Ryan at having been PRESENT: ABSENT: INTERVIEW OF APPLICANTS (106) M I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING NOVEMBER 22, 1982 was called to order at 7:00 P.M. by Mayor Robert the City Offices, 30942 Hawthorne Boulevard, notice given with affidavit thereto on file. HEIN, SHAW, DYDA, BACHARACH & MAYOR RYAN NONE TRAFFIC COMMITTEE Council interviewed the candidates f or the vacancy on the City's Traffic Committee. No action was taken. At this time City Manager Guluzzy, Public Works Director Abel, Administrative Services Director Laisure, Administrative Assistant Christensen and City Clerk Mary Jo Lofthus joined the meeting. PERIDIAN GROUP CONTRACT - POINT ADDITIONAL DESIG N (12 01) Director Abel presented a VICENTE PARK revised proposal of the fees SERVICES to be charged by the Peridian and when this became by Councilwoman Hein a maximum of $20,300 with the State and if The motion carried on Group. Council then discussed the handicapped requirements mandatory. Councilwoman Shaw moved, seconded to approve a minimum contract of $16,000 and with the handicapped requirements to be checked required to be negotiated for $4,300 or less. the following roll call vote: AYES: HEIN, SHAW, DYDA, BACHARACH, & MAYOR RYAN NOES: NONE COST OF LIVING ADJUSTMENT City Manager Guluzzy presented (1202) alternatives for Council con - sideration in determining the amount of COLA to be granted this fiscal year 1982 -83. After Council discussion, Councilman Dyda moved, seconded by Mayor Ryan, to compute a 4% cost of living raise based on the City's median salary range, determine the dollar amount, and apply that amount across the board. With the permission of the second, Mayor Ryan proposed an amendment that a 4% across the board cost of living adjustment be granted up to a maximum of $1,000 per year. Councilwoman Bacharach moved a second amendment, seconded by Mayor Ryan, to grant a 4% across the board adjustment up to a maximum of $1,200 per year. The amendment failed on a three - two vote with Councilmembers Ryan, Dyda, and Hein voting in opposition. The amendment to grant a 4% cost of living adjustment across the board up to a maximum of $1,000 per year carried unanimously. The motion as amended carried. SALARY RANGES (1202) vey of salary ranges for Council's City Manager Guluzzy presented the staff memorandum of November 15, 1982 which contained a sur- consideration. During Council discussion, it was the consensus to eliminate the Executive Secretary to the City Manager position, made the Adminis- trative Aide a staff position, add 4% to the base of those employees making less than the base of the range, and eliminate the range from the City Manager's position. Additionally, it was agreed to approve the caps on the Proposed Ranges as presented on the November 22, 1982 alternate proposals presented by staff. Management position salary range maximums were agreed upon as follows: City Clerk and Administrative Assistant to the City Manager - $30,000; Community Services Director - $35,000; Director of Leisure Services - $37,000; Environmental Services Director - $42,000, and Administrative Services Director - $42,0000 Council directed City Manager to: (1) Fold COLA and merit salary increases into "actual" salaries when granted; (2) Recommend revised salary ranges to City Council every three years; (3) Make the top of the approved salary ranges as the absolute limit for merit and COLA increases for the next 3 years as a minimum. Councilwoman Bacharach moved, seconded by Councilwoman Hein and carried to have a merit pool of 5% of all full -time and regular part -time salaries. Council requested that staff prepare a list of salary increases granted over the past year and submit to Council by January 30, 1983. Council directed staff to prepare a cost of living adjustment resolution for adoption at the December 7, 1982 Council meeting covering COLA, and merit increases and the revised salary ranges as approved as amended.
