meeting reconvened with the same members present on motion of Councilman Ryan, seconded by Council- woman Shaw and carried. KLONDIKE CANYON Councilman Dyda moved, seconded by (1801) Councilwoman Hein and carried that Dr.Ehlig's report dated June 2, 1981 regarding the artesian well for Klondike Canyon, as well as the Alderman, Swift & Lewis Drainage Report citing alternatives be made public. Councilman Dyda moved, seconded by Councilwoman Hein and carried that the Public Works Department be authorized to have Dr. Ehlig prepare a report on his findings and recommenda- tions as a result of the Moore and Taber work within two weeks of receipt of their data. PALOS VERDES DRIVE EAST (14 04) Councilman Dyda moved, seconded by Councilwoman Shaw and carried to authorize the Mayor to execute a contract with Wayne T. Vanwagoner & Associates for preliminary engineering services in an amount not to exceed $13,500 and to negotiate a contract for design services following selection of a design alternative, but not to exceed $25,650 for the design. The motion carried on the following roll call vote: AYES: NOES: HEIN, RYAN, SHAW, DYDA,& MAYOR BACHARACH NONE Councilman Dyda moved, seconded by Councilwoman Hein that the Traffic Committee hold a public hearing on the Hazard Elimination Safety Project for Palos Verdes Drive East and recommend an alternative to Council. BUDGET WORK SESSION Council then proceeded to discuss the proposed budget. Revenues & Expenditures - Council discussed proposed revenues and expenditures of the General Fund. Councilman Dyda moved, seconded by Councilwoman Hein that staff prepare a report listing the revenues and expenditures for the pool program. Community Services - Council tentatively approved a budget of $69,600 for Community Services. Environmental Services - Council tentatively approved a budget of $174,660 for this department. City Council - The travel and meeting budget was discussed and Council tentatively approved a budget of $15,000. Upon motion of Councilman Ryan, seconded by Council- woman Shaw and carried, Council approved an allowance of $50.00 per month for each member to cover mileage, food, and out -of- pocket expenses. Council may elect to itemize their actual expenses in lieu of receiving the $50.00. The motion carried on a four -one vote with Councilwoman Hein voting in opposition. Public Safety- The Traffic Committee recommended that Council retain a police officer to be the Community Relations Officer instead of hiring a civilian. Council approved the reinstatement of a uniformed sheriff's officer as the Community Relations Officer. The City Manager will obtain projected costs for 1981 -82. Parks & Recreation - Jerry Butman, 6739 Vallon Drive, requested that Council approve the request for a buffer zone planting at Rancho Palos Verdes Park. Marion Egger, 26504 Hawkhurst Drive, requested that the City repair the sidewalk in her neighborhood that has been damaged by tree roots. LADERA LINDA SCHOOL SITE Councilman Ryan moved, seconded by (1401) Councilwoman Shaw and carried to have staff prepare a report on the feasi- bility of using the Ladera Linda School site for the Parks & Recreation Department; look at the possibility of transferring Public Works or some other department to the Parks & Recreation Department's present site and prepare budget costs for moving staff to the Ladera Linda site. ADJOURNMENT At 12:00 midnight the meeting adjourned to June 15th for a Housing Committee Meeting on motion of Councilman Dyda, seconded by Councilwoman Shaw and carried. DONALD F.
