Councilman Dyda moved, seconded by Councilwoman Shaw and carried to INTRODUCE ORDINANCE N0. 160 OF THE CITY OF RANCHO PALOS VERDES APPROVING ZONE CHANGE N0. 11. RESOLUTION NO. 82 -64 - APPLYING Mayor Ryan declared the hearing CERTAIN PROVISIONS OF THE STATE open on this request from VEHICLE CODE TO PRIVATE PROPERTY Marineland to perform traffic =- MARINELAND (1206 x 1502) enforcement duties on Marineland's property. The City Clerk reported that notice had been published and that no written protests had been received. City Manager Guluzzy presented the staff report of September 1 which explained that the California. Vehicle Code allows cities to enforce traffic regulations and controls on privately owned and maintained off - street parking facilities. This can be enacted by either ordinance or resolution. Responding to the Mayor's call for public testimony was John Corcoran, General Manager of Marineland, who told the Council that there are frequent violations of the handicapped parking spaces and patrolling by the Sheriff's Department is the only way to enforce that regulation. There being no further response to the Mayor's call for public testimony, he declared the hearing closed. Council then discussed the costs involved in having the Sheriff perform this additional patrolling, if this would affect response time on City calls, the amount of fines and forfeitures accruing to the City from this patrolling, and if this situation should be tracked for a year to find out how much time will be spent on it. Councilwoman Shaw moved, seconded by Councilwoman Hein and carried to ADOPT RI.aOLUTION NO. 82 -64 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPLYING CERTAIN PROVISIONS OF THE STATE VEHICLE CODE TO PRIVATELY OWNED AND MAINTAINED OFF STREET PARKING FACILITIES. COUNCIL -3- SEPTEMBER 79 1982 Councilwoman Hein moved, seconded by Mayor Ryan to keep track of the traffic calls at Marineland for one year and bring that information back to Council. After discussion of how this patrolling compared with patrolling on certain private streets within the City and the amount of time involved in this recordkeeping, the motion failed on a three - two vote with Councilmembers Bacharach, Dyda, and Shaw voting in opposition. DISSOLUTION OF EL PRADO Community Services Director Bandy RECREATION AND PARK DISTRICT presented the staff report of (1201) August 30, 1982 which outlined the request from the E1 Prado Parks & Recreation Board of Directors to dissolve that district because of its very limited operation. Staff recommended that Council direct staff to proceed with the creation of a subsidiary district to replace the El Prado Recreation and Park District. Council then discussed the fact that the property tax collected would be restricted for use in that district only, and if there would be an administrative fee for this district. Concern was expressed that perhaps other groups would expect the City to maintain other entryways within the City if homeowners groups couldn't afford their maintenance. Councilwoman Bacharach moved, seconded by Councilwoman Shaw, to direct staff to proceed with the creation of a subsidiary district to replace the E1 Prado Recreation and Park District. Representing the E1 Prado District was Kenneth Kalbfleisch, Vice Chairman of the Board of Directors. He told the Council that since the district pays only two light bills the staff recommendation to form a subsiduary district would be a more efficient way to serve the community. Should the City decide to remove the stone entryway and lights, the Board would want to be involved in this because he felt the homes association would want to reconsider taking over the responsibility for maintenance. Considering the comments made by Mr. Kalbfleisch, it was the consensus of Council that should the decision ever be made to remove the stone entryway and lights then the City should inform the district prior to such action being taken. The motion to adopt staff's recommendation carried unanimously. INSPECTION AT 100 VANDERLIP DRIVE Commenting that he had talked with (1801) the City Attorney about this matter, Mayor Ryan requested that the Council consider postponing this matter for 30 days to give the City Attorney an opportunity to review it. Councilman Dyda so moved, seconded by Councilwoman Shaw and carried. ORDINANCE NO. 161 - SANITARY SEWER Director Hightower presented the AND INDUSTRIAL WASTE (1402) staff-report on this proposed ordinance which adopts by reference the Los Angeles County Sanitary Sewer and Industrial Waste Regulations and amends the municipal code. Councilwoman Shaw moved, seconded by Councilman Dyda and carried to INTRODUCE ORDINANCE N0, 161 OF THE CITY OF RANCHO PALOS VERDES ADOPTING BY REFERENCE PURSUANT TO SECTION 50022.2 OF THE GOVERNMENT CODE, LOS ANGELES COUNTY CODE, TITLE 209 UTILITIES, DIVISION 29 SANITARY SEWERS AND INDUSTRIAL WASTE, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE, IMPROVEMENT OF HAWTHORNE Director Abel presented the staff BOULEVARD (1404) report of September 7, 1982 which explained that negotiations had taken place between the City, Rolling Hills Estates and the County of Los Angeles to jointly reconstruct Hawthorne Boulevard from Silver Spur to Palos Verdes Drive North. The City has -greed to pay half its jurisdictional share of the construction cost, and the County has agreed to pay the other half. The City's portion will be funded by the Federal Hazard Elimination Safety (HES) Program. Also included in the construction package is an improvement to Palos Verdes Drive East which is COUNCIL -4- SEPTEMBER 79 1982 Z86T `L 2I3gWaZd3S -S- ZI •aSuugo auoz u joj asanbea s,uoxTH •sa;q uodn ATgvioAEj ROOT TTounoO jugj palsanboa aqs 61OA9MOq !IT IsuTuBE japao janoo aqa jo asnuoaq 3egq op of aTgEun Mou sum Inq aquisa s,uoxTH •saN IV uoT2dao9a SUTppaM IN pToq 03 pauuuTd puq aqs 4ug4 TTounoO aqj pTOI 199alS AaTPEH •g OZ '7£T `uuEa=V TuTf 008T) 3ZVZS3 KOXIH •OSTu E91E sTgI MOIJ p9AOm91_saajj.prap aq3 anuq of aSuullu pTnogs JJEIs lugs TTounoO jo snsuasuoo aqi SEA IT 6 ,KTTEUOT3TppV • IT SUTTpuuq JOJ SOAT4EU184TE puu uoT3uooT sTgl IV smaTgoad 93uuua4uTEm aql uo sAEp 0£ UTgITM TTounoO of Aouq liodai jjuls lvgl paTaluO puE goE.zugOEg UeMOMTTounoO Aq papuooas paAOM EpAQ uEmTTounoO 'uOTIEOOT STgI IV mOISAS 19TAuTids aqI PTTngaa o4 of spTq SuT1192 uo saaojja S,jjvlS jo sn4Eis 9q2 jo uoTssnosTp TTounoO j9jjV •OPTSTTTq STg2 30 aouEUa:luTEm mla:t SUOT aq:l -3nogE paujaouoo sum aqs 3uq:l TTOUnOD a12 pTo:l oqM 693ETJ MTOH £OZZ£ 6PI03PTH TOJEO SEA suoTisanb aouaTpnE joj (TOZT) 3QISggIH TTEO s , joAvK aq2 o2 SuTpuodsag V(IHI'I V213Qv'I 30 3ONVialNiVK SiqOIZSgnb aoNaIQnv •SUTpunj SIT 03 joadsaa glTm 2UT399m OTTgnd E UT SuTIOTdxa gIJOm ST AITTTOEJ UOTIu91391 8 sE juamdOTanap Jo adaouoo aq2 jrg4 puE PTaT3 SUTAETd puag asaanliod jo juamdOTaAap aqj jo jdaquoo 8q4 UT IT19M spuTJ TTounoO lug3 paTIazz puE AEgS uumOMTTounoO Aq papuooas 6panom EpAQ uumTTOunoO (• pasnoxa sum Aaujo44V A4TO aq4 •y1• d 90:6 ITT) • TTounoO AITO aqj of sSuT.iEaq asogj jo sSuTpuTj aq:l Iuasaad ATpuanbasgns pTnom puE -)Iiud aqj jo asn aq4 uo sSuTauaq oTTgnd pToq of posodoad aajgTmmoO aqi lug3 pTuS OH •SuTsodoad Mou sum 9933TMMOD aqj jugm puE paUSTsap uaaq ,&TTuuTSTao puq -AiEd sTq:t Aoq jo (TOZT) sagzlaAs paquasaad uosAov f ue=TEgO SQZ3I3 omi xvia c[Nag 3S3nOnZ210d •laodai snjuls axau sTq UT TTounoO oa Iouq liodai puE mzTj quamaSuuEm uoTionalsuoo aqj g3TM smalT oml asagl uo do AOTTOJ pTnogs aaSEuvK A4TO aqj 3Egj TTOunoO jo snsuasuoo aqj sEA 31 •suETd TuuTSTIO aqj o2 SuTpa000E ITTnq uaaq puq maaq aqj jvgj puE azTs uOT49Tn2aa aq poapuT pTnom PTaTJ aqq jugj pauTmzagap sum IT guoTssnosTp TTounoO aaljV •mzaq aq3 jo 3g2Taq IU93Tnsaa aq3 puv paaaAOT uaaq puq IT 3ug3 Mou PTaTJ aa000s aqj jo g3SUaT :Aavd aq3 jo s3oadsu om3 2uTpjv2aa u.zaouoo passeadxa uos -Aour (TOZT) peal uEmaTugO uoT3Eaaz9jj I sAava KOMOMUSH0O XHVd 3SS3H • mnpuEaomam aTaq:t uT Pa:IsTT smalT aq3 uo uoT3EmaojuT 9aOM apTAOad pTnogs UOTSSTMMOD SUTUUPTd aq3 lugs TTOunoO jo snsuasuoo aqj sum IT 'uOTssTmmOO SuTUUETd aqa moij mnpuujomam (£OZT x Z09) NVU901Id Z86T 60-£ jsnSnV aq3 SUTMaTAaa uI ZONRAO?I NI 'IVZIdVO - HOISSINKOO DNIHNVrId •UOTIupuamU0391 J JEJS 9q4 aAOaddE 04 paTIJEO puE UT9H uumomTTounoO Aq papuooas gpaAom EpAU usmTTaunoO •avaS jad 00.0£T$ jo aaj TEjuaj E jol ToogOS Aaasinx OATIuiadooO puag asanSnlaod aqj Aq -Aaud gouag aAOO auoTugV jo asn SuTilTmiad 3u9m9aa2E pasodoad aq2 anoaddu TTounoO jugj papuammooaa jju3S •ToogoS AaasanK aATIEaadooO sTgj Aq gouag OAOO auoTugV jo asn aql pauTETdxa gOTgm Z86T `T (TOZT) M J HOV39 HAOO HM07dgV aagmajdaS jo 4jodaa j jvls aq4 30 3Sn 2103 ZN 4H21'HDV KUHSIMN paluasaid AzznTnq aaSEuuyi AITO 3AIlVU21dO0O GNU 3SgnDfIIUOd •UOTIupuamMODOz JJVIS aq2 jdopE 04 paTlIVO puE gOElugoug UEmOMTTounoO Aq papuooas 6p9AOm MEgS UVMOMTTounoO •AlunoO aqq puE 994PISg STTTH $uTTTO21 30 A4TO aql glTA 4u9maal2E 4UT4 aq2 uSTs 03 JOAV1 aql 339ITp TT OunOO AITO 9q3 4ugl papuaumaoOal jju3S •TOlIuo0 SuTJaauTSua IuapTsal aql utu2uTEm 04 Spaau AITO 9q2 4ivanbasuoo 4puu SUTpunj aql uo SUOT:IOTJ:ISal aq:l o:j anp pauTgmoo aag 31:tom :Isug aATIQ SOPJaA SOTud aql puE AJOM aulOgIMEH aqs •IUU12 S3H amES aqq Aq popunj LOWER NIKE SITE - LEASE AGREEMENTS Commenting on the format of these WITH MESSRS.
