ADJOURNED REGULAR MEETING
AUGUST 1, 1983
The meeting was called to order at 7:45 P.M. by Mayor Pro Tem Ken Dyda, at
the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard.
PRE SENT : BACHARACH , DYDA AND HE IN
ABSENT: MAYOR RYAN
Also present were City Manager Donald F. Guluzzy, Public Works Director Carl
Abel, Associate Civil Engineer /Manager Gordon Siebert, Administrative Services
Director Kiti Laisure, and Administrative Analyst Greg Beaubien, and Secretary
Betty Uht.
Initial discussion was concerned with the format of the Capital Improvement
pages of the budget and description of the individual projects. Staff was
directed to make certain changes in the format, correct the words Funding
Available to Funding Sources and to consolidate and elaborate on wording of
project descriptions from previous pages submitted.
CAPITAL IMPROVEMENTS PROGRAM 82 -83 BUDGET CARRY -OVERS
BIKEWAYS It was noted that additional funding
is now available to expand this pro-
ject. Bikeways Budget in the amount
of $44,219 was moved to be passed on first review by Councilwoman Hein, seconded
by Councilwoman Bacharach, and carried.
CITY HALL Councilwoman Bacharach moved, seconded
UNDERGROUNDING by Councilwoman Hein and carried to pass
on first review City Hall Undergrounding
Budget of $106,802.
PORTUGUESE BEND / The wording in the description was changed
LADERA LINDA to designate softball rather than baseball
SOCCER FIELD diamonds. Councilwoman Bacharach moved,
seconded by Mayor Pro Tem Dyda to pass on
first review Portuguese Bend /Ladera Linda
Soccer Field Budget of $50,000. Motion carried.
PALOS VERDES DRIVE This project was expanded to include
SOUTH - FORRESTAL improvements to the Abalone Cove
drainage system, funded by trust
deposits.
Councilwoman Hein moved, seconded by Councilwoman Bacharach and carried to
pass on first review Palos Verdes Drive South - Forrestal Budget in the
amount of $538,767.
GUARD RAILS /SAFETY Councilwoman Hein moved, seconded by
BARRIERS @ P.V.D.E./ Councilwoman Bacharach and carried to
MIRALESTE SIGNS, ETCe pass on first review Guard Rails /Safety
Barriers at Palos Verdes Drive East/
Miraleste Signs, etc. budget in the
amount of $118,805.
$30,000 additional funds requested for this project. HES funding approved.

HAZARD ELIMINATION/ The project was split, for clearer
SAFETY PROJECTS definition, eliminating $389,500.
The remainder was added to other
HES projects.
After discussion, Councilwoman Hein, moved, seconded by Councilwoman Bacharach
and carried to pass on first review.the Hazard Elimination /Safety Projects

After discussion, Council deferred this
budget project and requested staff to re-
work i t .
It was noted that there is additional
funding available from HES Grant.
Councilwoman Bacharach moved, seconded
by Councilwoman Hein and carried to pass
on first review the Hawthorne Boulevard/ Palos Verdes Drive East Curves Budget
in the amount of $997,3859
PALOS VERDES DRIVE SOUTH/ After discussion of this project, Council
HAWTHORNE BOULEVARD SAFETY requested that staff be directed to be
IMPROVEMENTS sure to bring Project #4981 -001 to City
Council for design review. Councilwoman
Bacharach moved, seconded by Councilwoman
Hein and carried to pass on first review Palos Verdes Drive South /Hawthorne Boule-
vard Safety Improvements Budget of $360,000, an expansion of project made possible
by additional HES funding.
LEFT -TURN SIGNALS/ After discussion, Councilwoman Hein moved,
SYNCHRONIZATION seconded by Councilwoman Bacharach and
carried to pass on first review Left -turn
Signals /Synchronization Budget in the
amount of $145,519.
HAWTHORNE BOULEVARD Councilwoman Bacharach, seconded by
LANDSCAPING Councilwoman Hein to pass on first re-
view Hawthorne Boulevard Landscaping
Budget in the amount of $85,796.
The motion carried.
CLOVERCLIFF PARK A motion was made by Councilwoman
Bacharach, seconded by Councilwoman Hein
to pass on first review the Clovercliff
Park Budget in the amount of $19,036.
The motion carried.
POINT VICENTE PARK - After discussion, Councilwoman Hein
PHASE I moved seconded by Councilwoman Bacharach
and carried to pass on first review
Point Vicente Park - Phase I Budget
in the amount of $1,086,544.
BESSE PARK - Councilwoman Bacharach moved, seconded
PHASE I AND by Councilwoman Hein and carried to
PHASE II pass on first review Hesse Park Phase I
and Phase II Budget in the amount of
$761,374.

CITY BALL ENTRANCE It was decided that this is not a carry-
over project, it is a budget request.
Councilwoman Bacharach moved, seconded
by Councilwoman Hein and carried to
approve the safety improvements without
regrading the hump and to keep the interior signage to the facilities.
Council moved that staff take the balance of City Hall projects and bring back the
independent tasks and their funding based on the City Council's discussion tonight.
CAPITAL IMPROVEMENTS PROGRAM 83 -84 BUDGET
INSTALL CLASS II Councilwoman Hein moved, seconded by
BIKEWAY AT P.V.DR. Councilwoman Bacharach and carried
WEST to pass on first review this item
budgeted for $7,000.
CAYUSE LANE After clarification that this was from
RECONSTRUCTION Bronco to the cul -de -sac, Council-
woman Hein moved, seconded by Council-
woman Bacharach to pass on first review
the budget of $17,000. The motion carried.
25th STREET Councilwoman Bacharach moved, seconded
RECONSTRUCTION by Councilwoman Hein and carried to
pass on first review budget of $19,000
for this item.
PALOS VERDES DR. SOUTH Councilwoman Bacharach moved,
RECONSTRUCTION seconded by Councilwoman Hein and
carried to pass on first review
the budget in the amount of $66,000.
SLURRY SEAL AND Mayor Pro Tem Dyda asked Public Works
HEATER SCARIFICATION staff to go back to measure the dips
OF HAWTHORNS BOULEVARD and bring back to the City Council a
recomimendat ion .
Councilwoman Hein moved, seconded by Councilwoman Bacharach and carried to pass
on first review this budget in the amount of $186,856.
SCHOOL SITE Councilwoman Bacharach moved, seconded
by Councilwoman Hein and carried to
pass on first review this budget in the
amount of $337,200 for school site.
CITY BALL - City Council asked staff to determine
BUILDING what funds were available for the City
ACQUISITION Hall project. No motion was made on
this budget item.
The next Budget Workshop has been set for August 15, 1983 at 7:30 P.M.
