Ryan at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard. APPROVAL OF AGENDA The City Clerk announced that the following items were added to the agenda: Report on Transportation Committee Meetings ( Bacharach), and fines and forfeitures (City Manager) . The agenda as amended was approved on motion of Councilman Dyda, seconded by Councilwoman Bacharach and carried. WAIVER OF FULL READING OF ORDINANCES AND RESOLUTIONS in full of all ordinances and resolutions to the waiver of the reading deemed to be reading of the title, unless specific req, reading of such ordinance or resolution. Councilman Dyda moved, seconded by Councilwoman Bacharach and carried to waive further reading adopted at this meeting with consent given by all councilmembers after nest was made at that time for the CONSENT CALENDAR The City Clerk announced that the A -5 (Housing Programs) , A -11 (P &R Reorganization), and A -14 (Tentative Tract Map No. 32322), were removed from the Consent Calendar and would be discussed at the end of the meeting. Staff recommended that the Mayor and City Clerk be directed to sign an agreement with Shaller Lohr; Inc. for a not to exceed amount of $6,500 to insure the quantity and quality of grading work done by Valley Crest Landscape. Council then discussed if there was any significant difference in the amount estimated by the contractor and the amounts estimated by Shaller & Lohr, and the cost of the grading bills on this job. Councilwoman Bacharach moved, seconded by Councilwoman Shaw to adopt staff recommendation. The motion carried on the following roll call vote: AYES. BACHARACH, DYDA, SHAW, & MAYOR RYAN NOES: NONE ABSENT: HEIN STREET LIGHTS AT HAWTHORNE BOULEVARD Director Abel presented the AND RAVENSPUR ROAD (1404) staff report of October 5, 1982 which summarized staff's analysis of the accidents occuring on Hawthorne Boulevard in the vicinity of Ravenspur Road. Staff recommended the following: (1) Approve the Traffic Committee's recommendation for intersection lighting at the Hawthorne /Ravenspur locations. (2) If funds are unavailable in fund reserves, this project should be added to the FY83 -84 CIP in the amount of $9,000 (FY82 dollars) and $600 be added to the street lighting operating costs. Council then discussed if street lights were really necessary in this inter- section, what the accident history of this intersection entailed, and if this should be placed as a priority item on the CIP projects. Representing the Traffic Committee was its Chairman Arline Grotz, who told the Council that there was a big turnout for the Committee's discussion of this item. Since the Committee had not previously recommended installation of street lighting, they had no data on before and after effects of such installations. Councilman Dyda moved, seconded by Mayor Ryan and carried to put this item in the FY1983 -84 CIP plan and get additional data to support installation of these lights. MIRALESTE FIRE STATION Representing the Miraleste Recreation (1201) X (603) and Park District was Board Vice Chairman Mike Gray who summarized his September 25, 1982 letter to the Council on the necessity of upgrading the fire facilities in the Miraleste area. Additionally, this letter contained a Pro P osed'Site Analysis for building a fire station at the intersection of Palos Verdes Drive East near the High School. Council then discussed if L. A. County Fire Department knew about this location and if it was satisfactory to them; concern was expressed about the traffic hazards of this intersection and if it would be a good place for a fire station. It was the consensus of Council that the City should send a letter to Supervisor Dana indicating that Assistant Fire Chief Ray Brunstrom had looked at this location and ask whether the County wants to pursue it; the letter should remind the Supervisor that the County is committed to upgrading fire service in the Miraleste area and if this suggested location is not satisfactory then the County should find another site. COUNCIL -4- OCTOBER 59 1982 RAILROAD RIGHT -OF -WAY - LETTER FROM THE CITY OF HERMOSA BEACH (310 x 1505) Hermosa Beach's request for support portation potential of the railroad of E1 Segundo, Manhattan Beach, Her Councilwoman Shaw moved, seconded by Councilwoman Bacharach and carried to send a letter to the Coastal Com- mission in support of the City of for an all encompassing study for the trans - right -of -way which passes through the cities mosa Beach, and Redondo Beach, BID PROCESS (306 x 602) Councilwoman Bacharach moved, seconded by Councilwoman Shaw to have the bids opened by staff during working hours. With the permission of the maker and second, Councilman Dyda requested an amendment that all of the bids be provided to'Council and that they be evaluated on the same baseline. The motion as amended carried. REPORT ON TRANSPORTATION Councilwoman Bacharach briefed COMMITTEE MEETINGS (1505) the Council on the RFP process that the Committee was considering to evaluate the transportation needs of the Peninsula. It-was the consensus of Council to support the Committee's process. INTERPRETATIVE CENTER (1801) Council briefly discussed the text of the whale display at the Interpretive Center. It was the consensus that all Council members would give staff their written comments by the following Friday so it could be rewritten and presented in the status report. RECESS At 9:00 P.M. Mayor Ryan declared a recess. The meeting reconvened at 9:10. OCTOBER 19 COUNCIL MEETING It was the consensus of Council that because of the conflict with the League of California Cities meeting'in San Diego, the October 19 Council meeting should be cancelled. Bills will be paid and ratified at the November 3, 1982 meeting. STATUS REPORT Council requested due dates on Item No. 1 (expediting process on undergrounding districts) and No. 14. (Abalone Cove Beach turning pockets.) FINES & FORFEITURES - COUNTY'S Councilman Dyda moved, seconded PROPOSAL TO CHANGE DISTRIBUTION by Councilwoman Shaw and carried (308) to oppose the County's proposal to amend the Penal Code Section 1463 to provide a 50 -50 distribution of municipal court fines and forfeitures between cities and counties. HOUSING PROGRAMS Associate Planner Ann Negendank (701) presented the October 5, 1982 staff memorandum which recommended that Council direct staff to begin work on the housing programs as outlined on the chart presented in the agenda package. After Council discussion of how the Parks & Recreation reorganization would impact the scheduling of this housing program it was the consensus that staff should give Council a better integrated schedule of the Parks & Recreation responsibilities and the housing program schedule. Councilwoman Shaw moved, seconded by Councilwoman Bacharach and carried that the eight items listed on the housing program be adopted as the City's housing work program.
