REGULAR ADJOURNED MEETING
OCTOBER 13, 1980
The meeting was called to order at 7:37 P.M. by Mayor Barbara Hein, notice having
been given with affidavit thereto on file. Roll call was answered as follows:
PRESENT: RYAN, SHAW, BACHARACH, DYDA & MAYOR HEIN
ABSENT: NONE
Also present were Acting City Manager Sharon W. Hightower, Director of Parks and
Recreation Maynard Law, and Director of Public Works Charles Abbott.
AGENDA APPROVAL The following items were added to the
agenda: Hawthorne Boulevard Repairs (To be
the..first item of business) , EPA Sanctions, Street Signs, Information on Abalone Cove
Assessment District, Council Retreat and Executive Session. It was the consensus of
Council to place the League Resolutions at the end of the agenda.
HAWTHORNE BOULEVARD REPAIRS (1404) Director Abbott explained that Hawthorne
Boulevard needs immediate repair, especially
the northbound lanes between Blackhorse and Rolling Hills Estates; he can do that
portion for Via Colinita and Crest within the budget and can just patch .Via Colinita
this year. Councilman Dyda moved, seconded by Councilwoman Shaw to defer repair of
Via Colinita and Crest and to repair Hawthorne Boulevard from Silver Spur to Rolling
Hills Estates. The motion carried.
PARKS, SCHOOL SITES & CIVIC
CENTER (1201 x 1109 x 1401)
following directions were given to staff.
There was extended Council discussion concerning
the options for the various parks and school
sites and for the Civic Center buildings. The
1. Defer architect selection until alternative financing
report is brought to Council. This matter is to have
top priority.
2. Pursue process and cost estimates of acquiring School
District building as soon as possible.
3. Proceed on Loma del Mar /Ladera Linda - Portuguese Bend
feasibility.
EPA SANCTIONS (601) Councilwoman Bacharach explained a request
for the City to oppose EPA. sanctions on
California and her recommendation not to oppose.
Councilman Ryan moved, seconded by Councilman Dyda to oppose EPA sanctions on
California. The motion carried on a three - two vote with Councilmembers Shaw
and Bacharach voting in opposition.
NEW STREET SIGN DESIGN (1404) Councilman Ryan requested that the City
initiate a new street sign design. He
then moved, seconded by Councilwoman Bacharach to have staff bring sign sketches
along with cost estimates to Council as soon as possible. These new signs are to be
used for new tracts and replacements. The motion carried.
INFORMATION ON ABALONE COVE Councilwoman Bacharach explained her concern
ASSESSMENT DISTRICT (1801) that all homeowners in Abalone Cove were not
receiving adequate information. She then
moved, seconded by Councilman Ryan to request staff send an up -date on the Abalone
Cove Assessment District to homeowners. The motion failed on a two - three vote with
Councilmembers Hein, Dyda and Shaw voting in opposition.
LEAGUE OF CALIFORNIA CITIES
RESOLUTIOS (1102)
Council discussed the resolutions and
directed the Mayor how to vote on these
issues.
COUNCIL RETREAT It was the consensus of Council to change
the date of the retreat from December 6
to December 13 at 9:00 A.M.
RECESS TO EXECUTIVE SESSION At 12:08 A.M. Council recessed to
executive session to discuss
personnel matters. The motion was
made by Councilman Ryan, seconded by Councilwoman Shaw and carried. At 12:14 A.M.
the meeting reconvened.
ACTING CITY MANAGER'S SALARY Councilwoman Shaw moved, seconded by
(1202) Councilman Dyda to authorize a 4% merit
increase to the Acting City Manager.
This early merit increase is granted due to her outstanding service as Acting City
Manager since March 31, 1980. The motion carried on the following roll call vote:
AYES: RYAN, SHAW, BACHARACH, DYDA & MAYOR HEIN
NOES: NONE
ADJOURNMENT: At 12:17 A.M. on motion of Councilman
Ryan, seconded by Councilwoman
Bacharach and carried Counci adjourned.
