ADJOURNED REGULAR FETING
AUGUST 15, 1983
The meeting was called to order at 7:39 P.M. by Mayor Pro Ten Ken Dyda, at
the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard.
PRESENT: HEIN, BACHARACH, MAYOR PRO TEM DYDA
ABSENT: MAYOR RYAN
Also present were City Manager Donald F. Guluzzy, Leisure Services Director
Mary Thomas, Recreation Supervisor Bill Stout, Administrative Services
Director Laisure, Recreation and Parks Committee Chairman Fred Jackson,
and Administrative Analyst Greg Beaubien.
The subject for discussion at this Budget Workshop Meeting was the Leisure
Services Budget.
Leisure Services Director Mary Thomas presented an overview of the entire
Operating Budget for this department. According to the format followed at
previous Budget Workshops there was a discussion of the City Manager's
blue -lined items. Director Mary Thomas explained that she and the City
Manager are in total agreement on this budget. She further explained
differences in the personnel requirements on this budget as to compared to
the prior years' budget.
Parks and Recreation Committee Chairman Fred Jackson told of major shifts
in policy that may become necessary as the new parks come on line, for
instance, more management responsibilities may be needed. He also stated
that he felt this Operating Budget was very tight. Staffing levels were
discussed for all park sites.
At this point there was a minute order by the Council. This was that the
Council agreed to have the Parks and Recreation Committee come back with
ideas for park dedications. Director Mary Thomas is to report back to the
Council regarding attendance trends at the drop -in programs at the four
school sites.
The Therapeutic Program was next under discussion. Mary Thomas explained
that due to bussing of children after school it is felt by her that the
Therapeutic Program will either have to be held daily after school or have
no program at all this year. This would cost an additional $3,000 which
would have to be added to the budget for this program in order to have a
daily schedule. It was 'owed by Councilwoman Bacharach, seconded by
Councilwoman Hein to accept this addition on first review. The consensus
of the discussion at this time was to ask other cities with children in
this programs to help as subsidize the entire programs in a percentage equal
to the number of children from their city. A letter Will be sent from the
City Manager of Rancho Palos Verdes to the City Manager of Palos Verdes
Estates regarding this.
VISA/MASTER CHARGE Discussion followed regarding the merits
of using a Visa/Master Charge system of
enrollment in recreation classes. Questions
were asked regarding the City's costs in this program in relative benefit.
It was noted by Bill Stout that in his previous experience using a system
of this sort the recreation classes attendance has been increased by
approximately 20X0
VOLUNTEERS The next item to �e discussed was volunteers
in the recrgation program. The value of
volunteers in this program was acknowledged
and rewards were discussed." It was pointed out that over 2,000 hours of
labor was volunteered during the past year. It was directed that staff
bring back a report on appropriate rewards. Among the rewards discussed
were T- shirts, pins, certificates, etc.

ABALONE COVE BEACH The City Manager was directed to report
on Abalone Cove Beach operations at the
next Regular City Council Meeting on
September 6,'1983.
Further discussion involved having the telephone lines at the City Hall
connected to the parks as extensions and going through our switchboard.
Director Mary Thomas pointed out that this was not a viable solution to the
problem and she was directed to ask the Environmental Services Department
for information on a study that they had done prior to this.
Councilwoman Bacharach moved to pass the entire Leisure Services Budget on
first review. This motion was seconded by Councilwoman Hein and it
carried.
Director Mary Thomas then presented a memo on revenue generating alternatives
at Point Vicente Interpretive Center. These were discussed. Councilwoman
Bacharach was opposed to any parking fee but was also in favor of a small
admission fee to the Interpretive Center. Mayor Pro Tem Dyda stated that
a precedent had been set for parking fees at the Abalone Cove Beach.
Discussion followed. At this time it was determined not to charge parking
fees at Point Vicente Park until 6 months after opening of the park and
then reviewing the situation once again.
At this time it was moved by Councilwoman Bacharach to approve $3,000 for
gift shop inventory and display cases and direct staff to implement a
docent run gift shop at Point Vicente Park. This motion was seconded by
Councilwoman Hein and carried. Staff was directed to contact the Friends of
the Library regarding their gift shop. Councilwoman Bacharach then made a
motion to direct the staff to prepare a letter for the Mayor's signature
seeking corporate donations for the park operations. This motion was seconded
by Councilwoman Hein and carried. Mayor Pro Tem Dyda moved that an admission
fee of 501 for adults, 251 for seniors over 55 years of age and children
under 12 years of age be established at Point Vicente Park. These fees would
exclude school sponsored tours for enrolled students. The motion was seconded
by Councilwoman Hein and carried.
OIL LEASE /SANTA MONICA A letter from the City of Santa Monica
regarding federal oil leases in the harbor
near their city was received and filed.
WORKSHOP DATE It was determined to have another Budget
Workshop Meeting on August 22, 1983 at
7:30 P.M. Council suggested having the
public hearings on the Operating and Capital Improvement Budgets at the
Regular City Council Meeting on September 20, 1983.
ADJOURNMENT Mayor Pro Tem Dyda moved that the meeting
be adjourned at 11:15 P.M. This motion
was seconded by Councilwoman Bacharach
and carried.
