CC MINS 19830811 JNTM I N U T E S — .010M — — — — — JOINT MEETING City Council /Parks and Recreation Committee August 11, 1983 The Parks and Recreation Committee was called to order by Chairman Jackson at 7 :07 P.M. in the Community Room, 30942 Hawthorne Boulevard. PRESENT: Bolton, Corcoran, Gibson, Jackson ABSENT: None LATE ARRIVAL: Zamos (7:35 P.M.) ALSO PRESENT: Counc i lmembe rs Bacharach and Dyda, Director of Leisure Services Mary Thomas, Director of Environmental Services Sharon W. Hightower. 10th ANNIVERSARY The Committee and the Council Sub - Committee PARTY discussed the history of the 10th Anniver- sary Party and what might be done. The use of all of Hesse Park and its dedica- tion at the same time is precluded due to delays in completion of construction. Various alternatives were discussed and it was decided that Council would discuss the item further later in the meeting. The City Council was called to order by Mayor Pro Tem Dyda at 7:55 P . M . PRESENT: Bacharach, Hein, Dyda ABSENT: Ryan LATE ARRIVAL: None ALSO PRESENT: Director of Leisure Services Mary Thomas, Director of Environmental Services Sharon W. Hightower, Director of Administrative Services Kiti taisure, Director of Community Services Tom Bandy, City Clerk Mary Jo Lof thus , and Public Works representative Charles Abbott. JOINT MEETING DISCUSSION OF ROLES OF PARKS AND RECREATION COMMITTEE (306 x 1201) The Council and Committee discussed the outline of topics provided in the agenda: passive vs. active roles and participation in budget preparation, gifts program, long term park planning, and the volunteer program. Based on the discussion the following actions were taken by Council: 1. It was moved by Councilwoman Hein, seconded by Councilwoman Bacharach, and passed unanimously that: Several major Parks will have their initial phases of construction completed this year. As the City shifts its attention away from building them to solving the complexities of running/maintain- ing them, a formal review of current plans for future development should be initiated. This is particularly true in light of existing funding conditions which may be significantly different than those underlying future park planning. The Parks and Recreation Committee should first work with staff to develop an up-to -date understanding of potential Park Capital funding sources /amounts. Based upon that understanding, the CITY COUNCIL, PARKS & RECREATION COMMITTEE 8/11/83 -1- Committee should then undertake a comprehensive review_ of all existing plans for future development - with the object of presenting to Council an overall recommendation as to priorities of development, potential for public involvement, need for citizen input, etc. 2. It was moved by Mayor Pro Tem Dyda, seconded by Councilwoman Bacharach, and passed unanimously, that Council will meet with the Committees, the Commission, and staff to set goals and ob- jectives prior to the 1984 -85 Budget preparation. 39 It was the consensus that the Committee should make a recommendat- tion to Council on the Gifts Program so that. Council can assess if this is an appropriate assignment for the Committee and, if so, what level of staff support can be made available. 4. It was the consensus that the Volunteer Sub - Committee should proceed with its original charge to report to the Committee and to Council. SEPARATION OF MEETINGS At 10:34 P . M . City Council and the Parks and Recreation Committee convened separately. PARKS AND RECREATION COMMITTEE MEETING At the time of separation, Mr. Gibson departed. MINUTES OF The minutes were approved as JULY 7F 1983 presented. COMMUNICATIONS and passed unanimously Abalone Cove Beach Park document. ADJOURNMENT CITY COUNCIL MEETING HESSE PARK BUILDING (1201) The Committee reviewed the commun- ications. It was moved by Committee member Corcoran, seconded by Bolton, to relay to the City Manager that the report on costs /revenues was not a completely helpful on her conversation with the period possible ramifications potential building acceptance The Parks and Recreation Committee meeting was adjourned at 10:43 P.M. The scheduled completion of the building and landscaping was dis- cussed, Director Thomas reported City Attorney regarding the maintenance and Director Hightower reported on the schedule. It was moved by Councilwoman Bacharach, seconded by Councilwoman Hein, and passed unanimously to authorize use of the Hesse Park Building, when accepted, with appropriate press releases, signing, warnings in the Recreation Brochure, etc. regarding staying off the landscaping. A motion by Councilwoman Hein to add a staff person died for lack of a second. CITY COUNCIL PARKS & RECREATION COMMITTEE 8/11/83 -2- 10th ANNIVERSARY Council agreed that the party would PARTY be October 8, 1983 and would include (1201) an all day celebration at Rancho Palos Verdes Park with picnicking, games, etc, and an evening mixer at the Hesse Park Building with a City history display.
