CC MINS 19830926 ADJMINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING September 26, 1983 The meeting was called to order at 7:30 by Mayor Robert E. Ryan at the Palos Verdes Peninsula Unified School District Building, notice having been given With affidavit thereto on file. The following were present: PRESENT: BACHARACH, DYDA, REIN, AND MAYOR RYAN ABSENT: NONE Also present were City Manager Donald Galuzzy, City Attorney Steve Dorsey, Environmental Services Director Sharon Hightower, Associate Planner Alice Angus and City Clerk Mary Jo Lof thus . GENERAL PLAN AMENDMENT #12 - Mayor Ryan briefly summarized this GOLDED COVE DEVELOPMENT proposal and explained the effects (701) of enlarging the center as a commercial zone versus the effects of residential zoning. Speaking in favor of this project was the developer Howard Adler, 204 Fourth Street, Santa Ana, who said that he was principal owner of the property and in joint partnership with Bredero Hawthorne Investors. He said he would like a decision made on this project at the meeting. Additionally, he defined the income classification used in arriving at the price of these proposed housing units. Council discussion then centered on the income group that would be eligible for these residential units. Speaking in favor of the moderate income housing was Norma Fox, 59270 Armaga Springs Road, and Barbara Gleghorn, 28850 Crestridge Road. Speaking in opposition to the residential zoning were the following residents: Fred Eaton, 30615 Cartier Dr.; Bonnie Ambler, 30744 Rue de la Pierre; Jeanette Mucha, 5538 Littlebow Rd; Louella Wike, 29172 Oceanridge Rd.; Franklyn Weiss, 30711 Via la Cresta Dr.; Elizabeth Kelly, 6611 Vallon Dr.; Virginia Leon, 30413 Via Cambron; and Paul Cayley, 6905 Vallon Drive. RECESS At 9:10, Mayor Ryan declared a brief recess. The meeting resumed at 9:30 p.m. Also speaking in opposition to the project was Mr. Grant Stucki, 31319 Marne Drive. Mayor Ryan closed public hearing on this matter. Councilwoman Bacharach moved, seconded by Councilwoman Hein to give conceptual approval to residential zoning, refer for further study the question of density starting at 6 -12 units and down per acre and go through the entire range of available tradeoffs in the residential zoning category. Discussion then followed on whether or not a study should be conducted to determine land use in this area, the kind of study conducted by the developer, and whether a commercial development is viable in the area. The motion failed on a 2 -2 vote with Councilmembers Ryan and Dyda voting in apposition. Councilman Dyda moved, seconded by Mayor Ryan to conduct two studies: (1) to examine the ability to maintain a commercial zone in Golden Cove and concurrently therewith conduct a study of the impact and sustainability of density starting at 6 -12 units per acre and going down. After additional discussion of land use, Councilman Dyda withdrew his motion. Councilman Dyda moved, seconded by Councilwoman Hein to have an independent study made on the Golden Cove property to determine what land uses contained within the General Plan are sustainable on that property. The motion carried on the following roll call vote: AYES: DYDA , HE IN , AND MAYOR RYAN NOES: BACHARACH ABSENT: NONE Councilman Dyda moved, seconded by Councilwoman Hein to instruct staff to negotiate with a consulting firm to contract this study for a cost not to exceed $15,000 and that the contract be brought to the October 18th meeting. The motion carried on the follow ing role call vote: AYES: DYDA, HEIN, AND MAYOR RYAN NOES: BACHARACH ABSENT: NONE RECESS At 10:35, Mayor Ryan declared a brief recess. The meeting reconvened at 10:55 P.M. RESOLUTION 183 -63 - RESOLUTION N0. 83 -63 OF THE CITY COUNCIL OF THE CITY AMENDMENT TO THE OF RANCHO PALOS VERDES REQUESTING THAT THE LEAGUE VEHICLE CODE OF CALIFORNIA CITIES SUPPORT AN AMENDMENT TO TAE (1502) VEHICLE CODE RECOGNIZING DECREASE OF LOCAL SPEED LIMITS DUE TO SUSTAINED DESCENDING GRADE was read by title and adopted on motion of Councilman Dyda, seconded by Councilwoman Bacharach and carried.
