The meeting was called to order at 7:30 P.M. by Mayor Pro Tem Ken Dyda, at
the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard
After the Pledge of Allegiance to the Flag roll call was answered as
follows:
PRESENT: BACHARACH, HEIN AND MAYOR PRO TEM DYDA
ABSENT: MAYOR RYAN
Also present were City Manager Donald F. Guluzzy, Public Works Director
Carl Abel, Deputy Director of Roy Jorgensen Associates Charles Abbott,
Administrative Services Director Kiti Laisure, and Administrative Analyst
Greg Beaubien.
SOUTH BAY CITIES - Councilwoman Bacharach presented a re-
ASSOCIATION vision to the by -laws of the South Bay
Cities Association of which version "1"
was approved on motion of Mayor Pro Tem
Ken Dyda, seconded by Councilwoman Bacharach and carried.
HAWTHORNS BLVD. /PV DR EAST City Manager Guluzzy presented a report
BID AWARD on the Hawthorne Blvd. /PV Dr. East bid
award. It was determined that this item
should be presented to the Council at their Regular Meeting on August 2, 1983.

Governor's cuts.
Mayor Pro Tem Dyda read a letter regarding
the slide areas. The letter was being sent
to Congresmen Lundgren and Anderson.
City Manager Guluzzy made a report on possible
cut -backs due to the State budget. He stated
$728,000 could be the maximum cut made by the
legislature. Discussion followed. He stated
to the City Council, is consistant with the current
OPERATING BUDGET Charles Abbott stated the need for a sprinkler
PUBLIC WORKS DEPTo inventory and repairs at Rancho Palos Verdes
Park estimated in the amount of $30,000. Mayor
Pro Tem Dyda suggested that the miscellaneous
category for these repairs be accepted in the
budget at $10,000 and that they defer revision on this figure until after Oct. 1st
when known revenue figures are available. By consensus of Council, they deter-
mined not to approve the budget as final but to pass on each item on first
review and this is the way motions were made and seconded.
Maintenance and Operatons of Building and Grounds
Program on Maintenance and Operations of Building and Grounds passed on first
review. Motion was made by Councilwoman Hein, seconded by Councilwoman Bacharach
and carried. A further motion by Councilwoman Bacharach, seconded by Council-
woman Hein was made that next year detailed costs of Park Maintenance would also
presented in the budget.
City Hall Buildings Maintenance
This item in the amount of $46,807 was moved to be approved on first review by
Councilwoman Bacharach, seconded by Councilwoman Hein and carried.
Administrative Management Program
This item in the amount of $93,241 was moved to be approved on first review by
Councilwoman Bacharach, seconded by Councilwoman Hein and carried.

$17,480 was passed on first review for Weed Control. Councilwoman Bacharach
moved, seconded by Councilwoman Hein and carried..

Street Repair
Discussion followed to Street Repair. The recommended budget of $176,785 was
passed on first review by a motion of Councilwoman Bacharach, seconded by Council-
woman Hein and carried.
Slurry Seal Program
This item was then reviewed. The recommended budget of $125,938 was passed on
first review by motion of Councilwoman Hein, seconded by Councilwoman Bacharach
and carried.
Slide Maintenance
Slide Maintenance and Engineering providing a safe driving surface on Palos Verdes
Drive South in the active Portuguese Bend Landslide area was considered next. The
recommended budget of $172,850 was moved to be passed on first review by Council-
woman Bacharach, seconded by Councilwoman Hein and carried.
Maintenance of all City owned drainage system structures was estimated to cost
$26,450 for the 83 -84 fiscal year and motion was made by Councilwoman Hein, sec-
onded by Councilwoman Bacharach and carried to pass this amount on first review.
Traffic Control Devices
The recommended budget for Traffic Control Devices in the amount of $80,350 was
passed on first review following a motion by Councilwoman Bacharach, seconded by
Councilwoman Hein and carried.
Councilwoman Bacharach suggested that an item in the NEWSLETTER to buy your street
name sign be promoted once again.
Traffic Signals and Safety Lights Maintenance
This item in the amount of $47,070 was passed on first review by a motion from
Councilwoman Hein, seconded by Councilwoman Bacharach and carried.
It was suggested by Mayor Pro Tem Dyda that a letter to the City of Rolling Hills
Estates be written regarding the Hawthorne /Silver Spur traffic signal light. It
was pointed out that the green light is so short that it appears to be unsafe as
drivers become impatient and run the light. He stated also that the Indian Peak
and Crossfield traffic signal has the opposite problem.
It was further suggested by Councilwoman Bacharach that perhaps yellow flashing
lights would be appropriate at the Peninsula Center at night rather than red -
stop and green -go lights.
Reimburseable Funds
This was the final section of the Public Works Budget. Improvement Districts
number 4, and 7, - Maintenance Districts number 1 and 2 and the Office of Traffic
Safety, Traffic Engineering Services all be accepted. Motion was made by Council-
woman Bacharach, seconded by Councilwoman Hein and carried.
