CC MINS 19830919 ADJM I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting September 19, 1983 The meeting was called to order at 8:15 by Mayor Robert E. Ryan at the Tasman Sea Restaurant, 29601 South Western Avenue, Rancho Palos Verdes, notice having been given with affidavit thereto on file. PRESENT: HEIN, BACHARACH, DYDA and MAYOR RYAN ABSENT: NONE Also present were City Manager Donald Guluzzy; Adminstrative Services Director Kiti Laisure, City Clerk Mary Jo Lofthus, Director of Public Works Carl Abel, Deputy Director Charles Abbott, Director of Environmental Services Sharon W. Hightower and Associate Planner Alice Angus. SUBCOMMITTEE #1 - HOUSING, Donald Heep, Chairman of this Committee, URBAN DESIGN, COMMERCIAL summarized the Committee's areas of concern: AND NOISE ABATEMENT. neighborhood incentives for improvements, minimizing and monitoring unsatisfactory con- ditions in some areas of the City, investiga- tion of Federal programs, removal of graffiti, improvement of some of the commercial area, and establishment of an architectural committee. Additionally, the Committee was concerned about sign regulations, minimizing the effects of the commercial area on adjacent residen- tial zones, the drive through at Carl's Jr., floodlighting, and noise. The matter of the safety of the reservoir near the Rolling Hills Riviera section was also discussed and the suggestion was made that perhaps some review should be made of the Metropolitan Water Districts geological studies for that area. Council and committee discussion then followed on future development for the Green Hills Area, and zoning of school property should they be closed at some time in the future. Additional discussion took place regarding the fire hazard in the canyon area near Caddington and Jaybrook Streets. SUBCOMMITTEE #2 - INTEGRA- Chairman Andy Bonacich directed the Council's TION, NEIGHBORHOODS AND attention to Page 15 of the East View Goals COMPATIBILITY Committee report dated August, 1983 and in particular, to Paragraphs 1, 2 and 50 Comments were then made regarding Rancho Palos Verdes Transit, and whether or not it would be available to residents of the area to take to the San Pedro Hospital. Discussion then followed on whether or not all residents had received the recent issue of the City's newsletter. They were advised that if they didn't receive it within a week to contact the Community Services Director. SUBCOMMITTEE #3 - OPEN SPACE Chairman Leo Connolly talked about the CONSERVATION - RESOURCES problems with the ZIP code and the fact AND CIRCULATION that the City's letter had not been dis- (701) tributed to all the residents. It was the consensus of Council that the City Manager should arrange a follow up meeting with Postmaster Goode and perhaps should send a registered letter to postmasters of the Palos Verdes Peninsula, Inglewood, and Long Beach and cite the problems which continue with the delivery of mail to the 90717 and 90732 ZIP codes. Mr. Connolly then listed the areas of concern for his Subcommittee: enforcement of existing ordinances, integration of the public transportation system, and the development of a green belt in the area of the Sanitation District property. The Committee recommended a passive park for that area. Additionally, the Committee was concerned about the volume of traffic on Western Avenue and the protection of views. He also cited the development of the Lockland Dairy Area where a condominium development is planned and, in particular, the satellite dish proposed for the roof of that building. Additional discussion between the Council and the Committee took place regarding the transit system and the suggestion was made that perhaps a resident of Eastview should be appointed to the Citizen's Advisory Committee on Tranportation. Director Hightower then summarized the process for integration of the Committee's suggestions into the City's General Plan and commented on the tentative schedule for public hearings before the Planning Commission and the City Council.
