Ryan at the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard. After the Pledge of Allegiance to the flag, roll call was answered as follows: PRESENT: SHAW, BACHARACH, & MAYOR RYAN ABSENT: HEIN AND DYDA Also present were City Manager Donald Guluzzy, Associate Planner Ann Negendank Director of Public Works Carl Abel, Director of Administrative Services Kiti Laisure, and City Clerk Mary Jo Lofthus, APPROVAL OF AGENDA The City Clerk announced the following additions: Contracts with Shaller & Lohr, Kammayer, and Tom Moon & Associates, Invoices for Hesse Park, Resolution providing Revenue Sharing Credit for Fire Protection Taxes paid,.and Abalone Cove Beach Park Passes. The agenda as amended was approved on Motion of Councilwoman Shaw, seconded by Councilwoman Bacharach and carried. WAIVER OF FULL READING OF ORDINANCES Councilwoman Bacharach moved, AND RESOLUTIONS seconded by Councilwoman Shaw and carried to waive further reading in full of all ordinances and resolutions adopted at this meeting with consent to the waiver of the reading deemed to be given by all council - members after reading of the title, unless specific request was made at that time for the reading of such ordinance or resolution. �E CONSENT CALENDAR The City Clerk announced that the Register of Demands had been removed from the Consent Calendar; the remainder of items were approved on motion of Councilwoman Shaw, seconded by Councilwoman Bacharach and carried. 0i Approved as presented the minutes of July 21, 1982. Councilwoman Bacharach moved, seconded by Councilwoman Shaw to approve the contract with General Security Systems not to exceed $23,825 and request that TM Cablevision purchase the same type of system for Building No. 5 at Ladera Linda. The motion carried on the following roll call vote: AYES: BACHARACH, SHAW, & MAYOR RYAN NOES: NONE ABSENT: HEIN & DYDA GENERAL PLAN UPDATE (701) After Council discussion of whether the Planning Commission should form a subcommittee to handle this update, the resultant staff time that would require, the priorities already established for the Planning Department and the fact that this item has a low Council priority, Council- woman Shaw moved, seconded by Councilwoman Bacharach and carried to receive and f ile this request. PARKING PROBLEM ON UPPER Referring to the overflow of BARKENTINE (1502) beach,-,parking--on i1pper-- Barken -- tine Road, Mayor Ryan requested that this matter be referred to the Traffic Committee. Councilwoman Shaw so moved, seconded by Council- woman Bacharach and carried. AUDIENCE QUESTIONS HIXSON ESTATE WEDDINGS (1801) Responding to the Mayor's call for questions from the audience was David Field, 11421 Bowles Avenue, Garden Grove, who requested that the Council grant a variance so he could hold his wedding at the Hixon Estate. It was the consensus of Council that Mr. Field should have his attorney contact the judge in that matter for consideration of this variance. MAINTENANCE OF LADERA LINDA Carol Midford, 32203 Helm HILLSIDE (1201) Place, presented pictures of the Ladera Linda hillside which abuts her property and requested that the City clear the shrubs because she felt it presented a fire hazard. The Public Works Director reported that he had contacted the California Conservation Corps and had made arrangements for them to clear that hillside next week. Additionally, he is preparing a cost estimate for repairing the existing sprinkler system. It was the consensus of Council that this item should be budgeted for this fiscal year. HESSE PARK - PAYMENT ON INVOICES City Manager Guluzzy summarized WITH KAMMAYER, TOM MOON & ASSOCIATES the changes made to the: agree - AND SHALLER & ROHR "(1201) ments with these companies: these changes dealt with insurance provisions and had been reviewed and approved by the City Attorney. Mr. Guluzzy requested Council approval of these agreements as amended and additionally,requested that payment of the invoices listed in his August 12 memorandum be added to the register of demands. Councilwoman Shaw moved, seconded by Councilwoman Bacharach to approve these contracts as amended. The motion carried. Councilwoman Bacharach moved, seconded by Councilwoman Shaw to add payment of $$16,642.33 to the Reynolds Group, $3,133.37 to Tom Moon and Associates and $3,222.50 to Shaller & Lohr and that payment of these amounts be added to the register of demands. NO. 82 -56 - REGISTER OF RESOLUTION N0, 82 -56 OF THE CITY DEMANDS COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1629235.639 DEMAND NUMBERS 1842 THROUGH 19189 AND 11173 THROUGH 11185 was presented by title and approved as amended on motion...�of Councilwoman Shaw, seconded by Councilwoman Bacharach and carried on the following roll call vote: AYES: SHAW, BACHARACH, & MAYOR RYAN NOES: NONE ABSENT: ,HEIN AND DYDA RESOL, N0. 82 -57 - PROVIDING FOR RESOLUTION NO. 82 -57 OF THE CITY REVENUE SHARING CREDIT FOR FIRE COUNCIL OF THE CITY OF RANCHO PROTECTION (603) PALOS VERDES PROVIDING REVENUE SHARING CREDIT FOR FIRE PROTECTION TAXES PAID BY THE CITY PROPERTY OWNERS was presented by title and approved on motion of Councilwoman Shaw, seconded by Councilwoman Bacharach and carried. ABALONE COVE BEACH PASSES Citing the fact that this would (1201) reduce administrative paperwork, City Manager Guluzzy.suggested that Council consider issuance of annual passes to the Abalone Cove Beach Parking lot. Councilwoman Shaw moved, seconded by Councilwoman Bahcarach and carried to authorize monthly passes for $25 and annual passes for $200 for Abalone Cove Beach Parking lot after it has been ascertained by the City Manager that these charges are not in violation of the City's contract with the County of Los Angeles for operation of this beach. It was the consensus of Council that these passes should be pro rated. ADJOURNMENT At 8:35 P.M. Councilwoman Shaw moved, seconded by Councilwoman Bacharach and carried to adjourn the meeting.
