RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
MAY 26, 1981
The meeting was called to order at 7:30 P.M. by Mayor Jacki Bacharach, notice having
been given with affidavit thereto on file. Roll call was answered as follows:
PRESENT: DYDA, SHAW, & MAYOR BACHARACH
LATE ARRIVAL: HEIN @ 7:45 P.M. and
RYAN @ 7:47 P.M.
Also present were City Manager Donald Guluzzy, Director of Planning Sharon Hightower
and Director of Parks and Recreation Maynard Law.
PALOS VERDES ANTENNA Director Hightower presented the
staff report of April 24, 1981,
after which she recommended that the Council send a letter to the Palos Verdes Es-
tates City Hall stating the concern of the residents about view impact, property
value impacts, and electronic interference. Additionally, this letter should in-
quire if a Negative Declaration or an Environmental Impact Report has been prepared
for this antenna; request that we be notified about future hearings on this matter
and suggest that alternate sites be considered to lessen the antenna's impact.
Councilwoman Shaw moved, seconded by Councilwoman Hein and carried to adopt the staff
recommendation. The suggestion was made that we should indicate the number of homes
affected by this installation.
Councilman Ryan moved, seconded by Councilwoman Hein to draft a letter to send to
Motorola challenging their comments that this antenna would not cause any electronic
interference. Councilman Ryan will draft the letter. It was the consensus of Council
to send the School District a copy of the Negative Declaration because the informa-
tion appeared to conflict with the District's understanding.
CITY STREET SIGNS(1404) Councilman Ryan moved, seconded by
Councilman Dyda to add the name of
the City in reflective white lettering on the signs and that the name of the City be
spelled out in its entirety. The motion carried.
REOPEN AGENDA Councilman Dyda moved, seconded by
Councilman Ryan and carried to re-
open the agenda. Councilman Ryan moved, seconded by Councilwoman Shaw to receive
public testimony at this time. The motion carried.
CONSTRUCTION SHEDS /TRAILERS Matt Brunning of Brunning Const. Co.,
(1804) 727 Silver Spur, inquired if a Special
Use Permit was needed for a construction
trailer to be placed on a lot while a house is being constructed.
Councilwoman Shaw moved, seconded by Councilman Dyda to request staff review of this
matter and try to reduce the red tape in an effort to lower costs & report back to
Council as soon as possible.
COUNCIL POLICY REGARDING City Manager Guluzzy presented his
ADVISORY BOARDS AND draft describing the duties, responsi-
COMMITTEES (307) bilities, and alternatives for the ad-
visory boards and committees. This
draft recommended that the City Manager shall furnish necessary administrative and
technical support to these committees and commissions, as time and staff permit, but
in no event shall the board have the authority to direct any staff member working with
it to perform any work for its behalf without the approval and concurrence of the City
Manager or at the direction of the City Council.
It was the consensus of the Council that the Traffic Committee shall be advisory in
nature and that Council may refer tract maps to them for review. Councilman Dyda
moved, seconded by Councilwoman Shaw that this committee would now be referred to
as the Traffic Safety Committee. The motion carried on a three - two vote with
Hein and Ryan voting in opposition. It was also the consensus of Council that the
Parks & Recreation Committee shall be referred to as the Parks Facilities Committee.
ASSESSMENT CENTER The City Manager presented his report
FOR FINANCE DIRECTOR (1207) regarding the assessment center for
the Finance Director and requested
that Council approve the training for the City Staff and offer this service to the
other Peninsula cities on a pro rata basis. After staff has been trained in the assess-
ment center, they would make a recommendation of three final candidates to the City
Manager. City Manager will make final selection of the candidate. Councilman Dyda
moved, seconded by Councilwoman Shaw to approve an expenditure not to exceed $2,850
for the assessment center training. The motion carried on the following roll call vote:
