ADJOURNED REGULAR MEETING
JANUARY 13, 1981
The meeting was called to order at 6:06 P.M. by Mayor Barbara Hein at the City
Offices, notice having been given with affidavit thereto on file. Roll call
was answered as follows:
PRESENT: SHAW, DYDA, BACHARACH, RYAN & MAYOR HEIN
Also present were City Manager Donald Guluzzy, Director of Community Services
Tom Bandy, Capt. Ed Douglas, and Lt. Ben Hatfield of the Lomita Sheriff's
Station.
SHERIFF'S DEPARTMENT (1206) Council discussed with the represent-
atives of the Sheriff's Department
their concerns about such matters as roadside vendors along Palos Verdes Drive
South on weekends and additional traffic enforcement in that area.
It was the consensus of Council that the City Manager should send a letter to Capt.
Douglas addressing the City's sensitivities and request that the deputies be in-
formed about enforcing the laws in these areas.
At 7 :20 P.M. Capt. Douglas left the, meeting.
LONG RANGE FINANCIAL PLAN (602) Jim Harrington of Ralph Andersen and
Associates presented Volume I of the
Long Range Financial Plan which contained a draft of revenue and expenditure as-
sumptions; Volume II will deal with actual sources of revenues and expenditure
projects and alternative sources of revenue. This will be presented to Council
at a later date.
After Council discussion of the draft, Councilman Dyda moved, seconded by Council-
woman Shaw to accept the draft report. The motion carried 4 - 0 with Councilman
Ryan abstaining.
CIVIC CENTER - FEASIBILITY STUDY Council discussed the existing struc-
ALTERNATE FINANCING FOR CITY HALL tures at City Hall and feasibility
(1109) of remodeling these structures to
meet the needs of a City Hall.
It was the consensus of Council that staff should seek proposals based upon using
the existing facilities: find out what can be done with the two structures and
the land; develop a floor plan for Council chambers as part of City Hall or as
a separate facility. This proposal is to be based on a time and materials basis.

At 11:00 P.M. Council adjourned to
January 14 at 7:00 P.M. to inter-
view candidates for the Traffic Committee on motion of Councilwoman Shaw seconded
by Councilwoman Bacharach and carried.
